In the field of modern bidding, electronic bidding leads a new trend of development, convenience and efficiency and other significant advantages effectively promote the reform and innovation of China’s bidding field. Nowadays, most systems require a strong and trusted third party to guarantee the integrity and security of the system. However, with the development of blockchain technology and the rise of privacy protection, researchers has begun to emphasize the core concept of decentralization. This paper introduces a decentralized electronic bidding system based on blockchain and smart contract. The system uses blockchain to replace the traditional database and uses chaincode to process business logic. In data interaction, encryption techniques such as zero-knowledge proof based on graph isomorphism are used to improve privacy protection, which improves the anonymity of participants, the privacy of data transmission, and the traceability and verifiable of data. Compared with other electronic bidding systems, this system is more secure and efficient, and has the nature of anonymous operation, which fully protects the privacy information in the bidding process.

AbstractThe authors aim to provide a set of tools to facilitate the main stages of the competitive bidding process for construction contractors. These involve 1) deciding whether to bid, 2) calculating the total price, and 3) breaking down the total price into the items of the bill of quantities or the schedule of payments to optimise contractor cash flows. To define factors that affect the decision to bid, the authors rely upon literature on the subject and put forward that multi-criteria methods are applied to calculate a single measure of contract attractiveness (utility value). An attractive contract implies that the contractor is likely to offer a lower price to increase chances of winning the competition. The total bid price is thus to be interpolated between the lowest acceptable and the highest justifiable price based on the contract attractiveness. With the total bid price established, the next step is to split it between the items of the schedule of payments. A linear programming model is proposed for this purpose. The application of the models is illustrated with a numerical example.The model produces an economically justified bid price together with its breakdown, maintaining the logical proportion between unit prices of particular items of the schedule of payment. Contrary to most methods presented in the literature, the method does not focus on the trade-off between probability of winning and the price but is solely devoted to defining the most reasonable price under project-specific circumstances.The approach proposed in the paper promotes a systematic approach to real-life bidding problems. It integrates practices observed in operation of construction enterprises and uses directly available input. It may facilitate establishing the contractor’s in-house procedures and managerial decision support systems for the pricing process.

Based on the PPP efficiency system which consists of allocation efficiency, process efficiency, and individual efficiency, we use qualitative comparison analysis of fuzzy sets to study the efficiency advantages of the public-private partnership under the Chinese scenario. The findings are as follows: (1) like public-private partnerships, Chinese-style PPPs have also failed to achieve cooperation. (2) High allocation efficiency can be achieved if competition in bidding processes can be ensured; when bidding procedures cannot be guaranteed to compete, alternatives to high allocation efficiency are either privatized or allocated directly to enterprises that can enable economies of scale; individual effort is a source of allocation efficiency. (3) Competition and economies of scale are necessary conditions for high process efficiency. The private sector’s ownership of assets is a sufficient condition for high process efficiency. (4) High individual efficiency can be achieved if individual efforts can be ensured, and high individual efficiency can also be achieved by the competition of bidding procedures or economies of scale when it is impossible to ensure high levels of individual effort. Privatization is the perfect incentive for high individual efficiency when the competition in the bidding process, individual efforts, and economies of scale cannot be guaranteed.

Competition between consultants becomes so tight considering the companies or organizations that intend to hire consultants also want the best. Competitive bidding process was conducted, to win this, it needs solid team of consultants required in skills and morally. PR competencies of each member are needed to grow into a successful PR consultant.

This paper aims to introduce a quantitative method to builders for the most appropriate material selections based on multiple attributes and integrate decision group member opinions throughout bidding process. In this respect, a new model used together with the Analytic Hierarchy Process (AHP) and fuzzy Multi-Objective Optimization on the Basis of Ratio Analysis (MOORA), multi-criteria decision methods are proposed. In a real decision process, there are many uncertainties and ambiguities. In fact decision makers cannot always provide practical guidelines and especially precise judgments due to time limitations. The intelligent model proposed demonstrates that the AHP and fuzzy MOORA approach can not only be used easily to imitate the decision duration in the material selection but also the results obtained from this work provide contractors valuable insight into the material selection problem. At the same time, the quantitative analysis method based on the appropriately raised floor materials along the bidding process enables the builders to use their restricted resources more expeditiously and enhances considerably the possibility of winning agreement, as one of the most striking points deduced from the present study. In short, the model with AHP and fuzzy MOORA approaches can assist the builders to improve resolutions for the bidding.

A method of efficiency evaluation of enterprise participating in public procurements was introduced, as well as analysis instrumentation for digital public procurements under 44 and 223 Federal Laws, based on Loginom analytical platform. Instrumentation includes data cleansing and pre-processing procedures, along with computation implementation of key performance indicators regarding the bidding process.
