In recent years, Senegal has proactively pursued the expansion of renewable energy generation, particularly from solar and wind. In addition to starting exploration of offshore liquefied natural gas, the expansion in renewable energy is posited as a way to help the country move toward low(er) carbon development, reduce dependence on volatile oil markets, and improve reliable (and especially rural) access to electricity. To achieve these objectives, the electricity sector has continuously undergone structural reforms to improve its financial viability and to achieve objectives around universal access to electricity, particularly by increasing private sector participation in electricity generation. Through the lens of “electricity capital,” this paper examines the implications of reforms in the electricity sector for processes of accumulation, in a context of efforts to improve environmentally sustainable development. It asks how capital in the electricity sector is constituted and operates in the Senegalese context, who has power in shaping how it operates, and how this has influenced the potential for achieving a fair and equitable transition to a low(er) carbon energy system. This paper draws on recent work in political ecology on energy transitions and emerging literature on the political economy of electricity, as well as on analysis of policy and technical documents and semi-structured interviews carried out with those involved in the energy sector between 2018 and 2020. Findings suggest that even though the Senegalese government has set clear objectives for the electricity sector that are based on principles of equity, environmental sustainability, and justice, the current power relations and financing arrangements taken on by the state and other actors active in the sector has, paradoxically, led to an approach that risks undermining these very principles.

Most of the rural transportation system is composed of two-lane highways, and many of them serve as the primary means for rural access to urban areas and freeways. In some highways, traffic volumes can be not high enough to justify a four-lane highway but higher than can be served by isolated passing lanes, or can present high number of head-on collisions. In those conditions, 2 + 1 highways are potentially applicable. This type of highway is used to provide high-performance highways as intermediate solution between the common two-lane highway and the freeway. Successful experiences reported in Germany, Sweden, Finland, Poland, or Texas (US) may suggest that they are potentially applicable in other countries. The objective of this white paper is to provide an overview of the past practice in 2 + 1 highways and discuss the research directions and challenges in this field, specially focusing on, but not limited to, operational research in association with the activities of the Subcommittee on Two-Lane Highways (AHB40 2.2) of the Transportation Research Board. The significance of this paper is twofold: (1) it provides wider coverage of past 2 + 1 highways design and evaluation, and (2) it discusses future directions of this field.

This paper is a summary of the research conducted during the development and design of Rural Access To Education Through Digital Media, a pilot education technology project in Tipling, Nepal. Beginning with an analysis of the relevant socioeconomic factors affecting school attainment nationally and those affecting Tipling in particular; the current challenges to formal and informal education are identified. The considerable potential of digital media and ICTs to address long-standing issues of access to both childhood and adult learning and thereby contribute to international development and education reform efforts are explored. In order to assess the progress of the SDG sub-target 9.1 at the county level, the SDG indicator 9.1.1 (rural access index) and 9.1.2 (passenger and freight volumes) were implemented in Deqing County, China to explore the fitness-for-purpose of these indicators for county level evaluations. It is found that the country-oriented indicator system has some localization problems and cannot fully reflect the connotation of the SDG sub-target 9.1 when used in the county level. An improved indicator system was built by modifying the SDG indicator 9.1.1 and adding three more indicators (namely the road density, accessibility, and total postal business). The analysis of the calculation process and results showed that the improved indicator system can solve the problems arising from the original SDG indicator when applied in the county level. The modified resident access index can eliminate the dependence of the original indicator 9.1.1 calculations on urban-rural boundary data, and takes into account the urban vulnerable groups such as urban villages residents. While the road density and accessibility can be used to measure the quantity, quality, and connectivity of the road and the reality of the residents to obtain the road, which enables the indicators to reflect the necessary details of the level of the transportation infrastructure construction. The total postal business can help the SDG indicator 9.1.2 reflect the relationship between the transportation infrastructure construction and the development of the economic and people’s livelihood.
