The purpose of this paper is to describe the duties of local government units under the legal conditions related to access to the ICT network in Poland. Establishing public-private partnerships in the telecommunications sector, which is a field closely tied with cybersecurity, seems inevitable and necessary. The need to cooperate is the consequence of the development of information and communication technologies, which leads to their increasingly wide application in all aspects of social life. The tasks of local government involving network access have become key to the process of broadband network development. That is why public funding becomes particularly important in its absence, justified by the need to provide conditions for internet access as a human right. This has become especially topical as we face the challenges of COVID-19.

The purpose of this chapter is to analyze the concept of smart city and its potential solutions to correct urban problems. Smart city practices and solutions have been investigated through the lens of a sustainable perspective. As the general practices in the global scale were examined, particular focus has been directed to smart city practices in Turkey and applicable suggestions have been developed. A number of cities in Turkey rank the lowest in the list of livable cities index. Consequential to the rapidly rising population ratios, the quality of provided services declines; economic and social life in cities are adversely affected and brand images of cities are deteriorated. With the implementation of smart city practices, such problems could be corrected, and these cities could gain competitive advantage over their rivals. The key component of this smart administration is to most effectively utilize information and communication technologies during each single step of this process.

Este artigo busca analisar, com base na perspectiva epistemológica multirreferencial, transformações relacionadas com o processo de globalização e seus reflexos nas. relações entre mudanças e rearticulações econômicas e políticas, processos e relações de trabalho e (in)formação do trabalhador. Aborda referenciais teóricos que interpretam a sociedade contemporânea a partir de perspectivas cognitivo-reflexivas e estético-hermenêuticas e as relações entre processos (in)formativos e concepções de sociedade. Enfoca a interrelação entre espaços de trabalho e de aprendizagem, chegando ao conceito de espaços multirreferenciais de aprendizagem. Argui que a instituição / reconhecimento destes espaços para a (in)formação do cidadão-trabalhador, tanto no âmbito escolar quanto de outras esferas da vida social, é uma alternativa comprometida com a construção da cidadania, numa perspectiva solidária, visando à superação de profundos fossos de discriminação e exclusão. <br> <br> <B>Palavras-chave</B>: tecnologias da informação e comunicação – (in)formação do cidadão trabalhador – espaços multirreferenciais de aprendizagem. <br> <br> <br> <B>Abstract</B>: This paper seeks to analyze - from an epistemological multireferential perspective - transformations related to the process of globalization and how they are reflected in the. relationships between economic and political change and re- negotiation, work relations and processes, and the (in)formation of the worker. It deals with theoretical referents that interpret contemporary society from the standpoint of cognitive-reflexive and aesthetic-hermeneutic perspectives and the relationships between (in)formative processes and conceptions of society. The paper focuses on the interrelationship between work and learning spaces and develops the concept of multireferential learning spaces. It is argued that the institutionalization / recognition of these spaces for the (in)formation of the citizen-worker – just as much in the school ambit as in other spheres of social life - is an alternative that is committed to the building of citizenship from a perspective of solidarity, with the aim of overcoming deep discriminatory divides and exclusion. <br> <br> <B>Key words</B>: information and communication technologies, the (in)formation of the citizen-worker, multireferential learning spaces.

Resumo Esse texto apresenta um sumário das pesquisas realizadas pelo Grupo de Políticas Públicas para Acesso à Informação GPOPAI) desde 2006 sobre o financiamento público de conteúdos científicos. Os resultados apontam que, apesar do intenso investimento público no Brasil, o setor privado vem se apropriando e impondo barreiras ao acesso a livros técnico-científicos e artigos científicos – neste caso, em especial, as editoras estrangeiras. No que se refere ao software produzido na academia, os dados apontam para uma completa indiferença da comunidade e à ausência de políticas públicas para o seu acesso. De modo geral, os resultados indicam para a necessidade de uma reforma na lei de direitos autorais, de modo a atualizá-la face as novas tecnologias de informação e comunicação e a atender ao interesse público do acesso ao conhecimento que as tecnologias digitais proporcionam. Palavras-chave acesso ao conhecimento, direitos autorais, financiamento público, ciência Abstract This paper presents a summary of research conducted since 2006 on public funding of scientific contents by the Public Policy Group for Access to Information (GPOPAI). The results suggest that in the case of technical and scientific books and scientific articles, the private sector is creating and imposing barriers to access to knowledge, despite of intensive public investments in Brazil. In relation to software produced by universities, the community is completely indifferent and there is a lack of public policies for its access. Overall, the results indicate the need for a profound reform and update of copyright law regarding new information and communication technologies, considering the public interest in access to knowledge. The e-learning study reflects a trend in the integration of information and communication technologies in universities. This trend evokes a new form of teaching and learning and a new form of relationship between students and teachers. In fact, information and communication technologies, such as e-learning, call into question the ways of thinking and the ways of acting of individuals in the representation of learning. This paradigm shift requires introspection and the renewal of skills. In the face of these changes, higher education institutes must develop and make essential the courses that allow students to adapt to the new demands of the labor market. on the other hand, information and communication technologies and computer networks, These objects from daily life, are part of the immediate environment that is both professional, educational and personal of each one. With the massive arrival of personal and accessible digital tools (computers, nomadic equipment such as mobile phones and digital tablets, etc…), multiple online spaces are emerging on the Internet (discussion forums, e-learning platforms, blogs, messaging, chats, social networks like Facebook, online information sharing sites, etc…). E-learning offers features that differentiate it from others media objects such as books or television. e-learning offers quick, even instant, access to a multitude of information sources. They make it possible to store them and facilitate the possibilities of networking between individuals and groups of individuals whatever the time and place. Access to the Internet information network is "universal". You only need to connect to a computer on the network to access almost this entire network. Access is also "simultaneous" because each Internet user exists on the network in the form of information by "his digital presence", by the data that he moves or deposits and the interactions caused. We can also say that access is independent of time and distance since it is a space permanently open to human activity. Developing an e-learning application for each technology requires a lot of human resources and technical knowledge. To solve this problem we propose a development of an e-learning application according to a model-driven architecture approach. This paper is a development of our work in paper [Srai,2020].

Information plays a formative role in citizens’ decision to trust their government. Given an increasingly diverse information environment, which is attributable to the diffusion of information and communication technologies (ICT)s, the Internet, and social media, we hypothesize that citizens’ use of a particular medium for information (online vs offline, and government source vs. non-government source) about their government plays an important and distinctive role in shaping citizens’ satisfaction with government information provision and trust in government. To address this central hypothesis, we analyze data from the 3068 citizen respondents. The findings of our study reveal that citizens’ use of the online medium for information about their government, such as information from local government web-media, lacks a strong relationship with their levels of satisfaction with government information provision and trust in government, while citizens’ use of different sources on the offline medium for information about their government, such as information from local government meeting or official gazette, is found to have a stronger association with citizens’ trust in government and satisfaction with government information provision.

Over the last few decades, educational reforms have been carried out in many different countries with the aim of expanding the concept of literacy in order to respond to challenges posed by the mass media and the new technologies of information and communication technologies and thus was born the concept of media literacy. Even though some activists consider this kind of education a human right, there is still no consensus over its meaning or even over what objectives such educational policy should seek. This paper aims, therefore, to clarify the most important current debates on the area, to emphasize media literacy’s role in improving the quality of people’s political participation in today’s democracies and to highlight important contributions from feminist theories and gender studies in the construction of this concept, such as the concepts of “positionality” (as developed by Linda Alcoff) and of “performativity” (as proposed by Judith Butler).

Resumo O conceito de inclusão digital, presente no campo científico, e aplicado socialmente, tem gerado estudos que trabalham a questão ora como combate à desigualdade social na compreensão dos mecanismos distanciadores entre ricos e pobres, ora como instrumento econômico baseado no conhecimento e avanço tecnológico.  Esta reflexão torna-se relevante, uma vez que os avanços tecnológicos têm impulsionado transformações na economia política local e global e em nova ordem mundial de consumo frenético e sem questionamento.  A inclusão digital, no escopo deste trabalho, é comparada metaforicamente a um sistema de engrenagens. As peças que se acoplam para o funcionamento de um sistema são, neste contexto, aqui tratadas como políticas de informação inseridas nas ações públicas. Essas ações interligam-se com as ferramentas de tecnologias de informação e comunicação (TICs) que, por sua vez, se conectam com os atores sociais que, por motivos diversos, encontram-se excluídos de oportunidades, bens e perspectivas.Palavras-chave inclusão digital; economia política; política de informaçãoAbstract The notion of digital inclusion, present in the scientific field as well as in social life, a way in field scientific, how much in the practical life, it has generated studies on the question however as combat the battling social inequality in the comprehension of mechanisms of differentiation between rich and poor, to understand the different mechanisms between rich and poor, however and served as an economic instrument based on the knowledge and technological advance progress. The results are relevant insofar as accomplishment of this reflection is excellent, a time that the technological advancement have has stimulated transformations in the local and global political economy and in the new world order: frantic and unquestioned consumption and without questioning. The digital inclusion is here compared to a system of gears. These parts that if they interconnect for the functioning of a system are seen here in this context here treat, as information policies inserted of in the criminal public actions.
