Public administration has been challenged by “new public management” and “government redesign” paradigms. In addition, the relationship between government and citizen has been changed dramatically based on the mentioned paradigm shift. Customer orientation in the public sector is one of the changes originated from the private sector’s principles and paradigms. Nowadays, scholars emphasize applying concepts and techniques of customer orientation in e-government. In this text, firstly, customer orientation and its importance in government activities, especially e-government, is described. Then, principles, applications, and experiences of citizen relationship management as a technique of customer-oriented governments are described.

The African continent is facing a number of administrative crises. The recent decline of public administration on the continent has forced some African countries to re-assess their governance systems. Their public service reforms are evidence of the emergence of New Public Management (NPM) for improved public sector administrative structures and operations. This article discusses the paradigm shifts from New Public Administration to New Public Management, as a means of meeting public administration challenges in Africa. AbstractThe Capital Markets Union (CMU) is one of the flagship policy initiatives of the Juncker Commission. The Commission’s strategy for realizing a CMU is set out in its White Paper on building a CMU. Besides describing the Commission’s vision of a CMU, the white paper includes an action plan which details the measures that are needed to build a CMU. The aim of this article is to consider the Commission’s measures in one particular area of the action plan. Specifically, this article examines the Commission’s strategy for overcoming information barriers to SME investment. By acting in this area, the Commission’s objective is to facilitate access to finance, but also to diversify sources of funding for SMEs, which are traditionally heavily dependent on bank-based finance. This article evaluates the Commission’s strategy and its prospects of success. After assessing the relevant policy measures, it will argue for a paradigm shift which is based on three pillars: a greater emphasis on market building measures; a greater emphasis on information sharing duties as one mechanism that can help to address information barriers; and a market correcting strategy to dovetail greater market building.

This paper focuses on the paradigm shift from a traditional government into a new public administration using quantitative economics in testing the robust response of the shift. Though, we follow the conception of Frederickson (1991); Behn (1995) and Kirlin (1996), we are not concerned of the body of knowledge in such transformation, rather we are concerned on how to offer foundational base of quantitative literature for planning and implanting of the new public administration in Afghanistan for the purpose of which, we use a set of cross –sectional data obtained through an objective questionnaire from 221 targeted public employees in Kabul City and using a set of statistics and econometric models in testing the competing hypotheses. The results show that all the identified proxies in measuring the variables associated with the shift process are highly significant and support the robust response towards the stated shift to the new public administration in the country.

A sustainable family policy acknowledges the contributions of the family to society and takes it as point of departure for the support of the family. It is characterized by a clear goal orientation and the integration of different policy measures into a comprehensive strategy. Based on this concept, the article reflects the historical evolution of family policy focusing on the question whether and to what extent a paradigm shift from compensation to active support has occurred in the interpretation of policies in the fields of infrastructure, time and money. This is essential for the historical genesis of the parental allowance, considering that the emergence of the concept of a sustainable family policy was based on this paradigm shift. By means of reconstructing the conceptual evolution and political implementation of the parental allowance since the 1970s, we argue that this political measure is the first to be integrated in such a concept. The analysis shows that even though the parental allowance is a progressive element of a sustainable family policy, the implementation of a comprehensive strategy still lacks a shift towards the life course perspective and an independent basic income for children. Zusammenfassung Nachhaltige Familienpolitik erkennt die Leistungen der Familie für die Gesellschaft an und nimmt sie als Ausgangspunkt für die Unterstützung der Familie. Sie zeichnet sich durch klare Zielorientierungen und die Integration der verschiedenen familienpolitischen Leistungen aus. Vor diesem Hintergrund analysiert dieser Beitrag, ob und inwiefern aus der Entwicklung der Familienpolitik ein Paradigmenwechsel im Verständnis der familienpolitischen Kernelemente Infrastruktur, Zeit und Geld von einem Nachteils- zu einem Leistungsausgleich hervorgegangen ist. Denn erst auf dieser Grundlage konnte das Konzept nachhaltiger Familienpolitik formuliert werden. Anhand der Rekonstruktion der konzeptionellen Entwicklung und politischen Durchsetzung des einkommensabhängigen Elterngeldes seit den 1970er Jahren wird aufgezeigt, dass hier zum ersten Mal eine familienpolitische Maßnahme geschaffen wurde, die in dieses Konzept eingebettet ist. Die Analyse zeigt jedoch, dass das Elterngeld zwar ein Element einer nachhaltigen Familienpolitik ist, es aber bisher weder gelungen ist, eine am Gedanken des Leistungsausgleichs orientierte finanzielle Transferpolitik zu konzipieren noch eine Lebensverlaufsorientierung umzusetzen.

This chapter focuses on the effects of management ideas. In particular, it examines the transformation of the work situation of public service professionals generated by the core ideas associated with New Public Management (NPM). This change creatively absorbed management ideas such as ‘culture’, ‘leadership’, and ‘network’ and, overall, represented a paradigm shift in the meaning and relevance of ‘public service’. While NPM has undergone a series of reformulations—as technocratic, managerial, and neo-liberal—it continues to shape the institutional landscape in which public service professionals are embedded. In doing so, it presents them with a series of existential challenges to their occupational authority and identity that threaten to undermine their organizational power and control.
