Earthquakes, large or even moderate, are often followed by secondary phenomena, such as landslides, tsunamis, fires and technological disasters, leading to cascading effects that may, in turn, cause severe repercussions. Before, during and after the occurrence of these events, risk communication, currently evolved to codified legislation, is a crucial factor. Policy selection in the present study is approached by the application of the risk game tree and its formation. The events studied here in view of policy making have occurred both in the historical and the instrumental era, to account for different level of exposure and anthropogenic hazards, in Greece (1894 Atlanti, 1953 Kefallinia series, 2003 and 2015 Lefkas), Italy (1976 Friuli), Japan (2011 Tōhoku) and Slovenia (1917 Brežice). In all case studies the whole disaster management cycle is examined, i.e. mitigation, preparedness, response and recovery. Disaggregation of earthquake-related direct and cascading effects, as well as risk communication are taken into account and ethical challenges are posed both to scientists and policy makers.

The intensity and serious impact of disasters threaten human life, including in Indonesia. A series of natural disasters such as floods, landslides, earthquakes, and tsunamis in the past decade have claimed thousands of lives and damaged property and destroyed social and cultural structures. Current pandemic as non-natural disaster also shows that Covid-19 become among deadliest of disasters. With the unpredictable characteristics of disaster events (especially natural and pandemic), it is urgent to find a collaboration model for effective disaster management. As a concept, an approach and a method disaster management is not a monodisciplinary, but cross-disciplinary, whether it is multidisciplinary, interdisciplinary or transdisciplinary. Using a description and information analysis approach using secondary data through the literature review, this study discusses the link and contribution issues of disaster management. The results of the discussion show that apart from being multidisciplinary, disaster management is also interdisciplinary and transdisciplinary. In the disaster management cycle, there are important roles that differ between multidisciplinary, interdisciplinary, and transdisciplinary. This preliminary finding may be useful for researchers, policy makers, disaster managers and others to start cooperating in reducing disaster risk. A more comprehensive and in-depth study is needed to see the relationship between disaster management and related sciences for strengthening disaster management in the future.

Humanitarian workers responding to crises, either on the spot or in decision making positions, are familiar with the emergency management cycle with its basic three components namely; preparedness, response and recovery. This cycle can be expanded to include other elements, such as mitigation, readiness, business continuity, contingency, monitoring and evaluation [1].

Abstract Background This study aimed to assess the level of trust in the COVID-19 risk communication efforts in Nigeria. Methods We conducted a descriptive cross-sectional study among community members aged 15 years and above in Ondo state in October, 2020. Data were collected using an interviewer-administered questionnaire. Data were analyzed using SPSS version 22. Descriptive statistics were summarized using frequencies. Trust was ranked from “1” implying “Low level of trust” to “7” denoting “High level of trust”. We conducted bivariate Chi-square test on respondents’ level of trust in the Nigeria Centre for Disease Control (NCDC) and socio-demographic characteristics. The level of significance was set at p<0.05. Results Among the 691 respondents, 244 (35.3%) were aged 21 to 29 years, and 304 (51.4%) used the NCDC to obtain COVID-19 knowledge. Overall, 205 (41.8%) had high level of trust in the NCDC. Furthermore, 51 (51.5%) individuals aged 30-39 years had high level of trust in the NCDC (ᵡ2=17.455, p= 0.001). Also, 114 (48.5%) persons who lived with children below 18 years had high level of trust in the NCDC (ᵡ2= 8.266, p= 0.004). Conclusion Policy makers should prioritize the involvement of young and educated persons in COVID-19 risk communication strategies.

Bangladesh is prone to recurring natural hazards due to its geographical position and topography. The country has suffered casualties and damage to homes, agriculture, and the economy as a result of tropical cyclones. Effective disaster management approaches are required to reduce the risk of disaster and loss. The Constitution of Bangladesh plays an active role in implementing these approaches at the national and sub-national level. This article analyzes parts of the Constitution addressing disaster management by ensuring disaster governance and adaptive governance. To examine the theoretical aspects of disaster management from a global and Bangladesh perspective, the current institutional role for disaster management, the difference in service delivery for specific organizations, and human rights and humanitarian aspects, a study was conducted based on secondary data and information. Bangladesh's supreme law supports all phases of the disaster management cycle. Consequently, it is said that the Constitution would be an essential document for effective disaster management at all levels.

Facing the increased frequency of disasters and resulting in massive damages, many countries have developed their frameworks for Disaster Risk Management (DRM). However, these frameworks may differ concerning legal, policy, planning and organisational arrangements. We argue that geospatial data is a crucial binding element in each national framework for different stages of the disaster management cycle. The multilateral DRM frameworks, like the Sendai Framework 2015–2030 and the United Nations Committee of Experts on Global Geospatial Information Management (UNGGIM) Strategic Framework on Geospatial Information and Services for Disasters, provide the strategic direction, but they are too generic to compare geospatial data in national DRM frameworks. This study investigates the two frameworks and suggests criteria for evaluating the utilisation of geospatial data for DRM. The derived criteria are validated for the comparative analysis of India and Bulgaria’s National Disaster Management Frameworks. The validation proves that the criteria can be used for a general comparison across national DRM.

During a crisis, the messaging platform WhatsApp allows crisis-related information to be disseminated quickly. Although case studies have documented how WhatsApp has shaped crisis outcomes in both beneficial and harmful ways, little is known about: (i) how crisis-related content is spread; (ii) characteristics of users based on usage patterns; or (iii) how usage patterns link to well-being. During the coronavirus disease 2019 (COVID-19) crisis, this study used the experience sampling method to track the daily WhatsApp usage of 151 adults throughout one week (capturing a total of 924 days of crisis-related communication). Each day, participants reported the extent to which they had received, forwarded, or discussed COVID-19- related content. During the week-long monitoring, most participants (94.7%) reported at least one COVID-19 related use of WhatsApp. Those who engaged with more COVID-19 content in personal chats were more likely to report having COVID-19 thoughts throughout the day. We further observed that around 1 in 10 individuals (14%) were chronic users who received and shared forwarded COVID-19 messages at a high volume; this group may represent everyday "super spreaders" of crisis-related content. Together, these findings provide an empirical base for policy makers to manage risk communication during large-scale crises.

The United States (US) and Caribbean regions remain vulnerable to the impact of severe tropical storms, hurricanes, and typhoons. In 2017, a series of hurricanes posed threats to residents living in inland and coastal communities as well as on islands isolated from the US mainland. Harvey, Irma, Jose, and Maria caused catastrophic infrastructure damage, resulting in a loss of electrical power and communications due to damaged or downed utility poles, cell towers, and transmission lines. Critical services were inoperable for many months. Emergency managers are public officials who are accountable to both political leaders and the citizens. During disaster events, emergency managers must prioritize areas of effort, manage personnel, and communicate with stakeholders to address critical infrastructure interdependences. Essential lifeline services (eg, energy and communications) were inoperable for many months, which led to increased attention from policy-makers, media, and the public.
