Traditionally, the annual report opens the World Professional Crimea Forum. Primarily, the speaker focuses on the concept of digital economy interpreted as the economic relations system based on the digital information and communication technologies. The Program “Digital economy of the Russian Federation” is reviewed. Several concepts, e. g. bitcoin and blockchain, Industry 4.0, New Internet, etc., are defined. The current problems of the Internet are examined, in particular, the lack of the single management and development center. The statistical data on the profile and involvement of the internet users is reported. Special attention is given to using Internet in Russia and the related problem of copyright in Russia and worldwide. The role of open access in building the knowledge environment and the role of the main contributors to the process, namely, publishers, libraries, educational institutions, are emphasized. Online education and accessible seamless education environment are specified as the main trends in education, The key vectors of developing knowledge content and its application in the digital environment are defined, these are: inclusiveness, artificial intelligence and green (sustainable) libraries, etc. The current situation in the global book market is evaluated on the basis of the results of the London Book Fair 2018. The project “The modern digital educational environment in the Russian Federation” is examined along with the projected results. The role of the National Electronic Library as the major innovative library project and the national information system is emphasized. The author concludes that the libraries of the future become an essential part of the national and global information infrastructure.

The authors represent data on the state of the process of digitalisation of the Russian economy and draw a conclusion about the high level of the information infrastructure development along with that they note a great gap in the digitalisation level between regions. When assessing the impact of the development of Internet technologies on employment, two main consequences have been identified: the reduction of the impact of the geographical factor on the supply and demand in the labour market and the involvement of previously unoccupied social groups in the production process. The rapid development of the digital economy, the accelerated industrialisation of digital technologies such as the Internet, big data and cloud computing, have led to further improvements in computing power, a significant reduction in computing costs, and a significant leap in data analysis and processing capabilities. The purpose of the study is to analyse and evaluate the effects of economy digitalisation on employment. Within the framework of the research conducted, both general scientific and specific scientific methods were used: formal and logical research methods (the method of induction, deduction, analogy, synthesis, comparison, observation, description, systematisation), formal and legal, historical and legal, comparative and legal, institutional, system analysis. The paper analyses the current global economic and technological trends that affect the transformation and formation of new socioeconomic relations in the context of the digital economy formation. This article examines the impact of the development of digital information technologies on the labour market and employment. The authors represent data on the state of the process of digitalisation of the Russian economy and draw a conclusion about the high level of the information infrastructure development along with that they note a great gap in the digitalisation level between regions. The results of the study can be used in the work of public authorities at all levels to develop and adjust programmes for the further labour market development and to prevent unemployment.

In the current age, cyber security is an essential element of any information system. A key aspect is in the critical information infrastructure, where information security has become a top priority for information and network security experts. The interoperability of an ICT infrastructure with other components of it is an important aspect of its life cycle. Because Supervisory Control and Data Acquisition (SCADA) systems form part of the critical infrastructure, their cyber protection is particularly important in strategically important industrial and infrastructure sites — power plants, refineries, oil pipelines, treatment plants, manufacturing facilities, communications and transportation infrastructures. Along with the advancement of technology, the increasing number of Scada devices available online, the vulnerability of the sectors controlled by them has also increased. In the world of Internet of things (everything), the end devices cause a new wave of possible vulnerabilities in SCADA. They become the new places for attacks and breaches trough wich the system may be accessed or even compromised. There are a number of critical infrastructures in the Community whose disruption or destruction would have significant cross-border implications for more than one sector as a result of the interdependence of interconnected infrastructures. Such European critical infrastructures have been established and launched under a common procedure developed by the European Commission, with security requirements assessed according to a common minimum approach. The present article exposes and examines the critical infrastructures of the European Union and Bulgaria. Trough presenting the structure of a Scada system the vulnerabilities and the various possibilities of attacking it were analised. As an example, a specific case based on trees has been considered, and the obtained results were summarized and visualized. The consequences were analized and respecctive conclusion was done.

Statistics agencies are the main data provider on the economic position of the macroeconomic level. Most economic decisions on a national scale are based on statistical data. Data processing is a key business process for statistical agencies. At the same time, the quality of statistical data supplied by Rosstat is not always high enough. There are adjustments, a discrepancy between data sets describing the same economic phenomenon is revealed. The purpose of the work is to describe the methods of collecting and processing statistical information that will contribute to improving the quality of the presented data. From the information point of view, the statistical agency is engaged in the organization of information exchange between data providers and consumers, acts as a data aggregator. To organize the information exchange within community you need to create a semantic space to ensure the meaningful filling of the data. The main role in the semantic space is played by the identifiers of objects. The article considers the unified identifiers of statistical accounting objects as a method of collecting and processing statistical information and improving its quality. The international statistical practice use methods of standardizing the turnover of statistical data. Information standards are designed to unify identifiers and namespace for participants of the statistical information turnover and to provide a single semantic space. If you use of unified identifiers, the procedures for processing statistical data become transparent, it allow you grouping by different sections, as well as decomposition of aggregated data into components.The results of the work are recommendations on the use of Core component of the information infrastructure for the collection and analysis of statistical data. In the existing information infrastructure of the Russian digital economy, there are a number of data sources, the use of which will improve the quality of collection and processing of statistical data. To create a semantic space of statistical data in the Russian Federation, the most important section is the registers of Core Components. The use of registers will allow you to organize the binding of statistical data from different domains, as well as to implement the link of aggregated data with microdata. Significant progress is observed in the marking of goods, which allows you to track object’s movement through all stages of the life cycle, as well as the location. The government of the Russian Federation initiated a project on labeling of goods, and this information gives an opportunity to get a clear picture of a significant part of the economy. An additional information source of statistical data can be the corporate sector, where actively used tracking systems that monitor the goods, vehicles, containers, warehousing.Conclusion: There are several options for creation of the semantic space for statistical data. World experience is guided by the use of the Web architecture, which involves the technological identifiers. Semantics of statistical data can be ensured by using the potential of the information infrastructure, which will solve a number of problems of statistical accounting.

The gist of this article boils down to the legal conditions for the formation of a unified system of digitalization of the economy based on the improvement of normative regulation of the digital environment are considered; creation of information infrastructure of the economy; providing the digital economy with competent personnel; ensuring information security. The authors conclude that the state concept of "digital transformation" has not yet been implemented, but the first steps in this direction have been taken. Achieving the national goal of digitalizing the economy will entail the creation of a new legal framework for relations between citizens, business and the state, which is necessary (and even inevitable) due to the development of digital technologies.

The article reveals the role and importance of information, which is a dominant resource, acquires comprehensive significance for the life of society in a digital economy, determining its political, socio-economic and cultural development. In any organization, the aggregation of data into a single digital information space is important for the management system, which creates such an information infrastructure of the organization (IIO) that allows solving the tasks and is a kind of management loop through the prism of technological innovations. Therefore, the author has developed and proposed a model of the organization’s information infrastructure architecture, which contributes to the constant updating of innovations, methods and approaches to the information environment in the digital economy. The information management infrastructure of organizations is becoming a priority management object, requires consideration of its properties and specifics, due to the processes of digital modernization of the economy. The organization’s information infrastructure is a comprehensive system that covers information, personnel, a set of applied, technological and technical solutions to provide information support for the organization’s work in accordance with the rules and concept, mission and strategy of the organization, its business model and management approaches.

It is shown that the most perspective technology to integrate mobile networks, which form the infrastructural basis of the digital economy is 5G/IMT-2020. The article analyses key documents and strategic objectives of the federal project Information infrastructure and opportunities for implementation of end-to-end digital technologies, including wireless communication technologies. The backlogs of world vendors for 5G equipment is introduced. The factors of potential growth of domestic production of 5G-equipment are defined. Показано, что наиболее перспективной технологией для внедрения сетей подвижной связи, которые образуют инфраструктурную основу цифровой экономики, является 5G/IMT-2020. Рассматриваются основополагающие документы и стратегические задачи федерального проекта Информационная инфраструктура , возможности реализации сквозных цифровых технологий, в том числе Технологии беспроводной связи . Представлены заделы мировых производителей оборудования для сетей пятого поколения. Определены факторы потенциального роста отечественного производства в области средств связи для 5G/IMT-2020.
