The authors represent data on the state of the process of digitalisation of the Russian economy and draw a conclusion about the high level of the information infrastructure development along with that they note a great gap in the digitalisation level between regions. When assessing the impact of the development of Internet technologies on employment, two main consequences have been identified: the reduction of the impact of the geographical factor on the supply and demand in the labour market and the involvement of previously unoccupied social groups in the production process. The rapid development of the digital economy, the accelerated industrialisation of digital technologies such as the Internet, big data and cloud computing, have led to further improvements in computing power, a significant reduction in computing costs, and a significant leap in data analysis and processing capabilities. The purpose of the study is to analyse and evaluate the effects of economy digitalisation on employment. Within the framework of the research conducted, both general scientific and specific scientific methods were used: formal and logical research methods (the method of induction, deduction, analogy, synthesis, comparison, observation, description, systematisation), formal and legal, historical and legal, comparative and legal, institutional, system analysis. The paper analyses the current global economic and technological trends that affect the transformation and formation of new socioeconomic relations in the context of the digital economy formation. This article examines the impact of the development of digital information technologies on the labour market and employment. The authors represent data on the state of the process of digitalisation of the Russian economy and draw a conclusion about the high level of the information infrastructure development along with that they note a great gap in the digitalisation level between regions. The results of the study can be used in the work of public authorities at all levels to develop and adjust programmes for the further labour market development and to prevent unemployment.

The article examines the evolution of the main features of the Russian economy in terms of the types of key actors of economic development. The concept of the general actor as the predominant type of relatively independent socio-economic subsystems that determine the impact on the functioning of the national economy is introduced. The movement of the economy from “the state economy” to “the economy of individuals” and further to “the economy of socioeconomic and administrative-political systems” is traced. The preconditions for the transition of the national economy to the phase of the systemic economy as the harmonic economy with high-level coordination of various-scale and various-quality subsystems of the economy and society are noted.

The gist of this article boils down to the legal conditions for the formation of a unified system of digitalization of the economy based on the improvement of normative regulation of the digital environment are considered; creation of information infrastructure of the economy; providing the digital economy with competent personnel; ensuring information security. The authors conclude that the state concept of "digital transformation" has not yet been implemented, but the first steps in this direction have been taken. Achieving the national goal of digitalizing the economy will entail the creation of a new legal framework for relations between citizens, business and the state, which is necessary (and even inevitable) due to the development of digital technologies.

Introduction. The globalization of the world economy, the rapid development of information and digitization objectively determine the dynamism of the priority areas for the investment projects implementation in the field of IT. Therefore, the governmental structures should regularly update the list of priority projects for state support, particularly in Ukraine, which is in crisis economic situation increasing its own dependence on external capital, technologies, products (services). The purpose of the study is to substantiate the analytical and strategic aspects of implementation of the state policy of investment processes development in the Ukrainian market of IT services. Methods. As the methodological basis of the study the expert and statistical methods (for instance, Delphi, M. Kendall and B. Smith methods; Gallup Institute methodology; Pearson’s rule; Harrington’s scale etc.), systematic and structural analysis, the theories of economic growth, the modern concepts of transitional economic systems are used. Results. The theoretical and methodological fundamentals and features of state regulation of the investment processes in the market of IT services are generalized. Using the Delphi method, an analytical study of the investment security of the IT services market subjects and the effectiveness of the state policy in this field are conducted. Accordingly, a number of IT companies which are the leaders of the Ukrainian market in the development, implementation and sales of information and communication products have been selected for our research in 2018-2020 (Ciklum, DataArt, Sigma Software, GlobalLogic, EPAM, N-iX, 2Event.com, Skelia, Intellias, Lohika). The M. Kendall and B. Smith method is used to determine the validity and objectivity of evaluation according to Pearson’s rules. The Gallup Institute methodology is used to justify the sampling size of IT enterprises. With reference to the investment development of the Ukrainian market of IT services, the impact of macroeconomic factors, the needs, the accessibility and the impediments of attracting investments, the development of investment infrastructure, the level of financial security and investment management, the prospects for state policy implementation are characterized. Quality and capability of business infrastructure elements in IT services market and high level of tax burden have been named by the experts as the factors of the macroeconomic environment with the very high level of influence on the security of investment. The scheme of strategic approaches and the consistent implementation of state policy of the investment processes development in the market of IT services are developed. The levels of implementation of the state policy of investment processes development in the IT services market are interpreted by using the Harrington’s scale. The main tasks, tools, means and priorities of the state policy of investment processes development in the IT services market are determined. Conclusion. It is proved that one of the most influential directions of state regulation of the IT services market development is the sphere of investment processes. The peculiarities of the investment process and the functioning of the IT services market affect the specifics of their state regulation updating the task of economic, financial and resource investments support. The effective state regulation of the investment process in the market of IT services should be economic in nature and directed primarily at achieving the strategic goal of creating a quality investment environment in the information technology sector.

A system analysis of the core threats to the budgetary security of the state shows that the current performance of the budgetary system in Ukraine was formed under the pressure of destructive external and internal risks aggravating the budgetary security problem. The article’s objective is to deepen theoretical and methodological foundations for the assessment of core threats to the budgetary security of the state.  It is demonstrated that the occurrence of external and internal threats to the budgetary security is characterized by the following tendencies: high level of GDP redistribution through the budgetary system; the growing figures of the total public debt, the government guaranteed debt and the payments to service and repayment of the public debt in Ukraine; the persisting high deficit of the public budget; high level of centralization of the budgetary funds.  It is substantiated that the execution of budget revenues involves two main dimensions of risk activities, which are the threats related with the proceeding of taxes and other categories of obligatory payments to the budget, and the administrative threats stemming from the existing system of tax administering. The impact of the first group of threats can be minimized by building up a rational budgetary system with the optimal level of fiscal burden. Minimization of the impact from the second group of threats will enable for the effective work of government bodies charged with administering and control.   The factors that cause risks and threats of budget losses resulting from failures in the budget revenues administration system are determined: risks which occurrence will result in the budget revenues never reaching the expected levels due to the inefficiency of forecasting and planning of budget revenues and failures in the routine operation process, first and foremost when mobilizing payments to the budget; risks of the excessive costs with the occurrence of which the costs for guaranteeing the projected figures of budget revenues by revenue category will exceed the economically viable ones; risks of the violation of the law, and risks of budget revenues administering per se.

Digital technologies have changed the relationship between the society and business entities, taxpayers and the state. Ceteris paribus, the ability to effectively manage financial flows and make administrative decisions depends on the correct and established interaction between the state and taxpayers. This study aims to form and develop a taxpayer’s understanding of the digital age with all its features and opportunities for information and communication technologies, including mathematical modeling methods that form the basis of the digital economy for building and sustaining business development, improving the systemic vision of business processes. The research hypothesis is that the further development of economic entities management in the digital context, as well as the coordination of these entities’ interests, is possible only in the partnership of the key economic participants, with the taxpayer at the forefront. That will allow identifying the areas for improving tax trajectories. Using polynomial approximation, the authors have obtained the models of tax trajectories of companies that allow predicting tax burden. The data for approximations are obtained using the previously constructed mathematical model of the optimal tax path. The main input data of the model are fixed assets and human resources, the totality of which form the production function. The analysis of the transformation of tax paths shows ways for achieving a balance of interests between both the state and the taxpayers. Finding this balance will help to overcome the crisis of confidence in the authorities, the development of adaptability and creativity of Russian society to new tax changes. A number of parameters determines the scale of this task. They include the complexity of the object of study, the long-term and multi-aspect nature of the impact which modeling the digital economy has on adaptation to the new digital realities of the state and taxpayers, as well as the absence of significant analogues of the solution to this problem in global and Russian economics.

Ιn the last decade, there has been a widespread expansion of both precarious work and precarious forms of employment (such as temporary and low-qualified jobs, seasonal and part-time jobs etc.), in which a growing share of young people work. The impact of precarious work on young people is likely to be permanent, while it seems to affect (even over-determine) their life courses. Non-smooth and early transitions into labour market are very likely to worsen progressively their long-term life chances (Lodovici & Semenza, 2012: 7). Undoubtedly, the long-lasting global economic Crisis and the subsequent Recession, has heavily affected the state of play in the labour market worldwide, provoking severe modifications both in the field of employment and countries’ social cohesion. Based on the above mentioned, the paper deals with precarious work in general, while it emphasizes precarious work among youth. It initially captures, briefly, the state of play in terms of the impact of the Crisis on the widening of the phenomenon of precarious work and then it focuses on theoretical insights and critical conceptual definitions concerning precariousness in the labour market. Further, based on secondary quantitative -data analysis, it analyses the key- parameters and facets of precarious work (focusing on youth) in the European Union and, mainly, in Greece. Additionally, it briefly presents parameters of the impact of the COVID-19 pandemic on precariousness in Greece. Finally, the paper explores the correlation between precarious work and social vulnerability, especially among young people. The present paper is based on an ongoing Research Project. More specifically, this research is co-financed by Greece and the European Union (European Social Fund- ESF) through the Operational Programme «Human Resources Development, Education and Lifelong Learning 2014-2020» in the context of the project “Precarious Work and Youth in today’s Greece: secondary quantitative analysis, qualitative filed research and research-based policy proposals” (MIS 5048510).

With the rapid development of Unmanned Aerial Vehicles, vehicle detection in aerial images plays an important role in different applications. Comparing with general object detection problems, vehicle detection in aerial images is still a challenging research topic since it is plagued by various unique factors, e.g. different camera angle, small vehicle size and complex background. In this paper, a Feature Fusion Deep-Projection Convolution Neural Network is proposed to enhance the ability to detect small vehicles in aerial images. The backbone of the proposed framework utilizes a novel residual block named stepwise res-block to explore high-level semantic features as well as conserve low-level detail features at the same time. A specially designed feature fusion module is adopted in the proposed framework to further balance the features obtained from different levels of the backbone. A deep-projection deconvolution module is used to minimize the impact of the information contamination introduced by down-sampling/up-sampling processes. The proposed framework has been evaluated by UCAS-AOD, VEDAI, and DOTA datasets. According to the evaluation results, the proposed framework outperforms other state-of-the-art vehicle detection algorithms for aerial images.

Purpose. The purpose of the work is to analyze the theoretical and regulatory provisions relating to the definition of forms of preventive action to combat illegal migration and used in the protection of the state border. Methodology. The method covers the application of general theoretical and special methods of scientific knowledge aimed at processing the conclusions of the study. The dialectical method, system analysis, classification and grouping methods, as well as the sociological method are used in the work. Results. The use of the most appropriate and lawful preventive measures is associated with the definition of a scientifically sound system of crime prevention, detailed structural characteristics of which in the activities of the State Border Guard Service of Ukraine to combat illegal migration are covered by two main blocks: procedural and operational. The procedural block concentrates such forms as operative-search activity, proceedings in cases of administrative offenses, proceedings on the application of forced return, forced expulsion and readmission of foreigners or stateless persons. The operational-service block covers the following forms: border service, border control, operational-search and information-analytical activity, engineering-technical control, complex preventive measures (operations). Scientific novelty. According to the results of the research, the system of forms of crime prevention in the activity of the State Border Guard Service of Ukraine on counteraction to illegal migration is substantiated, which envisages procedural and operational-service blocks. Forms of the procedural block of prevention of illegal migration are characterized by the impact on the offense, which has a preventive value, as well as the focus on the restoration of the disturbed state. Operational and official forms of prevention of illegal migration are designed to prevent offenses, as well as their detection to ensure an appropriate procedural response. Practical significance. The results of the research can be used in research work for further study of general and special issues of improving the fight against illegal migration, in the field of lawmaking - to improve the current administrative and migration legislation of Ukraine, in the educational process during the organization of educational activities and teaching administrative law. cycle, in law enforcement - to increase the efficiency of bodies and units of state border protection.

One of the markets actively involved in the development of digital technologies is the financial market, which is a combination of the credit, investment, insurance, and stock sectors. In fact, the financial market is a significant indicator of the state of the entire Russian economy. In connection with the above, it is not accidental in the strategy of the Bank of Russia that it strives to develop platforms for the “digitalization” of the financial market. The development of platforms is necessary to create a competitive and trusting environment in the financial market, to maintain its stable financial condition, as well as to ensure the capital and financial services availability.
