The article analyzes the mechanism of consolidation the principle of redistribution of social powers in the Russian legislation, problems and ways to solve some of them. The author pays attention to the fact that some of social powers are referred to the joint jurisdiction of the Federation and the subjects under the Federation Treaty; later legislation continued this trend. However, when transferring the powers at the legislative level, the difference in the social and economic situation of regions and municipalities was not taken into account; subjects were not provided with funding of powers. Tax reform 2005 made municipalities dependent on the regions financially, for which the criteria for the aid amount to municipalities wasn’t indicated. Transfer of the regional tax to local budgets does not eliminate the differentiation, as it is done by the same standards. To resolve problems at the local level some amendments to the 131th Federal Law were adopted in 2014: the powers of the Federation must be transferred to the municipality only with the finances for their implementation, the decision to transfer must be valid for the entire term of the regional parliament, the law on the transfer of it must come into force only from the beginning of the fiscal year.

The paper is devoted to the analysis of the correlation between the concept, essence and social functions of the judiciary of the Russian Federation. The author examines the main features of the dominant approaches in the domestic legal doctrine to the concept of the judicial power as a type of social power, a form of exercising state power and organizationally and procedurally formalized coercion with its inherent legal properties. Based on the analysis of theoretical and legal sources, to develop the concept of the judiciary, the author determines its essence as: a form of administration of social processes by resolving social conflicts; specific activities of state bodies through the constitutional, civil, administrative and criminal proceedings (justice) established by the Constitution of the Russian Federation; methods of using specific means of coercion on behalf of the state. In order to specify the concept and essence of the judiciary in Russia, the author examines its functions of ensuring constitutional law and order, legal protection, restoring violated rights, imposing legal responsibility on the offender, legal education, raising legal awareness and respect for the rights of citizens. The author makes a number of proposals aimed to improve the implementation of these functions in terms of respect for the law and the court, including by improving the activities of the courts themselves, expanding the openness and accessibility of certain judicial information through the National Automated Sistem "Justice" (GAS) of the Russian Federation and social networks.

The article clarifies the concept of “agricultural holding”, using an approach to assessing the size on the basis of the total revenue of all agricultural organizations within the agricultural holding. It has been revealed that only 100 of the total number of agricultural holdings that were identified can be attributed to large business entities. They comprise about 3% of agricultural organizations in the country, while their share in the proceeds is about 37%. A large share of agricultural holdings — large business subjects under the control of Russian entities operate in one, and under the control of foreign legal entities — in three or more regions of the Russian Federation. Vertical integration within the framework of large agricultural holdings with different schemes for including the stages of processing and sale of products produced in their agricultural organizations allows them to receive advantages. Strengthening the role of large business entities in agriculture puts on the agenda the issue of differentiating approaches to taxation and state support in agriculture, depending on the size of the companies’ agricultural businesses.
