The relevance of the economic assessment of the effectiveness of geological exploration works in the process of geological exploration of the subsurface resources consists not only in the need to ensure the stages of the geological exploration process, but also in the need to increase the reliability of the economic assessment of the effectiveness of geological exploration works in the process of geological exploration of the subsurface resources. As practice shows, it is the geological study of the subsurface that is the most expensive and high-risk process, the effectiveness of which largely depends on the ability to estimate the costs of increasing reserves with the greatest accuracy, especially in terms of industrial categories. Therefore, it is necessary to develop a methodology for evaluating the effectiveness of geological exploration, the use of which would allow estimating costs and results at the planning stage. The quality of geological exploration works at the object is determined by the increment of the initial geological and economic information. The greatest risks when performing geological exploration works arise when interacting between the state customer of geological exploration works at the early stages of geological exploration and geological organizations performing works under state contracts. As a result, a method of economic evaluation of the efficiency of geological exploration works in the process of geological exploration of the subsurface was proposed, which was tested on solid minerals, using the example of the Central Federal District.

Based on the socio-economic assessment of the development prospects of the Russian Far East, the analysis of information on the state of the health care system from the perspective of medical tourism development has been carried out. The region with its great advantages over other Russian provinces, is underestimated by the governing elites as a driver of potential growth of the state's economy. Disorganization of management and outdated structure of regional medicine, unacceptable level of availability and quality of medical services to the population slows down the development of inbound medical tourism in the region in the coming years.

The relevance of the evaluation of the technical and economic efficiency of aircraft engines and one of its main indicators – direct operating costs has been noted in the article. Their place in ensuring the competitiveness of aircraft in the relevant sectors of the market has been established. One of the main indicators of the efficiency of aviation equipment is its technical and economic evaluation. Tough competition, existing, at present between foreign players in the aircraft industry and difficulties of maintaining their positions to Russian aircraft manufacturers have been designated. The features of existing foreign and domestic methods and approaches to the economic evaluation of aircraft engines have been noted, and their comparative analysis has been carried out. Problematic issues when considering the efficiency of the aircraft as a whole and the difficulties of technical and economic assessment of the aircraft engine as a subsystem of the aircraft have been revealed. The need has been indicated to take into account the condition under which, if we consider the aircraft as a whole, the efficiency of its operation is mainly determined by the perfection of the engines of the power plant. It has been noticed, that the engine can act on the market as an independent product, having a market price. But, at the same time, it is necessary to take into account that the aircraft engine is a subsystem of the aircraft, therefore, it follows to carry out its technical and economic assessment, taking into account, if possible, the characteristics of the aircraft and the characteristics of its operation, which is a difficult task and this is a necessary procedure in case of economic evaluation. The need for careful selection of performance indicators, contributing to a reliable assessment of the competitiveness of the proposed product has been designated. At the same time, it is necessary to adhere to a certain framework, namely when comparing competing engines, the technical and economic evaluation of aircraft engines should be carried out under the same conditions regarding the operation and maintenance of the aircraft as a whole. Moreover, engines should have similar indicators: dimensionality, installation on a plane of the same class, etc.

Subject. This article studies the mechanism of State health regulation and methods of management of efficiency of regional healthcare institutions. Objectives. The article aims to analyze the territorial health system in the context of the urgent need to optimize budget expenditures and address public health problems, as well as develop directions to improve the effectiveness of the regional health system of the Krasnoyarsk Krai. Methods. For the study, we used the method of index numbers and calculation of dynamics indicators using official statistics data. Results. We have developed and now present a system of indicators of regional health efficiency assessment, focused mainly on public health indicators and quality of medical services. We also offer our own version of the Luenberger observer modification adapted to the objectives of the regional health system analysis. Conclusions and Relevance. The article concludes that it is necessary to optimize the regional health system using the parameters of medical and social efficiency of the system. The proposed approach to assessing the effectiveness of regional health system can be used as a mechanism to develop recommendations for the management of the network of medical and prophylactic institutions of the region.

The purpose of the work was to study and identify the main factors aff ecting the quantity and quality of beef produced and sold in the Southern Federal district. A comparative assessment of the growth, development, formation of meat productivity and quality of beef of young animals of beef, dual and dairy breeds with stall-pasture technology and intensive rearing in the industrial complex. Experimental studies have been carried out in farms in the Rostov region. The object of research was cows with calves of Kalmyk, Hereford, Aberdeen-Angus, Russian komolaya, Kazakh White-headed breeds, as well as young animals of the same breeds, in addition, Black-and-White and Swiss breeds. Removable live weight in Hereford steers at 18 months of age was 658,0 kg, and Aberdeen-Angus – 655,2 kg. Domestic steers of Kalmyk were 41–44 kg lower in live weight than their herdmates of two imported breeds. However, with intensive rearing at 18 months of age, steers of Kalmyk breed had a removable live weight of more than 613,7 kg and a carcass weight of 326 kg. The yield of hot carcass was 55,4 %, and the slaughter yield was 58,89 %, which was only 1–2 % lower than the world’s leading beef breeds. It has been found when analyzing the results of boning the half-carcasses of experimental steers that the biggest weight of half-carcasses and the content of muscle and fat tissue in them in absolute terms were in Hereford steers. Steers of Kalmyk breed took the third place in terms of weight of large-sized semi–fi nished products and signifi cantly lost to Aberdeen-Angus herdmates by 7,3 kg or 6,5 %, and Hereford steers by 9,2 kg or 8,3 %. The results obtained prove the expediency of using stallpasture technology in the dry-steppe zone of the Southern Federal district when rearing young animals for beef up to 350–400 kg live weight at 15 months of age and its subsequent intensive rearing under industrial technology, in order to obtain the live weight of more than 570 kg and produce cost-eff ective beef.

The article presents an overview of the data of statistical observation of the Khabarovsk Krai, the Russian Federation and the Far Eastern Federal District (Okrug) on tuberculosis; their significance for assessing the epidemic situation and the quality of anti-tuberculosis care in these territories in 2002–2019 is studied. The dynamics of statistical indicators for 18 years is given using the methodology for calculating rank values. The dependence of the incidence of tuberculosis on the population density in the constituent entities of the country, the Far Eastern Federal District and its regions has been determined

Context: Stroke is one of the main causes of premature death and disability, imposing significant costs on the healthcare system, especially due to expensive hospital care. Home care service is one of the interventions used in the last two decades to reduce the cost of services provided for stroke patients in different countries. Objectives: The present study aimed to systematically review studies related to the economic evaluation of home care compared to hospital care for stroke patients. Data Sources: A search was conducted between January 1990 and January 2021. PubMed, Scopus, Web of Science, and Embase databases were searched systematically. The Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) guidelines were used to select the studies. Data Extraction: To evaluate the quality of studies included in this systematic review, Drummond’s ten-item checklist was used. Results: Five economic evaluation studies were included in this review. The included studies reported different results regarding the effect of home care on improving different indicators and the cost-effectiveness ratio of home care to hospital care. Most previous studies reported that home care is a more cost-effective option for improving many indicators, such as physical function and quality-adjusted life years (QALY), and for reducing mortality and institutionalization, compared to hospital care. Conclusions: Home care is a more cost-effective option than hospital care for stroke patients with regard to some indicators, such as the Barthel index for Activities of Daily Living, Modified Rankin Scale (mRS), quality of life, mortality, and institutionalization. However, there are some exemptions to this conclusion. Due to limitations, such as heterogeneity of interventions in the existing studies, different levels of patients’ disabilities, different perspectives toward economic evaluation, and differences in the healthcare systems of countries, further research is needed according to the context of each country based on clinical trials.

Tuberculosis worldwide is a serious problem for the health system and for society. Despite the fact that in recent years there has been a tendency to the decline in the incidence of tuberculosis, it remains to be one of the socially significant infections in the Russian Federation. Significant difficulties in the treatment of tuberculosis include the overcoming of the drug resistance of mycobacteria to the existing therapy, as well as the available limitations of the resources of the healthcare system in the Russian Federation. In this regard, there is a need to find additional opportunities to improve the effectiveness of the treatment and clinical and economic evaluation of existing treatment regimens. Interferon-gamma is an effective preparation for the management of tuberculosis. As a result of the pharmacoeconomic analysis, the administration of interferon-gamma (Ingaron) contributed to an increase in the quality of life by 2.1 QALY, and in terms of an addition to the therapy will be accompanied by savings of the budget of the Russian Federation up to 284 million rubles, or up to 27.3% of funds for the treatment of patients from this group.
