Tuberculosis worldwide is a serious problem for the health system and for society. Despite the fact that in recent years there has been a tendency to the decline in the incidence of tuberculosis, it remains to be one of the socially significant infections in the Russian Federation. Significant difficulties in the treatment of tuberculosis include the overcoming of the drug resistance of mycobacteria to the existing therapy, as well as the available limitations of the resources of the healthcare system in the Russian Federation. In this regard, there is a need to find additional opportunities to improve the effectiveness of the treatment and clinical and economic evaluation of existing treatment regimens. Interferon-gamma is an effective preparation for the management of tuberculosis. As a result of the pharmacoeconomic analysis, the administration of interferon-gamma (Ingaron) contributed to an increase in the quality of life by 2.1 QALY, and in terms of an addition to the therapy will be accompanied by savings of the budget of the Russian Federation up to 284 million rubles, or up to 27.3% of funds for the treatment of patients from this group.

The article analyzes the problems of the manifestation of risks of shadow and criminal activity in the life support system of citizens of the Russian Federation, the dissemination of which requires the development of effective measures to prevent and eliminate them. The most important issue is the formation of an effective economic security system with an emphasis on the new quality of life support for citizens of the Russian Federation in an adequate combination with the high growth rate of NTP in the Russian economy. The new technological structure emerging from the new achievements of scientific and technological progress involves the harmonization of the pace of scientific and technological development, combined with an adequate improvement in the quality of life support for citizens performing such achievements. Owing to this fact formation of new quality of the housing and communal services (HCS) as bases of life support of citizens becomes a prerequisite of increase in performance and intellectualization of human work. With this in mind, early recognition, prevention and elimination of risks of shadow and criminal activities in the housing and communal services system (housing and communal services) is considered as a significant mechanism to increase the effectiveness of the system of comfortable life support for citizens of the Russian Federation. The existing lag in the development of a high-quality and comfortable system for providing citizens of Russia on the basis of housing and communal services, the subject of which is the provision of quality and comfortable services, influenced by numerous risks of shadow and criminal influence, becomes a condition for intensifying economic development and increasing labor productivity on this basis. The need to develop and use modern scientific and technical achievements, especially in the field of digitalization, is emphasized in order to increase the efficiency of the economic security system of housing and communal services organizations based on innovative control mechanisms - internal control, audit, compliance control, taking into account financial investigations in order to prevent and eliminate the risks of shadow and criminal activities in the housing and communal services system.

The high quality of life of the population in rural areas is the key to the safety of the latter. The article discusses the methodology for developing a set of measures to improve the quality of life and testing this technique in a particular locality. To determine possible measures, the current state programs of the Russian Federation, the departmental subprograms included in them, national and federal projects were analyzed. The analysis allowed us to conclude that the main sources of financing of program activities are budgetary funds. Along with them, grant support can be used, as well as funds from investors.

The work shows the importance of rational and efficient assessment of control and supervision in health care for society as a whole and for its individual members. Health care is part of the system that shapes the quality of life of the population, influences the development of human potential, economic performance, on the adoption and diffusion of innovations in Russia. Control and supervision in public administration reform received much attention. The Ministry of Economic Development of the Russian Federation has developed a methodology for assessing and comparing the activities of Supervisory authorities. However, there is a need for not only implementation of the standardized approach in assessing but taking into account the specific features of activity of Supervisory authorities. The article presents the system of socially significant indicators for assessing the activities of Roszdravnadzor and its territorial offices in the RF entities. Currently the authority spends a lot of tests (about 10 thousand per year), however, the effectiveness of control and supervision is low. The health of the population remains low, satisfaction with public health services is reduced. Researching foreign experience of health systems development in countries with socially oriented economy allows to draw a conclusion about the necessity of building a qualitatively new assessment system of control and supervision, which should be based on the interests of society. The author proposes to depart from the principle of "check for validation" and change over to socially significant indicators for the government activities. The article highlights such indicators for healthcare and proposes their decomposition for fractional quantitative and qualitative assessment of activities. This system of indicators is aimed at improving the efficiency of public health care management and growth of the citizens’ health and their quality of life in a whole. The work is performed in as part of research of Financial University under the Government of the Russian Federation by order of the Government of the Russian Federation.

Quality of life is one of the most important characteristics that reflects a comprehensive description of the level and living conditions. Nowadays quality of working life is an integral feature of “Quality of Life”. Quality of working life identifies working conditions and labor management. The quality of working life allows us to determine the working conditions, its organization from the perspective of the optimal realization of the abilities of employees.The article analyzes the domestic approaches to the definition and evaluation of the quality of working life. The conducted research allowed the authors to draw the following conclusions: the quality of working life is characterized by a multitude of indicators, and the required condition for studying the quality of working life is the development of techniques that allow the evaluation of the studied category.The goal is to evaluate the quality of working life in Russia.Methods. A number of indicators are presented to estimate the quality of working life of employees in the Russian Federation. According to the authors, those indicators are employment, labor safety, work safety, salary, and competence level and workforce productivity. The analysis that is based on data from Federal State Statistics Service has been done in view of gender factors and federal district differences. According to this analysis, the general part of workforce has jobs with harmful or dangerous working conditions. Extractive and process industries are considered the most hazardous.The article describes the method of integrated assessment of working life quality, based on the study of social and labor sphere of the Federal districts of Russia. Based on this author’s method, the integral indicators of the quality of working life of the population of the Russian Federation in the context of Federal districts are calculated and analyzed and the rating of each of them is determined.Results. The article notes that the quality of working life reflects not only the working conditions and its payment, but also the relations in the working collective, the motivation of the personnel to work. The most important motivational factors and characteristics of the socio-psychological climate of the enterprise are determined. The set of indicators, proposed by the authors and the methods of assessing the quality of the working life of the population can be useful to local governments for determining the rating of the quality of working life of officers in municipalities, and thus for making various managerial decisions.

The indicators of production of vegetable products (acreage, gross harvest, yield) in the world and Russia as a whole, and by the main types of vegetables. The insufficient volume of commodity vegetable growing in Russia is highlighted. It is shown that the range of vegetable products from the countries of the world and the Russian Federation is limited, which keeps the deficit of nutrition in vitamins. Named regions-beacons vegetable sector in gross yield and yield of vegetable crops. The indicators of the level of plowing in Russia and the need to increase the production of vegetables by increasing yields. The indicators of import and export of vegetables taking into account import and export of vegetables are analyzed. It is shown that to equalize consumption by regions and improve the quality of life, it is necessary to increase production for the transition to the recommended consumption standards, improve the territorial-sectoral division of labor and interregional exchange in the vegetable sector of the crop sector.

This paper deals with the process of digital transformation, its effects and their distribution in the regional aspect. The research is an attempt to define the influence of digital factors on the main indicator of people’s wealth (gross domestic product per capita) considering regional and temporal differences during the period from 2015 to 2018 in the regions of the Russian Federation. The digital component of people’s quality of life is defined based on the Russian regional index (digital index). To estimate the effects, panel data models were used to show the relationships between the parameters in space and time simultaneously for the period from 2015 to 2018. The econometric models surved as a tool for evaluating: 1) influence of the digital index on the real GRP per capita; 2) its influence on the real GRP per capita considering temporal and regional differences. To specify regional differences, digital inequality in the districts and subjects of the Russian Federation was considered. The research findings showed that the Russian regional index of digital component of people’s quality of life grew by 0.051 during the years 2015–2018. Regional factors strongly affect the impact of this index on real GRP per capita. The number of regions with negative corrected elasticity ratios (adjusted appropriately for differences in regions and period) decreased by 5. Variation ratio of the digital index decreased by 10.2%. Compared to the rest of the Russian federal districts, Ural and Northern Caucasus ones demonstrate higher digital inequality. In general, the positive impact of digitalization is identified for economically developed and rich regions of Russia, while for less developed regions, this impact could entail digital risks.

The agricultural sector of production is a unique sphere of the national economy, which determines the level and quality of life of the country's population, but largely depends on the level of development and regional characteristics of economic entities, especially small forms of agricultural production – peasant (farm) farms. The article presents the features of the development of peasant (farm) farms in the regions of Russia. Based on the analysis of features of development of peasant (farmer) farms of constituent entities of the Russian Federation grouping the number and share of production data of the farmers identified areas that require a differentiated approach in the implementation of state support.
