Russia as the leader of the noospheric strategy for the survival of mankind

The article argues that Russia as a “Eurasian civilization”, precisely as a “Eurasian” one, is the only civilization in the world. In the process of civilizational-Eurasian genesis, the historical synthesis of the “Western” (European) and “Eastern” (Asian) principles, expressed in its special value genome, is performed in it. Due to the “cold” climate in the Eurasian territory occupied by Russia, it is the highest energy-cost civilization and, therefore, — a civilization with the dominant role of the cooperation law. The Russian people, due to the peculiarity of their value aspirations, which F. M. Dostoevsky defined as “all-humanity”, became the founder of Russian civilization and the bearer of polyethnic cooperation (the Russian super-ethnos according to L. N. Gumilyov). As a “civilization of the Truth”, Russia is called upon to become a leader in the implementation of the noospheric strategy of mankind ecological survival, outside of which ecological destruction awaits them in the 21st century.

Noospheric Strategy

The article contains the main subject-matter of the scientific report «Noospheric Paradigm of the Strategy of the Rising Reproduction of the Population of Russia» delivered by the author at the sitting of the Academic Council of the Institute of the Socioeconomic Problems of Population, RAS, on 6 February 2018. The author stresses that Russia and humankind entered the Era of Great Evolution Turning Point on the turn of the 20th and 21st centuries which requires revising the bases of both modern scientific world outlook and formed institutes and mechanisms of socioeconomic development, those supporting the progressive development of reproductive health of nation, in particular. The formed imperative of surviving is the synthesis of the noosphere and socialist imperatives. This paper examines the role and place of digitalization processes in improving the efficiency of public administration in the Arctic zone of the Russian Federation and in the development of the oil and gas industry, which is key for the region. It is shown that the most promising for the development of the Arctic as a whole is the key principle, the essence of which boils down to the formation and development of a digital management system for the region through the formation of a “digital image” or “digital twin” of the entire Arctic socio-technological and natural system in the global world, which are a set of models describing properties and dynamics of the system depending on internal processes and external influences. The digitalization of public administration in general is the best fit for the most promising “noospheric” strategy for coordinating human activities in the Arctic. This means that the formation of a "digital image" of the region becomes, when the above approach is adopted, the main task of Arctic science and the most important task of Russian science in general.

The subject of this article is the substantiation of the fundamental link between culture and modern problem of searching for the vector of positive social development. The object of this research is the concept of noospheric development as one of the productive futurological strategies that gives adequate responses to the challenges of modernity. Leaning on the unified nature of the sphere of noumena, regardless of the methods of cognition of existence (science, religion, art), and integrating the conceptual grounds of the theories of noosphere and pneumatosphere, the author proves that cultural phenomena are capable of fulfilling the functions of the attractor of social development as the bearers of scientific ideas, axiological and aesthetic values, and aspirations for spiritual ideals. The artifacts that are yet to be implemented, but of exists as ideas, do influence the future. The noospheric strategy of social development requires elaboration of new educational approaches. Special attention is given to the substantiation of culture-making educational model as an effective methodology in preparation of “man on the future”. Analysis of the works of the founders of the theory of noosphere and the theory of pneumatosphere, as well as their contemporary adherents allows concluding on the natural integration of the concepts of V. I. Vernadsky and P. A. Florensky in modern concept of noospherogenesis, as scientific, artistic, and social ideas have the single information nature. The acquired conclusions explicate the culturological component of the concept of noospherogenesis and substantiate the effectiveness of culture-making educational model that contributes to the formation of noospheric type of mentality among younger generation. The author’s special contribution consists in presentation of the model of culture-making school, tested on the public schools of Altai Krai, which also has high heuristic potential for humanities and art universities.
