In today’s Nigerian society, crime represents a critical stakeholder. The unprecedented rise in crimes, such as, armed robbery, cultism, kidnapping, terrorism, banditry and cattle rustling has constrained the Nigerian government to introduce several crime fighting approaches. Despite government efforts, especially through State security forces, crimes have assumed a worsening dimension with increasing cases of attacks and abduction of villagers, worshippers, travellers and other settlers around Nigeria. Schools around the country are not spared, as both students and staff of different levels of educational institutions are kidnapped for ransom and sometimes killed by bandits and terrorists. Many Nigerian farmers have also been forced to abandon their farms due to incessant attacks. Not only are lives and property threatened, the Nigerian economy is also distressed by the impacts of insecurity on agriculture and the attendant hike in the prices of essential food commodities. Following the seeming inability of regular government crime fighting approaches to substantially deal with Nigeria’s rising insecurity, this paper examined the application of stakeholder relations perspectives to approach the country’s worsening insecurity. The qualitative paper combined Stakeholder and Relational Dialectics as theoretical cornerstone. It examined the impacts of some crime-yielding challenges, such as, illiteracy, unemployment, poverty, economic inequality and pseudo-social participation on the meteoric rise in crime in Nigeria. The paper recommended the application of dialogue in managing the rising militia activities and crimes. It was also recommended that beyond equipping State security formations, Nigerian government should direct attention to the conditions that breed crimes in the country.

Abstract With the rise of right-wing populist ideologies and ensuing social polarization, political violence has become more widespread. Between 2017 and 2019, far-right extremists and anti-fascists engaged in more than twenty violent protest clashes in Portland, Oregon, USA. Through a protest event analysis of those clashes supplemented with a case study of the protest wave, this paper explores how the mechanisms of radicalization and de-radicalization operate when two violent protest movements collide and interact with state security forces. The three-way interaction among a movement, counter-movement, and the police can produce unanticipated outcomes. For example, rather than de-escalating the situation, police underbidding resulted in an increase in violence between the two movements. Understanding how the mechanisms of radicalization and de-radicalization function in a movement/counter-movement protest cycle can provide insight into the ways in which a movement’s strategy and their adversaries’ responses to it can increase or decrease levels of violence.

Las banderas ya no tienen finalidad táctica, pero como símbolo de la nación, representan los valores superiores expresados en la Constitución de 1978.A diferencia de las Fuerzas Armadas, donde las banderas se mantienen como parte de las tradiciones, y aportan gran brillantez a los actos militares, en la literatura española existen pocos estudios relativos a la bandera en el ámbito de las fuerzas y cuerpos de seguridad del Estado.Tras un breve repaso a la normativa vigente en el ámbito de la Vexilología, este trabajo aborda el procedimiento para la concesión del derecho de uso de la enseña Nacional a distintas unidades de las fuerzas y cuerpos de seguridad de ámbito estatal, así como sus modalidades, uso y colocación en actos oficiales, honores y protocolo.Finalmente, se analizan las peculiaridades del ceremonial en el acto de entrega de la bandera, como distinción que se otorga en reconocimiento a la labor que desarrollan como garantes de las libertades públicas y de la seguridad ciudadana, considerando la distinta naturaleza -militar y civil- de ambos cuerpos de seguridad. _________________ The flags are no longer tactical, but as a symbol of the nation, they represent the higher values expressed in the Spanish Constitution of 1978.The Army has kept flags as part of the traditions, and provide great brilliance to the military acts. Instead, in Spanish literature there are few studies about the flag in the State Security Forces.After a brief review of current legislation in Vexillology, this paper deals with the procedure for bestowal of the use the National Flag to different units of the National Security Forces, as well as their modalities, use and placement in official events, honours and protocol.Finally, we analyze the peculiarities of ceremonial in the Act of delivery of the flag, as a distinction that is given in recognition of the work they perform as guarantors of citizen freedoms and public safety, considering the different nature - military and civil- of both security Forces.

Both the library education system and Russian education system as a whole undergo a period of large-scale transformations: changing concepts and technologies; revising educational standards of higher and secondary vocational education; developing the system of additional vocational training; forming the electronic educational environment in the practice of teaching students and listeners of the supplementary education system; searching ways for educational institutions and libraries joint development. It is advisable to create information and methodological support of activities in the field of continuous library education in such conditions. The database «Library Education Institutions» generated by SPSTL SB RAS is regarded to be a base of the unified information-educational space in the field of continuous library education, which information should be used to support the educational process of specialized institutions of all levels of education training and forms in the country. It represents the system of library education in the form of a hierarchy of different levels of education, a network of specialized educational institutions in the regions, different types of educational institutions, standard and individual educational curricula, etc. The database main objectives are the following: cumulating information; searching educational institutions, programs; providing statistical information on issues related to education in Russia. A user can create a model of continuous library education in a specific region and organize the work of educational institutions and libraries to improve the librarian professionalism applying the information provided by the database «Library Education Institutions» according to a complex query.

Analysis of the foreign experience of the organisation and reformation of the armed forces in other countries, with the respective systems of military education being an integral part, reveals the specific national aspect of such activities in each country. In the meantime, there are some general methodological approaches used in military pedagogic practice across different countries of the world to be practicably considered and applied. The article examines the experience of officers’ training for the armed forces of the Republic of Hungary. The article provides information on the existing network of military educational institutions for the officer training of tactical, operational and strategic level of military command. Requirements for admission to military educational institutions for the officer training of different levels of training has been given. The terms of military specialists’ training on tactical, operational and strategic level have been defined. The analysis of the content of officer training for different armed services of the armed forces and different levels of military administration has been conducted. We used the system of the general scientific methods of theoretical and empirical research, in particular, the theoretical-methodological analysis of the problem and the relevant scholarly resources, systematization and generalization of the scientific information pertaining to the essence and content of the set objectives, monitoring of the existing system of military specialists training in the Armed Forces of the republic of Hungary, scientific generalisation, the general scientific methods of logical and comparative analysis, systems approach, peer review, analysis and interpretation of the obtained theoretical and empirical data. The general structure of the National University of Public Administration, the Faculty of Military Sciences and the training of officers is shown, as well as the main tasks that are solved by the institutes and training centers that are part of it are identified. An analysis of the concept, structure, goals, content and technologies of officers’ training in the armed forces of the Republic of Hungary shows that the military education system reflects the current stage of development of the armed forces, as well as the national cultural specificity of the country. Education and training of officers is carried out on the basis of national cultural and military tradition. The main direction of officers’ training is their fundamental military and professional training in both the military and civilian fields. The content of the officers’ training is based on two military education levels. Each level of military education ends with a certain level of qualification. It is possible to distinguish the general tendencies of development of the higher Hungarian military school: improvement of the quality of applicants’ selection, individualization of training of cadets and trainees, stabilization of their number at the present level; further informatization of the educational process, introduction of multimedia learning tools. Certainly, the positive elements of the experience of the Hungarian army can be used in the training of officers in the Ukrainian Armed Forces under the conditions of gradual transition to the recruitment on a contract basis.

The article deals with the issue of the effectiveness of using dictogloss as a way of enhancing communicative speech activity, critical thinking and creative potential of students of non-language higher educational institutions in ESP classes. The key stages of the traditional dictogloss are considered: 1) preparation; 2) dictation; 3) reproduction; 4) analysis and reflection, comparing texts created by subgroups with the original or with texts of other subgroups. The main principles (such as the principle of cooperation training and the use of interactive technologies, the principle of the curriculum and the educational process connection, the principle of diversification, the principle of the development of mental, mnemic and perceptual processes, the principle of emotionality, the principle of systematicity and consistency) aimed at ensuring the outcomes and effectiveness of innovation dictations and the ways of their implementation are outlined. The main modified versions of the dictogloss are analyzed and recommendations for their preparation in ESP classes are provided: dictogloss-negotiations, «student-control» dictogloss, student-student mode, «Summary» dictogloss, «Express your own opinion», «Reodering dictogloss», «Add details», «Picture» dictogloss. Dictogloss is determined to be an effective activity for teaching ESP, since it can be applied to different levels of foreign language proficiency and adapted for any specialism. The advantages of the dictogloss are emphasized: it can be used to represent a new topic, to revise and practice vocabulary or grammar material; it does not require more time for preparation than other types of activity; the teacher can change the forms of dictations, adding a competitive element or element of the gamification; it can become a source of motivation for learning a foreign language and a way of diversifying pedagogical techniques and technologies.

The ethnic composition of state security forces is believed to have important effects on the dynamics of conflict processes, but data limitations have impeded our ability to test such hypotheses cross-nationally until now. To address this problem, the Security Force Ethnicity dataset provides time-series, group-level measures of the ethnic composition of military forces in the Middle East between 1946 and 2013. We draw on an extensive review of case studies and histories to produce unique ordinal codings for participation rates in the officer corps and in the rank and file. We demonstrate the utility of the data through empirical applications, examining the relationship between military ethnic composition and the incidence of coups and repression. Our findings illustrate the theoretical and empirical importance of disaggregating ethnic representation in the military from inclusion in other institutions of the state.


Significance These have long been matters of serious concern. President Cyril Ramaphosa on August 5 responded with a cabinet reshuffle that replaced the minister of defence, closed down the ministry of state security and moved intelligence agencies into the presidency. Impacts Planned cuts to security force budgets will be politically unsustainable. Ramaphosa’s decision to retain Minister of Police Bheki Cele in post casts doubt on the prospects of much-needed police reform. Incorporating intelligence functions into the presidency may speed reforms but also poses long-term dangers of more abuses.

: Background and Objectives: This research analyzes the relationship between the lack of group support and burnout syndrome in workers of the State Security Forces and Corps, considering the role of personality traits in this relationship. In particular, it is hypothesized that neuroticism will moderate this relationship. Materials and Methods: Participants were 237 workers from the State Security Forces and Corps dedicated to tasks of citizen security. Results: The results show that neuroticism moderates the relationship between lack of group support and the three components of the burnout syndrome: emotional exhaustion, depersonalization, and personal fulfillment. Conclusions: The findings are discussed, suggesting intervention strategies for the improvement of the agents’ personal well-being.

In Chapter 7, Thomas DeGeorges argues that martyrdom has played an important role in the transitional justice processes both before and after the Arab Spring of Algeria, Tunisia, and Morocco. While martyrdom and transitional justice are not traditionally associated with one another, he makes the case that martyrs involve people who are victims of what may be framed as political violence, whether committed by state security forces or unknown perpetrators. In this context, martyrs may be understood in the frame of victims addressed by transitional justice, but also as icons for social or political transformation. Broadly speaking, claims regarding martyrdom were important in these countries insofar as martyrs were held up as symbols for whom reform must be pursued.
