Both the library education system and Russian education system as a whole undergo a period of large-scale transformations: changing concepts and technologies; revising educational standards of higher and secondary vocational education; developing the system of additional vocational training; forming the electronic educational environment in the practice of teaching students and listeners of the supplementary education system; searching ways for educational institutions and libraries joint development. It is advisable to create information and methodological support of activities in the field of continuous library education in such conditions. The database «Library Education Institutions» generated by SPSTL SB RAS is regarded to be a base of the unified information-educational space in the field of continuous library education, which information should be used to support the educational process of specialized institutions of all levels of education training and forms in the country. It represents the system of library education in the form of a hierarchy of different levels of education, a network of specialized educational institutions in the regions, different types of educational institutions, standard and individual educational curricula, etc. The database main objectives are the following: cumulating information; searching educational institutions, programs; providing statistical information on issues related to education in Russia. A user can create a model of continuous library education in a specific region and organize the work of educational institutions and libraries to improve the librarian professionalism applying the information provided by the database «Library Education Institutions» according to a complex query.

The article describes the main elements of the education system, including the history of education as a direction of state social policy and its main points from ancient times to the present day. It also describes the elements of progress and regress in the education system, starting with school education. The author presents the main problems appeared in the last decade in the education system with the emergence of new types of education and educational institutions of different levels. The article touches upon the main aspects of Russian education of the last few years – such as a possible alternative to the Centralized State Exam (CSE). The article lists the disadvantages of the Western system of education, appeared in recent years in the Russian education; implemented "innovative" ideas of education, which often have a negative impact on the rules of the Russian education existing for many years. Also the author lists possible methods of fighting with the Pro-Western elements of education, their advantages and disadvantages at different levels. The key positive and negative elements of innovation in the education system, as well as the possible consequences of such action are identified. It is concluded that the solution to the problem of regression in the education system is a very important component of the state policy in this sphere and the main aim of it is to prevent the degradation of this sphere of human activity. The author specifies the possible directions and ways of solving most of the problems arising in the educational field with possible using innovations implemented in the past few years.

Introduction. Contemporary challenges to the development of education imply the search and understanding of highly effective approaches and management methods. Experts who have conducted PISA studies in Western educational systems have identified a direct correlation between the autonomy of an educational institution and the results of its activities. The extrapolation of PISA results in the Russian education system is possible only with unified theoretical approaches to understanding the conceptual unit of "autonomy", the category "autonomy of an educational institution" and the principle of autonomy, as well as a sociological study, the respondents of which are the heads of educational institutions in Russia. The purpose hereof is a conceptual analysis of existing approaches to understanding the phenomena of "autonomy" and "autonomy of an educational institution" in the legal framework of the Russian education system, in domestic and foreign sources. A certain set of indicators of the phenomenon of autonomy in the Russian educational environment was used in this research as the main toolkit for achieving this goal. Materials and methods. The ideas of the systemic and activity approaches, the general scientific method of comparative analysis serve as the methodological basis of the research. The content-invariant foreign and domestic sources served as the platform for quantitative and qualitative content analysis. In addition to general scientific methods, within the framework of this research, a private scientific survey method was used in the form of a questionnaire survey of the heads of general educational institutions. More than 10 thousand school principals from 84 constituent entities of the Russian Federation took part in the experiment in the course of the sociological research "Autonomy of educational institutions: results and prospects". Research results. The study reveals the theoretical and practical aspects of the implementation of the autonomy principle in the educational system of the Russian Federation. The analysis of domestic and foreign thesaurus on the problem of the autonomy of an educational institution was carried out. The authors dwell in detail on the mechanisms for introducing the principle of autonomy in the educational process in Russia, identify existing obstacles to the implementation of the provisions declared in the legal field. Clustering of elements (indicators) that determine the degree of autonomy is significant for further research of the phenomenon of "autonomy of educational institutions".

The article studies the necessity and features of transformation of the educational system under conditions of accelerated development in the digital economy. Particular attention in the context of this transformation is given to significance and possibilities of digital literacy, which forms the whole complex of fundamentally new requirements for all participants in the education system. The authors argue that the current stage of development of the digital economy requires the education system not only to digitalize its individual elements and links, but to apply a fundamentally new integrated approach that would transform the education system while taking into account new goals, structure and content of the educational process. The authors define digital literacy as the ability to form and apply educational content through digital technologies. The article gives particular emphasis on the significance and potential of individualizing the educational trajectory and the concept of continuing education. The authors consider the main factors in the development and achievement of the level of digital literacy, considering the requirements that the digital economy is currently imposing on the educational system.

The article deals with the issue of the effectiveness of using dictogloss as a way of enhancing communicative speech activity, critical thinking and creative potential of students of non-language higher educational institutions in ESP classes. The key stages of the traditional dictogloss are considered: 1) preparation; 2) dictation; 3) reproduction; 4) analysis and reflection, comparing texts created by subgroups with the original or with texts of other subgroups. The main principles (such as the principle of cooperation training and the use of interactive technologies, the principle of the curriculum and the educational process connection, the principle of diversification, the principle of the development of mental, mnemic and perceptual processes, the principle of emotionality, the principle of systematicity and consistency) aimed at ensuring the outcomes and effectiveness of innovation dictations and the ways of their implementation are outlined. The main modified versions of the dictogloss are analyzed and recommendations for their preparation in ESP classes are provided: dictogloss-negotiations, «student-control» dictogloss, student-student mode, «Summary» dictogloss, «Express your own opinion», «Reodering dictogloss», «Add details», «Picture» dictogloss. Dictogloss is determined to be an effective activity for teaching ESP, since it can be applied to different levels of foreign language proficiency and adapted for any specialism. The advantages of the dictogloss are emphasized: it can be used to represent a new topic, to revise and practice vocabulary or grammar material; it does not require more time for preparation than other types of activity; the teacher can change the forms of dictations, adding a competitive element or element of the gamification; it can become a source of motivation for learning a foreign language and a way of diversifying pedagogical techniques and technologies.

The theses of the report are devoted to the problem of functioning of private universities in society, deter-mining their place in the educational process. A parallel is drawn with the work of private educational institutions in the United States, which have a glorious history of development dating back to the XVII century. The author of the theses relies on the analysis of special literature on this issue, formulates the success factors of American universities and the «failure factors» of Yakut private universities, and also refers to a large-scale sociological study of graduates of the Yakut Institute of Economics conducted under her leadership (Yakutsk, 469 respondents, 2016, 2017, 2018). The Author of the theses of the report con-cludes that in Russia the history of private universities began in the 90s of the twentieth century, it is quite dramatic. Branches of the capital's private universities operating in the province are at the greatest disad-vantage today. At the same time, sociologists should work on mistakes, study in detail the pros and cons of non-state universities and suggest ways to correct the situation.

The article is based on the description of the author�s vision of designing a network of educational interaction in the context of socio-pedagogical partnership between the general and further education in line with the realization of extracurricular activities in the conditions of the introduction of the FSES. The paper describes the stages of a network between educational institutions and supplementary education in the fi eld of extracurricular activities teaching, the content of which need a good idea of planning to become a party to the educational network. Performance criteria of socio-pedagogical partnership in the interaction of the general and supplementary education in the conditions of the introduction of the FSES is the availability of functioning network interaction of educational institutions for the implementation of extracurricular activities in the framework of the FSES, involving teaching, psychological and pedagogical, professional, material and technical resources of educational institutions of diff erent levels; development and implementation of educational programs extracurricular activities FSES-based schools; positive dynamics of development of students involved in extracurricular activities; enhance the professional competence of teachers involved in networking through the organization of extracurricular activities in the Context of the FSES. Socio-pedagogical collaboration between the general and further education, the diff erent models of networking between educational institutions in the conditions of the introduction of the FSES helps to provide opportunities for the development of each child on a variety of activities taking into account the orientation of the individual; eff ective organization of extracurricular activities of students in the development of the FSES; empowerment to improve the professional competence of school teachers; meet the requests of professional participants in the educational process. Perspective and practical importance of this activity, which can be called innovative in the light of the modernization of education is the ability to design and realization of diff erent models of network of educational interaction in the framework of the extracurricular activities of students in the conditions of the introduction of the GEF in the educational space of city, region.

Abstract. In the sphere of modern higher education, the following main requirements to the performance level of modern professional of any profile can be distinguished: comprehensive fundamental expertise, capacity to work in the team, fast mastering of new technologies, self-education skills and ability to conduct creative work and research. These qualities of a specialist become the main objectives and reference points in building the modern system of higher education that would contribute to creation of expertise, respective access, management, dissemination and achievement control. The requirements to medical education are one of the most precise, especially on the background of critical demographic situation in the world, in general, and in Ukraine, in particular. The participation of the Ukrainian system of higher education in the Bologna reforms should be aimed only at its development and acquisition of new quality features without losing the best traditions and decrease of its national quality standards. Orientation towards Bologna process should not cause the excessive restructuring of the national education system. The main aim of Bologna process is to create a unified, all-European, strong and competitive education system (first of all, with the American education system), and also expand the possibilities for employment of future professionals. The European Credit Transfer System was implemented in Ukraine in 2005 and is aimed at the development of national school. This system enables transfer of credits from different educational institutions and it expands the access to the European education, leads to the modernization of European education and provides more efficient training of graduating specialists. Therefore, the higher educational institutions of our country constantly take the measures towards improvement of teaching and education process and methods of education using different forms of knowledge control.  Having as an objective the control of education results and evaluation of efficiency of study, the objective monitoring of knowledge and skills that provides for the use of its different forms, becomes an integral part of the educational process. The Bologna declaration forms the model of European higher education with consideration of the specific features and traditions of the national educational systems. One of the key criteria of the implementation efficiency of credit-modular system of educational process organization is advancement of higher professional education quality. However, the implementation of surgical educational programs has a series of problematic issues. In the article, we describe the inclusion of the Ukrainian medical education into Bologna process, the stages of creation of Bologna educational system in Ukraine. We introduce the conceptual peculiarities of higher medical education reforms within the context of medical reforms in Ukraine. We have shown the credit-modular system of educational process organization in the Ukrainian education and demonstrated the advantages of credit transfer system in medical education. We also have added to the concept of higher medical school reforms in the context of medical reforms in Ukraine.

It was found that systematic monitoring of the quality of education is necessary for effective management, informed decision-making, comparison and adequate assessment of the state of professional training. This task is successfully implemented through SWOT-analysis, which identifies strengths and weaknesses, potential opportunities and potential threats, establishing relationships between them, which can be further used to form quality management strategies for the training of future heads of educational institutions. A SWOT-analysis of the system of training future leaders (managers in the education system) was conducted and a matrix was developed on the example of Mukachevo State University. This made it possible to systematize information about internal and external factors that affect the quality of the educational process. Its results allowed to determine the competitive advantages of professional training, to form strategic priorities (ways) and to get a clear algorithm of further actions. In particular: periodically review educational programs, permanently monitor the market of educational services and resources of Mukachevo State University, systematically take measures to ensure the quality of educational services under the master's educational program «Educational Pedagogical Sciences: Management of Educational Institutions». At the same time, the analysis of the research results showed that the management of the quality of training of the future head of an educational institution depends on setting standards, updating educational programs, highly qualified staff, quality organization of the educational process and effective management.

One of the priority areas of modernization of the educational system in Ukraine is decentralization. That indicates the development of the industry on a democratic basis. As a result, educational institutions today have a high level of autonomy in various aspects of activities - from the preparation, adoption and implementation of internal documents that regulate the educational process and guide the vector of institution`s development (charter, development strategy, regulations of the educational process, etc.) to self-assessment activities.Today educational institutions have managerial and financial autonomy, that allows to create a democratic space in the field of education, where decisions are made by those who directly influenced by its consequences. In such circumstances, the head of the educational institution has the key role in the process of implementation of educational reforms in school, he is a translator of modernization changes in daily work. Not only the autonomy and expansion of the powers of the head of the educational institution increased, but also requirements for professional training of managerial staff, their knowledge, skills and competencies are strengthened. The introduction of new strategies and concepts, the needs for educational, financial management, planning and monitoring of activities in market conditions, the introduction of information and communication technologies, the use of distance-learning technologies require the head to acquire new professional competencies. The challenges faced by the education manager when organizing work in a pandemic, the need to respond quickly to changing and unpredictable external conditions require flexibility and speed of management decisions. Modernization of education during the independence of Ukraine has necessitated special training of managers and directed the focus of academic educators and managers to study the training of managers in the field of education.In the context of globalization and European integration, it is important to study the approaches and experiences of foreign countries. Because of similarity of historical conditions and culture, experience of Poland as our closest European neighbor is interesting for pedagogical analysis. As the process of decentralization in Ukraine is still in its becoming and the education system in Poland is already successfully implementing that, the object of study of the article is the training of managers in the field of education in Poland. The article considers the scientific and normative principles of educational management in Poland, defines the legal requirements for applicants for managers positions in educational institutions and analyzes the basic course plan for education management. Одним із пріоритетних напрямків модернізації освітньої системи в Україні за часів незалежності є децентралізація, що свідчить про розвиток галузі на демократичних засадах. Як наслідок, сьогодні заклади освіти мають високий рівень автономії стосовно різних аспектів діяльності – від підготовки, прийняття та виконання внутрішніх документів, які регулюють освітній процес та спрямовують вектор розвитку закладу (наприклад, статут, стратегію розвитку, положення по освітній процес тощо) до проведення самооцінювання діяльності. Наразі заклади освіти мають управлінську та фінансову автономію, що дозволяє створити демократичний простір в освітній галузі, де рішення приймають ті, кого безпосередньо стоються його наслідки. У таких умовах роль керівника закладу освіти є ключовою у впровадженні освітніх реформ на місцях, він є транслятором модернізаційних змін у щоденну роботу. Підвищується не тільки автономія та розширення повноважень керівника навчального закладу, а й посилюються вимоги до професійної підготовки управлінських кадрів, їхніх знань, умінь та компетентностей. Впровадження нових стратегій і концепцій, необхідність здійснення освітнього, фінансового менеджменту, планування і моніторингу діяльності у ринкових умовах, впровадження інформаційно-комунікативних технологій, застосування технологій віддаленого навчання вимагають від керівника набуття нових професійних компетенцій. Виклики, з якими стикається менеджер освіти під час організації роботи в умовах пандемії, необхідність швидкого реагування на мінливі та непередба-чувані зовнішні умови потребують гнучкості та швидкості управлінських рішень. Модернізація освіти за часів незалежності України зумовила потребу у спеціальній підготовці керівних кадрів та направила фокус вчених педагогів й управлінців на вивчення питання підготовки менеджерів освітньої галузі. У контексті глобалізації та євроінтеграції актуальне вивчення підходів і досвіду зарубіжних країн, зокрема найближчого європейського сусіда – Польщі, але не скільки через територіальну близькість, скільки через подібність історичних умов, які проходили системи освіти у двох країнах на зламі ХХ–ХХІ століть. Оскільки процес децентралізації в Україні фактично ще знаходиться на етапі становлення, а система освіти в Польщі вже успішно реалізовує таку політику, об’єктом дослідження статті є підго-товка управлінських кадрів у галузі освіти Польщі. У статті розглянуто наукові та нормативні засади освітнього менеджменту в Польщі, визначено законодавчі вимоги до претендентів на керівні посади закладів освіти та проаналізовано базовий план курсу з управління освітою. Ключові слова: освітній менеджмент, керівник закладу освіти, управління освітою, підготовка менеджерів освіти, децентралізація освіти.
