The purpose of the study was a comparative investigation of working conditions, prevalence and structure of occupational pathology in the subjects of the Russian Arctic in 2007-2018. Material and methods. The analysis of data on socio-hygienic monitoring in the section “Working conditions and occupational morbidity” of the population in the Russian Arctic in 2007-2018 was carried out. Results. The development risks, prevalence and structure of occupational pathology in the subjects of the Russian Arctic were established to have significant differences. The most common factor causing the development of occupational pathology (32.8% of all cases) was the increased severity of labour. In three regions of the Russian Arctic, the seriousness of work was a leading risk factor: Arctic zones of the Republics of Komi and Karelia, the Murmansk region. The most unfavourable working conditions and a high level of occupational morbidity are observed in Arctic zones of the Republic of Komi (207.44 per 10,000 employees) and Krasnoyarsk Territory (20.65), the Chukotka Autonomous Okrug (12.69). The basis of the economy of these entities is formed by the mining and metallurgical industries. On the contrary, the least harmful working conditions and a low level of occupational pathology are characteristic of the gas and oil producers of the Yamalo-Nenets (1.29) and the Nenets Autonomous Okrugs (3.45). Over the analyzed period, the level of occupational morbidity in five subjects of the Russian Arctic (Arctic zones of the Krasnoyarsk Territory and the Republic of Komi, the Nenets and Chukotka Autonomous Okrugs, the Murmansk Region) tended to increase, while in other three (Arctic zones of the Arkhangelsk Region and the Republic of Yakutia, the Yamal-Nenets Autonomous Okrug) - to decrease. Conclusion. Modern targeted programs for the prevention of occupational pathology should consider the characteristics of the formation of health disorders both in general in the Russian Arctic and in its subjects.

The article presents the results of diagnostics of the material well-being of the population (2008–2018) in the framework of the formation of the labor potential of the Russian Arctic. The objectives of the study included a comprehensive analysis of income, expenditure and consumption of the population and households in the Northern territories. The objects of study were the regions of the Arctic zone of Russia – the Nenets, Chukotka, Yamalo-Nenets Autonomous districts and the Murmansk region.

The moment of truth for regional industrial policy in the Arctic has arrived. At the federal level, the need for an active state policy in the Arctic has been recognized — in recent years, state and private corporations have been implementing a dozen new projects. But there is no clarity in the priorities, directions, versions of the regional industrial policy in the Arctic. Based on the analysis of regional strategies for the socio-economic development of the Arctic territories, seven directions for an active industrial policy are outlined: energy, food and transport security, industry of local building materials, environmental industry, production localization of corporate projects and restructuring of production in old industrial cities and regions. The analysis of regional industrial policy laws confirmed that their context and advancedness depend on the size and internal structure of the regional industrial sector. Despite the huge role that corporate structures play in the aggregate industrial production, the issues of interaction with them and the formation of a general agenda for industrial policy, are indicated in most of the provisions absolutely insufficient. In general, in the Russian Arctic, the district industry forms about three quarters of the total industrial product. The dichotomy of urban and district industry within the industrial sector of the Arctic regions means the need to significantly differentiate the instruments and institutions of local industrial policy within the Arctic zone. The assessment of industrial production volumes, carried out at the level of Arctic municipalities, made it possible to determine the sequence of regions: Yamal- Nenets Autonomous Okrug, Arctic Krasnoyarsk Territory (Norilsk Industrial Region, Taimyr and Evenkia, Turukhansk District), Murmansk Region, Nenets Autonomous Okrug, Arctic territories of the Komi Republic, Chukotka Autonomous Okrug, the Arctic part of the Arkhangelsk Region, the Republic of Karelia and the Republic of Sakha (Yakutia). Based on the developed corporateness index of the local industrial sector, six groups of municipalities (supercorporate, high corporate, dynamic, medium corporate, low dynamic and unincorporated) were identified, for each of which its own package of measures of local industrial policy is advisable. Four different situations of interaction between the main actors of regional industrial policy, represented by regional authorities and companies, can be distinguished: the first is the absence of a corporate structure, when industrial policy is solely carried out by local authorities; the second is the isolated existence of power and corporate business, dangerous by the Dutch disease and the fading of local initiatives in the field of new production projects; the third is a collision of interests between the authorities and business that is destructive for the region and for the dynamics of development; and the fourth is the active interaction of regional authorities and companies with the receipt of synergy effects in regional industrial policy. Popular instruments of modern industrial policy in the form of clusters, parks and zones should not be isolated “cathedrals in the desert”, but effective platforms for integrating the efforts of the authorities, corporations, local business, scientific and educational structures of the region in the implementation of projects and measures of industrial policy. The most important factor in the success of the regional industrial policy in the Arctic is the implementation of the strategy of the owner-region.

Introduction. An interest in studying the gender characteristics of occupational pathology is determined by increasing economic activity in the Arctic and the upcoming expansion of women’s access to occupations with harmful working conditions.The purpose of the study was to carry out a comparative investigation of working conditions and occupational pathology among male and female workers at enterprises in the Arctic.Material and methods. The data of socio-hygienic monitoring “Working conditions and occupational morbidity” of the population of the Russian Arctic in 2007-2018 were studied.Results and discussion. 92.6% of occupational diseases have been established to occur in men due to more harmful working conditions (fibrogenic aerosols, noise, whole-body, and hand-arm vibration, the severity of labor). The risk of their occurrence in 2018 was higher than in 2007 (RR = 1.71; CI 1.51-1.93) and higher than in women (RR = 9.45; CI 7.19-12.4). Unlike men, 48.8% of women worked at facilities of the first group of sanitary and epidemiological welfare (satisfactory conditions) and they had in 2007-2018 a relatively stable number of newly diagnosed occupational diseases. The risk of occupational pathology in women in 2018 and 2007 did not change significantly (RR = 1.07; CI 0.73-1.59). In the structure of occupational diseases in men, the first places are occupied by vibration disease (24.2%), sensorineural hearing loss (20.3%) and radiculopathy (20.1%), and in women - myofibrosis of the forearms (21.2%), radiculopathy(13.7%) and chronic bronchitis (13.4%).Conclusion. Reducing exposure to physical overloads, fibrogenic aerosols, noise, vibration, and chemical factors should be a priority preventive direction at enterprises in the Arctic, especially among male workers whose occupational morbidity rate tends to increase.

<p>Climate change in the Arctic is noticeable and affecting the well-being of the population. The health and emotional state, food and water availability, livelihoods are on the threat. The towns are particularly sensitive to climate change. Their population and infrastructure density is exceptionally high, and temperature fluctuations, as well as extreme weather events, have an exceptionally strong impact on air and water quality, health and other components of human well-being. At the same time, urban communities in the Arctic, especially in industrial development zones, represent a little-studied area in this case.</p><p>The report presents the interdisciplinary study results concerning the climate change consequences for the population of Russian Arctic industrial developed areas. The study carried out in Murmansk Region which is a highly industrial and highly urbanized region that is completely included in the Arctic zone of the Russian Federation. Qualitative methods were used; in-depth (more than 50 questions) interviews were conducted with residents of several towns in the region. The study showed corresponds between the subjective perceptions of climate change by urban residents of the Murmansk Region with objective data on meteorological parameters changes. The surveyed urban residents feel changes in health and environmental management practices, and many respondents associate these changes with climate fluctuations. Such a phenomenon as the destruction of infrastructure (residential, public and industrial buildings, roads, energy infrastructure) due to climate change has not been identified. Concerns have been raised about the potential impact of climate warming on the ability to have a decent job due to reduced employment in some industries (such as energy).</p><p>The results obtained contribute to a better understanding of the social consequences of climate change in the Russian Arctic. This is important for adaptation actions development.</p><p> </p>

In 2021, the Russian Federation will assume the chairmanship of the Arctic Council. This fact confirms the special attention of the country’s leadership to the unique geostrategic region. In December 2020, President of the Russian Federation Vladimir Putin, at an online meeting with volunteers and finalists of the contest “Volunteer of Russia”, noted that Russia would grow with the Arctic and the territories of the North. Many Russian citizens’ lives and the state’s success in the international arena depend on this territory’s development. One of the most important mechanisms for achieving the stated goals is national projects (NP), which should make a significant contribution to the development of the country’s territory. The purpose of the study is to assess NP in the subjects that are entirely related to the Arctic zone: Murmansk region, Nenets Autonomous okrug (NAO), Yamalo-Nenets Autonomous okrug (YANAO), and Chukotka Autonomous okrug (CHAO). In the course of the work, general scientific research methods were applied: comparative analysis, data comparison, induction, deduction, etc. The study results showed that, despite all the differences in economic and geographical position, financial condition, population, and regional development priorities, all Arctic regions have similar problems that hinder the effective development of territories. Without solving the problems indicated in the work, it is impossible to expect a qualitative «breakthrough» and implement the NP’s goals.

The article is devoted to the four-year (2017–2020) monitoring of gas emissions from the bottom of the Seyakha Crater, located in the central part of the Yamal Peninsula (north of Western Siberia). The crater was formed on 28 June 2017 due to a powerful blowout, self-ignition and explosion of gas (mainly methane) at the site of a heaving mound in the river channel. On the basis of a comprehensive analysis of expeditionary geological and geophysical data (a set of geophysical equipment, including echo sounders and GPR was used) and remote sensing data (from space and with the use of UAVs), the continuing nature of the gas emissions from the bottom of the crater was proven. It was revealed that the area of gas seeps in 2019 and 2020 increased by about 10 times compared to 2017 and 2018. Gas in the cryolithosphere of the Arctic exists in free and hydrated states, has a predominantly methane composition, whereas this methane is of a biochemical, thermogenic and/or mixed type. It was concluded that the cryolithosphere of Yamal has a high level of gas saturation and is an almost inexhaustible unconventional source of energy resources for the serving of local needs.

The article is devoted to analyzing credit instruments for increasing the financial and investment potential of the region. The place of credit instruments in the state monetary policy system is considered, and the influence of the monetary policy on regional economic processes is analyzed. Based on the analysis of the relevant research works, the thesis on different reactions of regions to significant decisions of monetary authorities while implementing the monetary policy is confirmed. Possibilities of differentiating application of the monetary policy instruments by territories in accordance with the development specifics of individual regions or their clusters are studied. It is concluded that some of the instruments (interest rates on operations of the Bank of Russia, mandatory reserve requirements, open market operations, refinancing of credit institutions) have a potential to adapt their use in the regional context. Separately, the article highlights and analyzes direct regional tools for enhancing credit activities, such as direct lending to priority areas and sectors of the economy by regional authorities, subsidizing credit rates for certain categories of borrowers, and creating regional credit organizations with governmenta participation. Based on the assessment of the principles of using the instruments to increase the financial and investment potential of the region, the article provides recommendations for choosing credit instruments for the regions of the Russian Arctic zone (Arkhangelsk region, Nenets Autonomous district, Yamalo-Nenets Autonomous district, Republic of Karelia, Komi Republic, Murmansk region, Krasnoyarsk territory, Republic of Sakha (Yakutia)). For this purpose, the features of building and functioning of the financial systems of the Russian Arctic regions, and the state and performance indicators of their banking sector were analyzed.

The Arctic territories have a low population density due to the severity of the climate. Nevertheless, the indigenous people have been living in the Arctic for centuries. Ensuring their energy security is a complex technical task and at the same time is one of the significant costs of regional state budgets. The article analyzes the energy balance of the Arctic administrative regions of the largest region of the Russian Federation - the Republic of Sakha (Yakutia). Potential optimization of energy balance while maintaining the existing technological platform.

The presented study examines the specific aspects of operation of energy enterprises in the Arctic zone of the Russian Federation.Aim. The study aims to identify the current problems in the operation of energy enterprises in the Arctic territories by analyzing their state and development and thus to substantiate the selection of perspective directions for improving the efficiency of their management.Tasks. The authors show the role and importance of energy supply for the functioning of the socioeconomic system of the Arctic territories, analyze the major performance indicators of energy enterprises, and substantiate recommendations on improving the organization of their activities.Methods. This study uses the methodology of economic analysis, trend analysis, structural analysis, and specific methods of regional economic analysis.Results. One of the crucial current problems in the development of the energy complex in the Russian Arctic zone is the high level of debt in the accounts, which leads to an imbalance in the current activities of energy enterprises. Furthermore, formation of electricity tariffs depends on the money paid for the generation and transportation of electricity and the services of distribution companies. This is due to the lack of continuous monitoring of the state of accounts and the lack of a legal framework for settling differences between network and energy supply companies, which are not given sufficient attention in economic studies.Conclusions. According to the results of the study, the authors propose the major directions for improving regulation of the development and operation of energy enterprises in the Arctic zone of the Russian Federation.
