Climate change in the Arctic is noticeable and affecting the well-being of the population. The health and emotional state, food and water availability, livelihoods are on the threat. The towns are particularly sensitive to climate change. Their population and infrastructure density is exceptionally high, and temperature fluctuations, as well as extreme weather events, have an exceptionally strong impact on air and water quality, health and other components of human well-being. At the same time, urban communities in the Arctic, especially in industrial development zones, represent a little-studied area in this case.

The report presents the interdisciplinary study results concerning the climate change consequences for the population of Russian Arctic industrial developed areas. The study carried out in Murmansk Region which is a highly industrial and highly urbanized region that is completely included in the Arctic zone of the Russian Federation. Qualitative methods were used; in-depth (more than 50 questions) interviews were conducted with residents of several towns in the region. The study showed corresponds between the subjective perceptions of climate change by urban residents of the Murmansk Region with objective data on meteorological parameters changes. The surveyed urban residents feel changes in health and environmental management practices, and many respondents associate these changes with climate fluctuations. Such a phenomenon as the destruction of infrastructure (residential, public and industrial buildings, roads, energy infrastructure) due to climate change has not been identified. Concerns have been raised about the potential impact of climate warming on the ability to have a decent job due to reduced employment in some industries (such as energy).

The results obtained contribute to a better understanding of the social consequences of climate change in the Russian Arctic. This is important for adaptation actions development.

In 2021, the Russian Federation will assume the chairmanship of the Arctic Council. This fact confirms the special attention of the country’s leadership to the unique geostrategic region. In December 2020, President of the Russian Federation Vladimir Putin, at an online meeting with volunteers and finalists of the contest “Volunteer of Russia”, noted that Russia would grow with the Arctic and the territories of the North. Many Russian citizens’ lives and the state’s success in the international arena depend on this territory’s development. One of the most important mechanisms for achieving the stated goals is national projects (NP), which should make a significant contribution to the development of the country’s territory. The purpose of the study is to assess NP in the subjects that are entirely related to the Arctic zone: Murmansk region, Nenets Autonomous okrug (NAO), Yamalo-Nenets Autonomous okrug (YANAO), and Chukotka Autonomous okrug (CHAO). In the course of the work, general scientific research methods were applied: comparative analysis, data comparison, induction, deduction, etc. The study results showed that, despite all the differences in economic and geographical position, financial condition, population, and regional development priorities, all Arctic regions have similar problems that hinder the effective development of territories. Without solving the problems indicated in the work, it is impossible to expect a qualitative «breakthrough» and implement the NP’s goals.

The purpose of the study was a comparative investigation of working conditions, prevalence and structure of occupational pathology in the subjects of the Russian Arctic in 2007-2018. Material and methods. The analysis of data on socio-hygienic monitoring in the section “Working conditions and occupational morbidity” of the population in the Russian Arctic in 2007-2018 was carried out. Results. The development risks, prevalence and structure of occupational pathology in the subjects of the Russian Arctic were established to have significant differences. The most common factor causing the development of occupational pathology (32.8% of all cases) was the increased severity of labour. In three regions of the Russian Arctic, the seriousness of work was a leading risk factor: Arctic zones of the Republics of Komi and Karelia, the Murmansk region. The most unfavourable working conditions and a high level of occupational morbidity are observed in Arctic zones of the Republic of Komi (207.44 per 10,000 employees) and Krasnoyarsk Territory (20.65), the Chukotka Autonomous Okrug (12.69). The basis of the economy of these entities is formed by the mining and metallurgical industries. On the contrary, the least harmful working conditions and a low level of occupational pathology are characteristic of the gas and oil producers of the Yamalo-Nenets (1.29) and the Nenets Autonomous Okrugs (3.45). Over the analyzed period, the level of occupational morbidity in five subjects of the Russian Arctic (Arctic zones of the Krasnoyarsk Territory and the Republic of Komi, the Nenets and Chukotka Autonomous Okrugs, the Murmansk Region) tended to increase, while in other three (Arctic zones of the Arkhangelsk Region and the Republic of Yakutia, the Yamal-Nenets Autonomous Okrug) - to decrease. Conclusion. Modern targeted programs for the prevention of occupational pathology should consider the characteristics of the formation of health disorders both in general in the Russian Arctic and in its subjects.

The territory of the Arctic is of interest from the point of view of the strategic development of the economy. However, the industrialization of the Arctic zone is accompanied by both a positive and a negative influence on the country’s socio-economic development. An analytical review of the research which has been published previously allows us to discuss the issue of sustainable development in the Arctic through the prism of the theory of externalities. Considering this, the paper examines some relevant issues from the standpoints of the concept of sustainable development and scientific and technological progress. Against the background of the identified problems, the purpose of the research is to clarify management decisions in the field of internalization of the externalities of economic development of the Russian Arctic zone. As research methods, the authors have applied comparative analysis, dynamic analysis, the coefficient method, correlational analysis and cluster analysis. An analytical review of scientific works, research tooling and a statistical database concerning the development of the Russian Arctic zone provided the following scientific results: the category of “externalities” in the context of industrialization of the Arctic zone’s territories and their systematization in a number of areas (environmental, innovation, investment, infrastructure, social, etc.) has been clarified; some trends in the degree of neutralization of negative environmental externalities in terms of environmental problems (pollution capture, waste disposal, recycling and wastewater treatment) have been identified; the dynamics of investment per unit of environmental pollution in the context of environmental approaches have been elucidated; the efficiency of investments in environmental preservation measures in the territories of the Russian Arctic zone have been evaluated; positive innovative externality from the investment of own funds in the fixed capital of enterprises have been revealed; the typology of the subjects of the Russian Federation that form part of the Arctic zone, according to the criteria of the intensity of costs for neutralization of negative externalities (territories with high, moderate and low intensity of costs) have been suggested; and a package of measures in order to manage the external effects of economic development of the Arctic zone of the Russian Federation in the context of sustainable development has been proposed. The practical significance of the results obtained lies in the possibility of taking all of them into account in the implementation of the state program “Socio-economic development of the Arctic zone of the Russian Federation”, contributing to the qualitative development of the territories of the Russian Arctic and improving the well-being of the population of the corresponding constituent entities of the Russian Federation.

The article presents the results of a study of life values and their relationship with the subjective well-being of indigenous small-numbered peoples based on the example of the Nenets. The relevance of this study is due to the fact that globalization transformations determine the change in human living conditions in the Arctic zone. This process often takes place painfully: representatives of indigenous small-numbered minorities cannot find their place in the new economic and multicultural system, which leads to the loss of vital meanings and subjective ill-being. The article notes that the solution to this problem may be to take into account life values during the transformation of the economic behaviour of the indigenous small-numbered peoples of the Russian Arctic. The materials presented in the article demonstrate a strong relationship between the level of satisfaction with life and the subjective level of income (subjective economic wellbeing). The most important life values for the Nenets (security, kindness, independence) turned out to be connected both with the level of satisfaction with life in general and with the level of subjective economic well-being. In conclusion, it is noted that the results obtained make it possible to formulate recommendations for various entities on the effective transformation of the economic behaviour of the indigenous small-numbered peoples of the Russian Arctic, in particular the creation of conditions for stability, social security, community and collectivism, as well as the ability to independently make economic decisions

Introduction: The relevance of the study is determined by the national goals of strategic development providing for sustainable population growth and an increase in active life expectancy, primarily in demographically disadvantaged areas to which most of the regions of the Russian Arctic Zone belong. Objective: To assess changes in the demographic structure of the Murmansk Region, one of the most industrially developed regions of the Russian Arctic, and the loss of its labor potential in 1989–2019 in order to substantiate the necessity to consider these changes for better planning of health care and adjusting the resource provision of the regional health care system. Materials and methods: We studied demographic characteristics of the population residing in administrative areas of the Murmansk Region with the main town-forming metals and mining enterprises by comparing data for 1989 with those for the years 1999, 2009, and 2015–2019 to establish trends in medical demography situation. The average age of the population was estimated as the arithmetic mean based on distribution of the population by age groups. Results: We established a significant decrease in the size of population of the Murmansk Region in 1989–2019 (by 34.8 %) accompanied by changes in the demographic profile. The increase in the average age of the population was attributed to the sharp decline in the child population, a decrease in the number of people of working age (16–59 years), and a significant increase in the population of older age groups. Changes in the age structure of the population had a significant effect on the old age dependency ratio, which demonstrated a 2.7 and 3.2-fold increase over the three 1989-to-2019 decades in the region and its industrial monotowns, respectively. Conclusion: The negative structural demographic trend resulted in a pronounced regressive regional age and sex pyramid, which by 2019 had a characteristic unstable shape with a relatively narrow base and a slope of its top to the left due to the significant predominance of the female population in the older age group. The observed changes in the demographic profile of the population suggest the need to consider this trend when planning local social policy including the volume and resource provision of health care services.

At the article one of the main competitive advantages of the Russian Arctic zone in order to identify factors that increase its competitiveness are considered. An important place in these advantages is taken by everything that relates to the internal structures of regional governance, since the criterion of competitiveness of any subject of the Russian Federation (RF) implies an assessment of the interests of the region asserted, including the most favorable economic conditions for organizations and enterprises of the latter. Some factors affecting the improving competitiveness of the regions of the Arctic zone of the Russian Federation and the realization of their competitive advantages is identified and justified on the example of the Murmansk region.
