In the course of the country’s development, the sphere of public services is also growing up. Undoubtedly, the emergence of new platforms for the support of vulnerable groups and the types of assistance provided to them in accordance with the digitalization of society will increase the efficiency of social services. Given article is dedicated to social services’ platform that united into one single place. This process should be available in using and not wasting time for going and staying in queue for organizations, hospitals. There are lots of people with disabilities and their problem is concluded in opportunity to go out and get any service. It could be sometime problematic due to their health, abilities to go themselves, weather condition and transport. That is why, several countries and its cities and local administration constructed websites, applications and added to electronic government the online version of social services they can apply. From time to time, there are lots of researchers in sphere of digitalization who is writing about how digital technologies impact on people’s life what is the main reason to provide of creating one single acceptable platform in the network. We expected to find out all experiences of foreigners and compare it with pilot version done in Kazakhstan that would be the basics of creating the new one.

Researchers in the discipline of electronic government (e-Government) have historically presented several factors impeding the adoption and implementation of these systems. This paper is uniquely aimed at investigating the factors inhibiting e-Government adoption in a developing country – Pakistan. The literature indicates that the move towards integrated service provision and transactional e-Government is considered as an immense challenge for developing countries as compared to developed regions. Moreover, the progress towards realising the full potential of e-Government using digital technologies to improve public services and government-citizen engagements has been slower and less effective in the developing countries. Pakistan, over many years, has experienced similar lethargic e-Government growth due to economic and political instability, poor governance and deteriorating government institutions. Thus, the ever increasingly weakening state of government structures in Pakistan calls for the need to deliver end-to-end ‘joined-up' public services to key stakeholders (i.e. citizens, businesses, government employees and other government agencies). The contribution of this research is twofold – firstly, identifying factors inhibiting e-Government adoption in Pakistan – here the focus is to identify the significant problems of meeting demands which are attributed to several issues within organisational, strategic, technological, political, operational, stakeholders and social structures. Secondly, the authors propose an achievable approach to enacting e-Government enabled delivery of services. The conceptual findings, as noted, are validated through qualitative based research in the context of Pakistan government organisations.

Introduction. One of the indicators of society's development is the current system of social protection, its effective organization ensures the stable development of society. In the context of decentralization of budgetary powers, local authorities become guarantors of social protection and direct providers of public services, whose main task is to provide citizens with an adequate level of social protection, which is carried out in accordance with state standards. The purpose of the article is to research of the social protection of the population in the conditions of budget decentralization and substantiation of proposals for its improvement in terms of improving the efficiency of social services. Results. The centralized and decentralized models of social protection in Ukraine were considered. The powers of central and local authorities in the implementation of social protection and the provision of social services were systematized. The dynamics of expenditures on social protection from the state budget, local budgets and state extra-budgetary funds was analyzed. Data on changes in the distribution of expenditures between state and local budgets were presented. Conclusions. The main directions of financing the social protection system were indicated. The advantages of the decentralized model of public services over the centralized one were emphasized. In the context of improving the effectiveness of social protection and the quality of social services, it is proposed to reduce the hierarchical network of budgetary institutions in the field of social services, monitoring and analyzing the number of socially vulnerable groups and providing social services on a competitive basis. The implementation of the proposed measures will improve the social protection system and will allow more rational use of public funds.

The use of internet technology in the government environment is known as electronic government or e-government. In simple terms, e-government or digital government is an activity carried out by the government by using information technology support in providing services to the community. In line with the spirit of bureaucratic reform in Indonesia, e-government has a role in improving the quality of public services and helping the process of delivering information more effectively to the public. Over time, the application of e-Government has turned out to have mixed results. In developed countries, the application of e-Government systems in the scope of government has produced various benefits ranging from the efficiency of administrative processes and various innovations in the field of public services. But on the contrary in the case of developing countries including Indonesia, the results are more alarming where many government institutions face obstacles and even fail to achieve significant improvements in the quality of public services despite having adequate information and communication technology. The paradigm of bureaucrats who wrongly considers that the success of e-Government is mainly determined by technology. Even though there are many factors outside of technology that are more dominant as causes of failure such as organizational management, ethics and work culture. This study aims to develop a model of success in the application of e-Government from several best practice models in the field of information technology that have been widely used so far using literature studies as research methods. The results of the study show that the conceptual model of the success of the implementation of e-Government developed consists of 17 determinants of success..Keywords: Model, Factor, Success, System, e-Government

Abstract For a few decades now and most prominently promoted by the US, neoliberal economics have been on the rise, epitomized in recent austerity policies with regard to countries that have met financial trouble. In particular the drive for privatization of core public services relating to basic human needs, such as water, social services or pensions, has been increasingly criticized because of a perceived incompatibility between the profit motive and social solidarity. This article uses a corpus-based analysis of the discourse on privatization in the US of proponents supporting, respectively opposing it, with an overall corpus size of about 230,000 tokens. It examines how the two groups conceptualize privatization differently and which strategies are applied to fore- or background particular aspects of it.

The content of the article is aimed at a comparative analysis of the level of formation of educational motivation of students in accordance with the development of digital technologies. The digitalization process will make it possible to teach students in higher educational institutions remotely and in traditional form, providing for the development of human capital. Recent experience shows that 75 % of students are proficient in using digital tools, but academic motivation to study online is low. Our research was aimed at identifying the features of the change in the level of educational motivation of students in distance online learning compared to full-time education. A comparative analysis of the features of the formation of students' motivation using psychodiagnostic methods is carried out. The results of a study of 125 university students showed that the motivation of students to study remotely differs for a number of reasons. The article describes the pedagogical and psychological factors that contribute to the formation of educational motivation of students in a digital environment, and provides a quantitative analysis of the research results.

Since the second half of the twentieth century, humanity has increasingly begun to face the contradictory consequences of population aging. In our country, various practices of social assistance to aging citizens have also begun to expand, primarily related to their medical, social and material support, provision of social services at home, which were an alternative to living and servicing in homes for the elderly and disabled. It was during these years that the system of social assistance to the older generation (first of all, the lonely, those with chronic diseases and those in need of outside help), which is currently functioning, was laid. However, the domestic model was quite different from the foreign ones. Nevertheless, it made it possible to support various groups of people of late age and to develop certain socio-political approaches in the context of demographic aging.

Electronic government provides multifarious opportunities for entrepreneurs regarding public-private sector partnerships and the exploitation of administrative benefits. The occurrence of entrepreneurial opportunities is influenced by many distinct intrinsic and external factors. This paper examines the opportunities that occur for entrepreneurs through the electronic implementation of public services across the European Union until the years 2020 and 2040, respectively. The development of the European Union is currently at the crossroads of economic and political stagnation. Building on two scenario analyses, the author thereby accounts for economic and political factors of different possible trajectories of the European Union, analyzing the corresponding state of e-government implementation and deducing implications for entrepreneurial opportunity occurrence. All scenarios show different opportunities emerging from the distinct states of e-government across Europe; these opportunities depend, nonetheless, on the specific market needs and value creation capabilities determined by each scenario presented.
