Since the second half of the twentieth century, humanity has increasingly begun to face the contradictory consequences of population aging. In our country, various practices of social assistance to aging citizens have also begun to expand, primarily related to their medical, social and material support, provision of social services at home, which were an alternative to living and servicing in homes for the elderly and disabled. It was during these years that the system of social assistance to the older generation (first of all, the lonely, those with chronic diseases and those in need of outside help), which is currently functioning, was laid. However, the domestic model was quite different from the foreign ones. Nevertheless, it made it possible to support various groups of people of late age and to develop certain socio-political approaches in the context of demographic aging.

The article is the result of a complex research activity. The starting point was to make a diagnosis of the Iasi community on the needs of social assistance. The interest of local authorities is to ensure optimal conditions for the provision of quality social services, leading to an improvement in the quality of life of people at social risk. This article makes a complex assessment of the social problems faced by the local community in Iasi, using the analysis of documents, questionnaires and focus groups. The special contribution is given by the development strategy of the resulting local social assistance system, with emphasis on the category of elderly beneficiaries.

The demographic aging of population typical for many countries requires much more financial and material resources to meet the needs of the post-working-age population. For the Republic of Belarus, the problem of population aging is highly relevant for the share of the elderly grows annually. The article focuses on the social-demographic characteristics and quality of life of the older generation in Belarus. The article is based on the data of the National Statistical Committee of the Republic of Belarus and the results of the sociological research “Belarus: Family, Stability of Family Relations, and Birth Rate in the Changing Social-Economic Conditions” conducted within the international research program “Generation and Gender”. The authors present a sociological-statistical approach to the analysis of the key characteristics of the elderly’s life in contemporary Belarus, which combines the information resources of sociology and statistics. The authors consider the general statistical data on the population aging and the elderly’s features and the sociological indicators revealing the perception of life at the older age. The assessment of the older generation’s life is presented as a set of indicators of the quality of life, which includes both objective statistical data and estimates of the older people’s satisfaction with various aspects of their life. For the first time in Belarus the quality of life of the 60-69- and 70-79-year-old cohorts is studied not only through statistical data but also taking into account their own assessments of various aspects of their lives, which allows to identify the most relevant issues for the social programs aimed at meeting the needs of the older generation.

Disability of the elderly age group of the population is the most important problem of public health and social services of all developed countries over the world without exception. In the Russian Federation, this age segment is characterized by the gain, reflecting the global process of population aging. The aim of the study was to analyze the nosological structure of the primary and secondary disability in elderly people in comparison with the main age categories of the adult population in the Russian Federation and the evaluation of rehabilitation / rehabilitation activities for disabled people. The volume of the study was 34,840,933 people aged of from 18 years and over, recognized as disabled, including the disabled elderly - 12,971,062. The subject of a special study was the nature of functional disorders, the degree of the disability, the nosological spectrum of causes of the disability of elderly people and the effectiveness of implemented measures of medical and social rehabilitation (rehabilitation and expert characterization). The study was selective, the sample size account of 370 people. The results of the research demonstrate the nosological structure of the pathology, the associated types of impairments and the nature of the disability to determine the severity of the disability in elderly people, the complexity of the formation and implementation of individual programs for the rehabilitation and rehabilitation of disabled people (IPRA). The improvement of the quality of life and integrating disabled people into the society has been and remains a difficult task for rehabilitation and habilitation activities. Rehabilitation and provision of technical means of rehabilitation, to a lesser extent - social and professional rehabilitation are the most feasible for the implementation.

The article is devoted to the problems of budget support of active aging processes and sustainability of public finances of Ukraine. This problem is urgent because of the accelerating pace of demographic aging, cross-country migration, limited budgetary resources, which in their totality increase the burden on the younger generation, create financial risks for the government and households. This problem remains out of research focus in spite of the rising need to increase budget expenditures, maintain the long-term sustainability of public finances, enforce new regulatory measures on the labor market and the health care system, provide social and educational services, and reduce the poverty among the elderly. New approaches to citizen support should be in line with the European norms, which, in their totality, contribute to the active longevity of the population, reduction of the tax burden, relief of the pressure on the next generations and continuity between generations. The financial support of social services provided to the elderly is analyzed, with identifying its problematic aspects. In order to improve approaches to financing social services, a Matrix of Choice of Social Services for Active Aging and Forms of Financing is constructed. To expand the sources of funding for active aging processes, it is proposed to introduce co-financing of selected social projects by government and businesses. It is substantiated that the Sustainable Development Goals, as well as the provisions of the Active Aging Strategy, should be consistent and taken into consideration in formulating social and budgetary policies that need to be based on the targets of the Active Aging Index. In order to implement the budget mechanism “money goes after a person”, aimed to enhance the targeting of social assistance programs, amendments to the Budget Code of Ukraine, the Economic Code of Ukraine, the Laws of Ukraine “On social services”, “On improving the accessibility and quality of health care in rural areas” are proposed. Recommendations on using the compensatory mechanisms to enhance the ability of the government to provide the adequate financial support for active aging without breaking the sustainability of public finances are elaborated.

The COVID-19 pandemic that has hit Indonesia for approximately 2 years has had an impact on the community's economy, education, and religion. The purpose of this research is to help food consumption security for people affected by the COVID-19 pandemic. The method used in this research is virtual service by using the social assistance and social services approach virtually. The results of this study are the first to distribute aid in the form of food to people affected by the COVID-19 pandemic, especially to the elderly. As well as social services in the form of spraying disinfectants in the community through the head of the RT, distributing masks and hand sanitizers to the community as an effort to prevent the transmission of COVID-19. Second, efforts to create a healthy environment as an effort to minimize the transmission of COVID-19. Third, many people still think that the transmission of COVID-19 can be avoided simply by staying away from infected people, even though this virus can be transmitted through particles attached to objects around us, sneezing, and coughing.

This paper argues that not only do aging populations face the need for sufficient workers to provide them with public pensions; the elderly also need workers to service their needs. The likely source of these relatively unskilled workers is from migration from poorer countries, thus linking labour markets in a globalised world much more than might be expected from the experience of the Twentieth Century. These migrants will be ethnically different from the destinations populations, as occurred in the Nineteenth Century. The most import research challenge is to get as indication of the magnitude of the flows and therefore the degree of resulting ethnic heterogeneity.

Today’s society tends to glorify youth whereas older persons are often associated with grumpiness or antagonism. But ageing is a fact of life; and demographically, a natural process that inevitably occurs in the human life cycle. But this global trend of demographic aging is laden with a panoply of emerging challenges that push the elder population vulnerable to exploitation, mistreatment, and right violations. Although the elderly in Bangladesh are valued as an asset, not as a burden on society, they are, in reality, less likely to form new friendship; rather, often labeled as ‘aged’ and ‘unproductive’ due to our social construction for age biases that also create dependency eventually.In effect, the elderly face many difficult challenges, i.e. discrimination, homelessness, poverty, discrimination, denial of basic human rights and social services, lack of adequate care and Medicare, or isolation. Besides, the elder’s rights have not yet received the adequate legal attention they deserve. Along with establishing the elderly’s particular vulnerability that requires preferential treatment under elder law, this paper hence attempts to look into the Bangladesh position in the elder law regime, and how the elderly rights are brought in governance and legal practice. After doing so, this paper also uses a searchlight on whether the legal protection mechanisms are adequate, and what measures are imperatives to address the dynamics of the elderly.
