The issue in this research is how to improve society ability through process human and physical capital. The relation between capital and ability improvement will be examined in this research by placing process empowerment as mediating variable to explain the activities involved. The data used in this study are primary and secondary data. The primary data was collected using survey method technique through questionnaire. Furthermore statistical analysis was used Structural Equation Modeling (SEM) of Smart Partial Least Square. This research has found two ways as path patterns directed to the increasing of society ability, which are (1) pattern consist of “two creating stage” to society ability, and (2) These pattern show that to improve society ability need “three stage” of process activity. The correlation is while the empowerment process increases higher, it will impulse the creating of society ability. The implementation of this research’s result, stated that if the empowerment wants to develop human capital, it will be better if the empowerment is supported by apply the developing ability of subject empowerment.

Higher learning institutions (HLIs) are implementing enterprise content management (ECM) systems as web portals that are helping them interact with and serve their students better. However, there is a paucity of research that has evaluated the factors that account for students using their university’s portals. As a case study and using the D&M IS Success Model as a guiding lens, this paper explored the factors that influence Limkokwing University of Creative Technology (LUCT) Students to use the university’s portal through a survey. Data was collected from 134 students through Stratified Random Sampling technique that was analysed through Partial Least Square - Structural Equation Modelling (PLSSEM). Results obtained show clearly that LUCT students are using the university’s portal as a result of the System Quality and Information Quality which gives them Satisfaction. However, the findings reveal no significant correlation between Service Quality and Satisfaction of the students as well as the System Quality and Behavioural Intention (BI) to use the Systems. This study has given more insights into LUCT Management, Administrators, and Faculties concerning how to handle their Students need. Other implications for both practice and theory were also discussed.

Agency-level financial application system (SAKTI) at Directorate General of Budget (DJA) – The Ministry of Finance of the Republic of Indonesia was built to provide benefits in the form of increased integration, efficiency, planning processes, implementation, and accountability of the state budget rather than the previous system. But the fact is, the implementation of SAKTI still causes problems related to users and their impact on individuals and organizations, thereby reducing these benefits. The purpose of this study is to test the influence of information and system quality of SAKTI on attitude towards use and user satisfaction and its impact on individual of SAKTI’s user and organizational impact of DJA. This is a quantitative study using primary data from SAKTI’s operational user as respondent that was collected using paper & pencil method. The population in this study was 60 people. Using purposive sampling technique with access frequency criteria, a sample size of 55 users was obtained. Data analysis using Structural Equation Modelling (SEM) – Partial Least Square (PLS). The result proved that both system information and system quality positively of SAKTI affect both attitude towards use and user satisfaction, both attitude towards use and user satisfaction of SAKTI positively affect each other and both of them positively affect individual impact of SAKTI’s user, and individual impact of SAKTI’s user positively affect organizational impact of DJA. The results of the study still do not adequately represent the overall perception of SAKTI users. In this regard, further research is needed covering the scope of which has not been studied in the Echelon I environment at the Ministry of Finance in addition to the DJA.
