Estimation of a conditional covariance matrix is an interesting and important research topic in statistics and econometrics. However, modelling ultra-high dimensional dynamic (conditional) covariance structures is known to suffer from the curse of dimensionality or the problem of singularity. To partially solve this problem, this paper establishes a model by combining the ideas of a factor model and a symmetric GARCH model to describe the dynamics of a high-dimensional conditional covariance matrix. Quasi maximum likelihood estimation (QMLE) and least square estimation (LSE) methods are used to estimate the parameters in the model, and the plug-in method is introduced to obtain the estimation of conditional covariance matrix. Asymptotic properties are established for the proposed method, and simulation studies are given to demonstrate its performance. A financial application is presented to support the methodology.

Blockchain has become an irresistible disruptive technology with the potential to innovate businesses. Ignoring it may in itself result in a competitive disadvantage for organisations. Except for its original financial application of cryptocurrency, more applications are being proposed, the most common being supply chain management and e-voting systems. However, less focus is made on information and cybersecurity applications of blockchain, especially from the enterprise perspective. This paper addresses this knowledge gap by exploring blockchain as a use case for identity management in the context of an organisation. The paper gives a comprehensive background aiming at understanding the topic, including understanding whether claims made around it, especially blockchain’s potential to address identity management challenges, are based on facts or just a result of hype. Meta-synthesis was used as a research methodology to summarise the 69 papers selected qualitatively from reputed academic sources. The general trend shows theoretical evidence supporting some of the claims made but not necessarily friendly to the enterprise context. The study reveals a promising but immature state of blockchain, consequently questioning whether adopting blockchain-based distributed identity management in organisations is fully practical. A research model called TOE-BDIDM is proposed to guide further investigation.

AbstrakPemerintah daerah menggunakan aplikasi sistem informasi yang komprehensif untuk merencanakan dan melaporkan pelaksanaan kegiatannya. Penelitian ini bertujuan untuk menganalisis kualitas informasi dalam Sistem Informasi Manajemen Daerah (SIMDA) keuangan berbasis akrual di Dinas X. Penelitian ini merupakan penelitian deskriptif dengan menggunakan pendekatan metode kualitatif. Teknik pengumpulan data dilakukan melalui wawancara dan observasi langsung. Narasumber adalah pegawai yang terlibat dalam penggunaan aplikasi SIMDA keuangan. Data yang terkumpul dari fakta-fakta dalam organisasi kemudian diolah menjadi kalimat-kalimat yang berisi informasi. Hasil penelitian menunjukkan bahwa implementasi SIMDA Keuangan berbasis akrual telah meningkatan kualitas informasi dan telah berjalan secara efektif.Kata Kunci : Implementasi, SIMDA, Akrual  AbstractLocal governments use a comprehensive information system application to plan and report on the implementation of their activities. This study aims to analyze the quality of information in the Accrual-based Financial Management Information System (SIMDA) at the Departement  X. This research is a descriptive study using a qualitative method approach. Data collection techniques were carried out through interviews and direct observation. Resource persons are employees involved in using the SIMDA financial application. The data collected from the facts in the organization are then processed into sentences containing information. The results showed that the implementation of accrual-based SIMDA Finance has improved the quality of information and has been running effectively.Keywords: Implementation, SIMDA, Accrual

Abstract: The existence of information technology provides many benefits in many aspects of life, especially if we are able to maximize the use of such technology, one of which is the emergence of online financial management applications as a medium to manage or manage finance both personal and business finance. This online financial application makes it very easy to plan budgets and record expenses as well as to make financial statements. In this study, online financial applications include financial applications that help manage personal or individual finances, families as well as businesses such as online financial applications Bukukas, BukuWarung, Keuanganku and Money Lover. The research method used in this study is a semi descriptive quantitative method. Where the purpose in this research is to explain the utilization of online financial applications as a medium for managing and managing finance. Online financial applications such as BukuKas, BukuWarung, FInansialku and also Money Lover proved very useful in managing or managing personal finances or individuals, families and also UMKM well, namely in terms of managing income, expenses, investments, receivables and financial statements. In addition, it is more effective and efficient also in terms of financial management time by using the online financial application.

The study aims to determine the effect of the Agency Level Financial Application System (SAKTI), the competence of Human Resources (SDM), Internal Control (PI) on the Quality of Government Financial Reports (KLKP). This study uses a quantitative approach. Data was collected through questionnaires from 92 respondents to the SAKTI application operator at the Directorate General of Treasury's work unit, Ministry of Finance. Data analysis using SmartPLS. The results showed that the implementation of SAKTI and PI had a significant effect on KLKP, while SDM competencies had no effect on KLKP. This research is limited to conduct within the work unit of the Directorate General of Treasury on the island of Java.

Utilization of information technology is a very important requirement for every component of society. Easy, fast and accurate data and information access can optimize routine daily work. Mawaridussalam Islamic boarding school Batang Kuis as an Islamic education institution that plays a role in shaping the character and personality of the next generation of the nation is expected to be able to optimally manage finances and provide good service to the academics of the Islamic boarding school. Until now, financial management is still done manually using bookkeeping, there is no specific financial application used in Islamic boarding school financial management, so it is difficult and slow in recording, processing, controlling and reporting financial activities. Based on these problems, an application is needed that can be used by the treasurer and board of boarding school leaders for financial management systematically. The method applied is the User Centered Design approach and the target that was successfully achieved is the availability of web-based financial management applications that are used properly to increase the efficiency and effectiveness of financial management in Islamic boarding schools.
