Living with water. The Dijkenkaart of the Netherlands De Cultural Heritage Agency made an interesting digital map (in GIS) of all the dikes in the Netherlands. This was possible by using existing digital maps, but new research was necessary to make this general overview. There was discussion about the dating of dikes, because dikes can be of medieval origin, but were adjusted over time. Besides dikes, researchers find GIS and historical information on poldermills, kolks, reclamations and pumping stations. That is why this map is called ‘Living with water’, because this information can help addressing new challenges in climate adaptation strategies dealing with water. Purpose – The purpose of this paper is to propose a model for developing climate adaptation strategies to reduce climate risk for cultural heritage. Cultural heritage has an important role in human well-being. This paper posits that cultural heritage requires an approach that recognises the uniqueness of cultural heritage. The paper draws from the United Nations International Strategy for Disaster Reduction (UNISDR) Making My City Resilient campaign and the Heart of the City Partnership in Newcastle upon Tyne, UK, and proposes a Cultural Heritage Adaptation Forum. The role of the forum is to develop adaptation strategies in a sustainable development context. This is an original attempt to link cultural heritage to climate risk. Design/methodology/approach – The paper draws from two initiatives and uses good practice established from the disaster management and climate communities and proposes a Cultural Heritage Adaptation Forum that can be used to formulate adaptation interventions for cultural heritage. The approach builds on active participation in a global overview of cultural heritage and climate risk led by UNISDR together with personal experience of implementing such strategies in Newcastle upon Tyne, UK. Findings – The paper finds that a model can be developed that incorporates good practice from the climate and disaster management communities. Practical implications – The paper presents a model that can be used by those stakeholders that have an interest in protecting cultural heritage form climate driven hazards. Social implications – Cultural heritage has a value for all and protecting it from climate driven hazards can impact human well-being Originality/value – The paper brings together concepts from different academic and practitioner communities. The concept outlined in the paper will be of interest to all those interested in protecting cultural heritage for climate driven hazards.

AbstractClimate change is borderless, and its impacts are not shared equally by all communities. It causes an imbalance between people by creating a more desirable living environment for some societies while erasing settlements and shelters of some others. Due to floods, sea level rise, destructive storms, drought, and slow-onset factors such as salinization of water and soil, people lose their lands, homes, and natural resources. Catastrophic events force people to move voluntarily or involuntarily. The relocation of communities is a debatable climate adaptation measure which requires utmost care with human rights, ethics, and psychological well-being of individuals upon the issues of discrimination, conflict, and security. As the number of climate-displaced populations grows, the generations-deep connection to their rituals, customs, and ancestral ties with the land, cultural practices, and intangible cultural heritage become endangered. However, intangible heritage is often overlooked in the context of climate displacement. This paper presents reflections based on observations regarding the intangible heritage of voluntarily displaced communities. It begins by examining intangible heritage under the threat of climate displacement, with place-based examples. It then reveals intangible heritage as a catalyst to building resilient communities by advocating for the cultural values of indigenous and all people in climate action planning. It concludes the discussion by presenting the implications of climate displacement in existing intangible heritage initiatives. This article seeks to contribute to the emerging policies of preserving intangible heritage in the context of climate displacement.

AbstractIn this paper I analyze changes in the wage distribution in the Netherlands. I use a matched employer-employee dataset that covers the population of employees. Wage inequality increases over the period of 2001–2016. Changes in between-firm wage components are responsible for nearly the entire increase. Increases in the variance of workers’ skills and increases in worker sorting and worker segregation explain the majority of the rise in the variance of wages. These changes are accompanied by a pattern where variation in educational degree and firm average wages become more correlated over time. Finally, it is suggested that labor market institutions in the Netherlands play an important role in mediating overall wage inequality.

Climate change is expected to have significant impacts on hydrologic regimes and freshwater ecosystems, and yet few basins have adequate numerical models to guide the development of freshwater climate adaptation strategies. Such strategies can build on existing freshwater conservation activities, and incorporate predicted climate change impacts. We illustrate this concept with three case studies. In the Upper Klamath Basin of the western USA, a shift in land management practices would buffer this landscape from a declining snowpack. In the Murray–Darling Basin of south-eastern Australia, identifying the requirements of flood-dependent natural values would better inform the delivery of environmental water in response to reduced runoff and less water. In the Savannah Basin of the south-eastern USA, dam managers are considering technological and engineering upgrades in response to more severe floods and droughts, which would also improve the implementation of recommended environmental flows. Even though the three case studies are in different landscapes, they all contain significant freshwater biodiversity values. These values are threatened by water allocation problems that will be exacerbated by climate change, and yet all provide opportunities for the development of effective climate adaptation strategies.
