The South African Truth and Reconciliation Commission as a model for conflict resolution After the fall of apartheid in 1994, the new South African government got confronted with the necessity to deal with the crimes committed in the past. Apartheid had been a system of institutionalized discrimination by the white minority and this apartheid past could not be ignored when trying to build a unified and peaceful society. The question was how the apartheid atrocities could be dealt with in order for the majority of South Africans to be satisfied. A couple of possibilities were put forward, but the nation eventually opted for the establishment of the Truth and Reconciliation Commission (TRC). This paper will try to provide some background to this phenomenon. Possible alternatives and the coming into existence of the Commission will be highlighted. The concrete proceedings of the TRC will be described and finally the positive and the negative aspects of the Commission will be reflected upon. The final aim is to find out whether the TRC could be seen as a successful and praiseworthy institution and whether it could be regarded as a model for other countries confronted with traumatic conflicts.

A song about a Boer War general, released in 2006, stirred controversy in South Africa by triggering a gearshift amongst Afrikaners towards re-engaging in the political process. The song “De la Rey”, which became a popular South African hit, captured the alienation many Afrikaners felt at having become a politically marginalized and disempowered ethnic minority within a state where Black Nationalism had become the dominant discourse. The song triggered the De la Rey phenomenon in which Afrikaners became once more politically assertive, following a decade in which this community had been politically dormant. Afrikaners took to singing “De la Rey” as a sort of ‘national anthem' when they gathered in sports stadiums, BBQs, pubs and parties. Twelve months after “De la Rey” was released, the South African government expressed concern the song could become “a rallying point for treason”. The De la Rey phenomenon offers an excellent fulcrum to consider how music can provide a platform for political messages which have consequences for the political process.

The South African government declared last year's xenophobic attacks over on 28 May 2008. As early as July 2008, it began to assure displaced foreigners that conditions were favourable for their return to affected communities, and that it would be safe to do so. Yet in the past year there have been repeated attacks in a number of the same communities that fell victim to immigration-control-by-mob in 2008. Why? In this article we argue that the state's reluctance to protect and assist foreigners in the past perpetuates violence, social instability and injustice – for nationals and non-nationals alike. We examine the source of this reluctance, and show how it creates the conditions for weak protection and judicial responses.

Since the report of the first COVID-19 infected person in South Africa, COVID-19 moved from being a distant threat to a new reality overnight. Metaphorically, COVID-19 could be described as rain, and in order to be protected one would need to stand under an umbrella. The fundamental question that stems from this is who is holding this protective umbrella? Is the government holding the umbrella or are we holding the umbrella? In this article/commentary/perspective, we briefly discuss the responsibility of the South African government and the individual during this global pandemic, the reasoning behind the implementation of lockdown and the consequences thereof. We conclude that both government and citizens need to cooperatively take responsibility and work together to fight COVID-19. The protective umbrella needs to be held by both government and by ourselves.

Background: The performance of small businesses makes an important contribution to the South African economy. Although the South African government implemented various initiatives for the development of small businesses in townships, the full advantage of such initiatives has not yet been experienced.Objectives: To investigate how formal, independent small retail businesses operating in Soweto manage transportation as a logistical supply chain driver to be financially sustainable.Method: During 2014, a survey was conducted among a sample of 556 formal, independent small retail businesses in Soweto to determine if these retailers focused on responsiveness or cost-efficiency when managing their logistical supply chain driver of transportation.Results: The results showed that the retailers manage transportation decisions by focusing on either cost-efficiency or responsiveness, depending on the type of transportation decision and the industry in which the retailer operates. In terms of the profile of the older businesses (5 years and older) that showed a growth pattern in income (turnover) over the past year, responsive transportation decisions based on having inventory available (either by direct delivery by suppliers or by using own transportation) was a higher priority than considering cost.Conclusion: The type of transportation decisions made by the older, growing businesses could serve as an example to younger businesses showing a stagnating or contracting growth pattern.

These comments by South Africa's Minister for Trade and Industry, Trevor Manuel, were made in November 1994 in a speech to the African-Caribbean-Pacific (ACP)—European Union (EU) ministerial meeting in Brussels. Words, of course, can be interpreted in various ways. Contrary to the seeming clarity of Manuel's request, the underlying sub-texts illustrated both the past prevarication of the South African Government and the continuing uncertainty on the part of the EU as to the appropriate shape of a new long-term relationship.

Small Medium and Micro Enterprises in South Africa were operating in the era of the apartheid regime but were not given enough support and were not a priority in the government of those days. Before democratic transition, the South African government was mainly giving attention to large businesses as well as state-owned enterprises. It was only in the late 1970s and the early 1980s that the South African government realised the importance of the small enterprise sector and its contribution to the countrys economy. The democratic regime of the early 1990s gave SMMEs an opportunity to participate in the South African economy. A White Paper of 1995 introduced the strategy to promote and develop SMMEs in South Africa and to design an SMME policy framework that will focus its attention on supporting and developing SMMEs. The aim was to enable SMMEs to grow as a way of creating a balance in the economy (away from state-owned and large enterprises) As a result, different support mechanisms have been implemented to support and develop SMMEs in the country since the democratic government took over in 1994. This paper evaluates the business support programmes that have been implemented in South Africa since 1994, specifically in the Free State Province for the development and support of SMMEs. In this respect, the paper compares and evaluates the ability of the business support programmes that have been put in place to develop and support SMMEs in order to grow and become sustainable. This is done by means of a brief overview of the international business support services and an assessment of the South African SMME policy environment. The study also conducted five structured interviews with the management representative of the five different business support programmes in the Free State Province. Some of the key findings indicate that not many SMMEs are aware of business support programmes in the Free State and are even less informed as to where to access finances. At the same time, it was found that staff responsible for business support programmes appears to be incompetent, and therefore, deliver poor quality services. From this study it can be concluded that of all the programmes the government-driven initiatives to develop and support SMMEs struggle the most to become operational. The business support programmes focused on markets to some degree, but seldom made it an inherent requirement. This paper recommends that there should be monitoring and evaluation systems available to document the quality of the service delivery to SMMEs in the Province, and to train the staff of the business support programmes to deliver high-quality services to entrepreneurs. The study compared five business support programmes in the Free State with regards to developing and supporting SMMEs in the province. As a result, the value of the findings might well be considered in terms of future provincial planning documents and policy.

The impassioned debate between those who support sanctions in order to bring about change in South Africa and those who favor “constructive engagement” misses the point. Each side assumes that the problem is to exercise U.S. leverage and pressure on the South African government. It is not. Instead the opportunity is for the U.S. to assist in human investment to help South Africans to acquire the education, skills and training to build their own future. Pressure may or may not contribute to the South African government changing its policies and practices. Investment in human resources has a more reliable payoff in terms of individuals capable of participating in building a new South Africa.

The year 2020, will forever be marked by the Global pandemic, COVID-19. According to The Department of Health in South Africa until September 15, 2020 3,940,217 tests have been conducted. 651,521 positive cases have been identified, 583,126 recoveries have been reported and there has been a total of 15641 deaths. The South African government have introduced a range of parameters and laws in order to curb the spread of the virus whilst simultaneously endorsing programs to spearhead the preparedness of the healthcare system for the various waves of COVID-19 cases that have been forecast.  In conjunction with the new laws and regulations, the South African Government has exercised lockdown and restriction of movement policies. South Africa’s unique, multifaceted and strategic method of combatting the coronavirus has proven to be effective in using existing resources and redirecting both manpower and personnel, thus being of great benefit to all stakeholders and citizens within the country. The prohibition of alcohol is a unique method employed by the government, the full extent to which this policy reform has benefitted the country, its government and its citizens is yet to be fully calculated and projected as South Africa’s Coronavirus cases are still increasing on a daily basis. This policy reform will likely find itself becoming a popular trend with crisis management protocols of other countries if the long-term benefits thereof are proven to be true.
