The article deals with the problems of higher education in the conditions of digitalization of the country's economy. Examples of the formation and development of SMART learning, as well as the creation of virtual departments, as a necessary condition for creating new specialties related to the digitalization of education are shown. The experience of creating a virtual Department and SMART training in MUIT is described. It is shown that the formation of SMART education leads to the cooperation of several universities in training personnel in accordance with the requirements of the digital society. Shown the possibility of creating new specialties corresponding to the digital society, such as "Computer science and the organization of digitalization of education" (Teacher of digitalization of education and the creation of digital educational resources), "Bioinformatics", "Digital agrosystems and complexes". The possibility of cooperation not only with universities, but also with research institutes for training personnel in new specialties, which will be in demand now. All these require from universities to rethink about educational programs and create virtual chairs.

The purposeof the study is to develop an approach to improve information support for the development of the contents of higher education programs and teaching methodological materials. The system of higher education faces the challenges of supporting the development of the digital economy through training and research. Creating the appropriate content of education becomes a difficult task with the high rate of development of digital technologies and methods to use them. Now, in smart learning, the technical aspects of the organization of the educational process often overshadow aspects, related to the methodology or content of smart learning. However, the issues of the content of education become most relevant. Research in the field of knowledge management remain relevant because, the more perfect the technologies become, that notice the algorithmized work of specialists, the higher the value of creativity for society and the economy.Materials and methodsof research include discourse analysis of domestic and foreign scientific sources devoted to the issues of smart education and knowledge management, the systematization of the material. Methodological basis for developing an approach to improve information support is the methods and technologies of the theory of knowledge management.The resultsof the research show that the need for the development of the digital economy places high demands not only for technologies, but also primarily on the competencies for their use. The logic of IT development in education indicates that there is a gradual change in the stages of informatization: from distance education technologies to e-learning and then to smart learning. Each stage of the informatization of education allows solving the problems that are important for the economy and society. There are the factors, influencing the formation of requirements for the content of educational programs: technological, economic, social and geopolitical. The following requirements of smart training for the content of educational programs are revealed: actual information and tasks in the training course; opportunities for independent cognitive, research and project activities of students; distributed information system of smart learning; integration of the educational environment with professional communities; individualization of the content of training.The conclusion.Technologies and methods of knowledge management can provide the necessary level of speed and quality of development of educational materials. The article describes the knowledge management system, which through the knowledge base, communities and co-creation tools, ensures the relevance of the developed content and fills the smart learning with the necessary content.

The article raises the problem of the emerging alarming trend of the higher education’s devaluation for the field of information technology in the society, draws attention to the fashionable trend of obtaining "fast" programming skills without acquiring invaluable knowledge of a fundamental nature, denial of scientific approaches to the creation of software products, as well as the methodological basis design of information systems in accordance with the approved world standards. It has been proven that exclusively higher education provides the necessary competencies in full, since it is supported by a focus on employers' requests and educational programs created on the basis of universities, which are approved by certified experts in the relevant fields of knowledge. The urgent need to transform the thinking of society towards the formation of beliefs about consistency in obtaining education in the field of IT technologies is emphasized.

The article presents an analysis of the educational and professional program "Informatics" of the first (bachelor's) level of higher education in the sphere of knowledge 12 "Information Technology", specialty 122 "Computer Science", implemented at the Faculty of Computer Science and Cybernetics, Taras National University of Kyiv Shevchenko with educational and professional programs of the same level and specialty of other institutions of higher education of Ukraine in terms of program results. During the analysis, they were compared with the approved standard of the first (bachelor's) level of higher education in the specialty 122 "Computer Science". In order to analyze the authors developed a database of educational programs. The ratio of program results in different programs by common specialty is analyzed.

An effective interaction between all stakeholders in the market of educational services is a necessary condition for improving the assessment of the quality of higher education, which, in turn, accentuates high relevance of studying the theory and practice of independent evaluation of higher education quality and quality assurance of educational programs. This is the main purpose of this publication, which is the result of the research in the field of independent evaluation and public accreditation of professional educational programs.During the examination of the projects on independent evaluation and professional and public accreditation of professional educational programs, the following methods were used: collection of empirical information, an analysis of official documents on quality assurance of education, generalization, interpretation.The article outlines a set of systemic problems hindering the process of formation of professional and public accreditation of professional educational programs launched in Russia and proposes the method of improving the independent evaluation and public accreditation of professional educational programs, which can be treated as a real leverage to improve the quality of domestic higher education.

The article gives the information on the modern state of education in the group 20.00.00 — «Technospheric Security and Environmental Management». The attention is paid to the contribution of educational and methodological associations in the formation of the structure of modern multilevel education in Russia. The contribution of educational and methodological association to the creation of specialties and directions in the field of safety, protection of the environment and rational nature management and the creation of new state educational standards is indicated. The problems of the application of updated educational standards of the third generation are analyzed and ways of solving them by creating exemplary basic educational programs with compulsory sections for universities are suggested. The combination of federal state educational standards and exemplary basic educational programs forms the normative and recommendatory base for the further development of higher education, which ensures the unity of the educational space and the variability of education. The project of the updated federal state educational standard of the bachelor degree in the direction of «Technospheric security», updated in accordance with existing professional standards, is presented. The standard is submitted for approval to the Ministry of Education and Science of the Russian Federation. This publication opens a series of publications of updated educational standards and approximate basic educational programs for the enlarged group of specialties and areas 20.00.00 — «Technospheric security and environmental management» with comments and methodological recommendations for their implementation and information on the practice of their implementation.

The article examined the preparedness of a modern computer science teacher for innovation, its innovative culture. It is concluded that innovative culture, as part of professional activity, significantly affects the general culture of a future computer science teacher, relying on the country's cultural traditions and on the experience of successful innovative activities in other countries. The innovative susceptibility of the future teacher of computer science is one of the main requirements for the future professional, since susceptibility is the necessary condition for the success of ongoing changes in the system of higher education.

Purpose The rise of big data and analytics companies has significantly changed the business playground. Big data and the use of data analytics are being adopted more frequently, especially in companies that are looking for new methods to develop smarter capabilities and tackle challenges in the dynamic processes. Working with big data and applying a series of data analysis techniques require strong multidisciplinary skills and knowledge of statistics, econometrics, computer science, data mining, law and business ethics, etc. Higher education institutions (HEIs) are concerned by this phenomenon which is also changing learning needs and require a reorientation toward the development of novel approaches and advancements in their programs. The purpose of this paper is to introduce and define big data analytics as having an immense potential for generating value for businesses. In this context, one prominent strategy is to integrate big data analytics in educational programs to enrich student’ understanding of the role of big data, especially those who want to explore their entrepreneurial ways and improve their effectiveness. So, the main purpose of this article consists, on the one hand, in why HEIs must carefully think about how to provide powerful learning tools and open a new entrepreneurship area in this field, and, why, on the other hand, future entrepreneurs (students) have to use data analytics and how they can integrate, operationally, analytics methods to extract value and enhance their professional capabilities. Design/methodology/approach The author has established an expert viewpoint to discuss the notion of data analytics, identify new ways and re-think what really is new, for both entrepreneurs and HEIs, in the area of big data. This study provides insights into how students can improve their skills and develop new business models through the use of IT tools and by providing the ability to analyze data. This can be possible by bringing the tool of analytics into the higher educational learning system. New analytics methods have to help find new ways to process data and make more intelligent decisions. A brief overview of data analytics and its roles in the context of entrepreneurship and the rise of data entrepreneur is then presented. The paper also outlines the role of educational programs in helping address big data challenges and transform possibilities into opportunities. The key factors of implementing an efficient big data analytics in learning programs, to better orientate and guide students’ project idea, are also explored. The paper concludes with suggestions for further research and limitations of the study. Findings The findings in this paper suggest that analytics can be of crucial importance for student entrepreneurial practice if correctly aligned with their business processes and learning needs and can also lead to significant improvement in their performance and quality of the decisions they make. The added value of big data is the ability to identify useful data and turn it into usable information by identifying patterns and exploiting new algorithms, tools and new project solutions. So, the move toward the introduction of big data and analytics tools in higher education addresses how this new opportunity can be operationalized. Research limitations/implications There are some limitations to this research paper. The research findings have significant implications for HEIs in the field of analytics (mathematics and computer science), and thus, it is not generalizable with any further context. Also, the viewpoint is centered on the data analytics process as a value generator for entrepreneurial opportunities. Originality/value This research can be considered as a contribution with literature about educational quality, entrepreneurship and big data analytics. This study describes that new analytics thinking and computational skills are needed for the newer generation of entrepreneurs to handle the challenges of big data. But, preparing them to capture, analyze, store and manage the large amounts of data available today – so they can see value in data – is not just about implementing and using new technologies. This is also, about, a dynamic, operational and modern educational learning process from which a student can extract the maximum benefit. In another words: How to make new opportunities from these data? Which data to select for the analysis? and How to efficiently apply analytical techniques to generate value?

The author claims that an institution is any collectively accepted system of rules (procedures, practices) that enable us to create institutional facts. These rules typically have the form of X counts as Y in C, where an object, person, or state of affairs X is assigned a special status, the Y status, such that the new status enables the person or object to perform functions that it could not perform solely in virtue of its physical structure, but requires as a necessary condition the assignment of the status. The creation of an institutional fact is, thus, the collective assignment of a status function. The typical point of the creation of institutional facts by assigning status functions is to create deontic powers. So typically when we assign a status function Y to some object or person X we have created a situation in which we accept that a person S who stands in the appropriate relation to X is such that (S has power (S does A)). The whole analysis then gives us a systematic set of relationships between collective intentionality, the assignment of function, the assignment of status functions, constitutive rules, institutional facts, and deontic powers.
