The article raises the problem of the emerging alarming trend of the higher education’s devaluation for the field of information technology in the society, draws attention to the fashionable trend of obtaining "fast" programming skills without acquiring invaluable knowledge of a fundamental nature, denial of scientific approaches to the creation of software products, as well as the methodological basis design of information systems in accordance with the approved world standards. It has been proven that exclusively higher education provides the necessary competencies in full, since it is supported by a focus on employers' requests and educational programs created on the basis of universities, which are approved by certified experts in the relevant fields of knowledge. The urgent need to transform the thinking of society towards the formation of beliefs about consistency in obtaining education in the field of IT technologies is emphasized.

The article explores the task of making higher education more profession-oriented. In this context, we consider the technology of structuring and matching professional activities and content of professional education curricula with the help of ontology. This technology employs intelligent analysis of labor market and educational content matching with the aim to organize educational programs and verify professional competences based on their ontological properties. The article also considers development of a professional training cognitive map that can help design the student’s personalized educational trajectory factoring in the given parameters.

The purpose of the article is to explore the experience and to identify the best practices for modernizing the content and organizational structure of multilevel training of librarians in China. The methodology. The study has used a systematic approach, which allowed to consider all components of the Chinese higher education in the specialties “Library, Archive and Information Science”, to establish the continuity of educational levels of librarians, to find out the factors determining the training system’s modernization. There was carried out comparative and content analysis of the Bachelor’s, Master’s and Doctoral higher education levels educational programs, implemented by Chinese universities in the specialty “Library Science”, “Information Management and Information Systems”. This allowed to determine the general and the specifics of the Information Field Science training in the People’s Republic of China (PRC), to establish interdisciplinarity educational components, to substantiate the objective strengthening of the information component in the content of higher education in library science. The results. The article has looked into the content and structure of 227 different levels educational programs (EP) of the information specialists training, with 41% of them being the Bachelor’s level EP, 49% — Master’s, and 9% — Educational-Scientific Programs (ESP) for the Doctor of Management degree (an equivalent to the Doctor of Philosophy) in Information Sciences, provided in 108 universities in China. There were clarified the EP peculiarities: about 40% of them are programs dedicated to Information Management and Information Systems (Program in Information Management & Information Systems); 35% — EP in Library Science (Program in Library Science); 31.5% — EP in Archive Science (Program in Archive Science). In terms of content, most EPs are interdisciplinary, which is due to the national information infrastructure digitalization and the focus of its components to support the basic technological processes of the information management life cycle. It is established that Chinese universities adhere to the IFLA Guidelines for Professional Library and Information Science (LIS) Educational Programs. The scientific topicality. It is substantiated that in the digital information market the content of modern librarian training should be updated with such relevant interdisciplinary educational components as: “Principles of competitive intelligence and artificial intelligence”, “Electronic library and consolidated information management”, “Intelligent control systems”, “Information security systems”, “Economics of Management and Information Industry”, “Methods of data mining”, “Knowledge extraction and management”, “Analysis and design of information systems”. The practical significance. Ukrainian institutions of higher education when improving educational programs in the can use the study results. Addressing to the best foreign practices of the library specialists training will allow increasing their competitiveness in the world information market and promoting better efficiency of the Ukrainian libraries work in the conditions of the society digitalization.

The article deals with the problems of higher education in the conditions of digitalization of the country's economy. Examples of the formation and development of SMART learning, as well as the creation of virtual departments, as a necessary condition for creating new specialties related to the digitalization of education are shown. The experience of creating a virtual Department and SMART training in MUIT is described. It is shown that the formation of SMART education leads to the cooperation of several universities in training personnel in accordance with the requirements of the digital society. Shown the possibility of creating new specialties corresponding to the digital society, such as "Computer science and the organization of digitalization of education" (Teacher of digitalization of education and the creation of digital educational resources), "Bioinformatics", "Digital agrosystems and complexes". The possibility of cooperation not only with universities, but also with research institutes for training personnel in new specialties, which will be in demand now. All these require from universities to rethink about educational programs and create virtual chairs.

The article describes the features of the use of modern information systems in the activities of the department of higher education institutions. The essence of information systems and the tasks they can perform are revealed. The features of relational and social interaction are described. The basic components of the parts that form the internal information base are determined. The directions of the introduction of information and communication technologies in the management and educational activity of an educational institution are considered. The dependence of the information system effectiveness on the correct strategy for the development, acquisition and use of software products is determined. The article describes the ways of developing and developing information management systems in a higher educational institution It is proved that the information systems use is a prerequisite for the activity of a modern higher education institution, which will promote the adoption of sound strategic management decisions aimed at increasing competitiveness and creating an adequate and efficient infrastructure.

The European Union and the USA collaborate in developing the skills of the application of information technology in the health care workforce. A part of this activity is a project which studies the gaps in the present education and proposes methods of filling these gaps. The objective of this paper is to identify the existing IT related education to the health care work force in Finland. A secondary objective was to get an impression of the experience and attitudes of the members of this workforce about health IT education. This paper presents the results of the survey of how information technology is educated to the students of the health care professions in Finland in the year 2017. In addition to literature search including also the study guides of many major health care professional education organizations, 24 telephone interviews of health care professionals in different fields in Finland were made. The results show that although basic information technology education is often available at every level of education, it is expected that the health care professionals learn to use the health information systems during their training periods or later in working life. The interviews showed that the given education varied considerably and some of the personnel had received no or only a little education on IT during studies. As the amount and quality of on-the-job information technology education varies, many health care professionals are not able to fully benefit from the information systems if their general feeling is that they just “survive” from daily activities with them. The results lead to suggest that the health professional degrees should contain at least a minimal amount of relevant health IT education which is tested with an exam and that the present health care workforce should receive ear-marked in-service training in the use of health information technology based on the needs of the individual.

Information technology has a significant role in the education field. One of the critical roles of information technology is in the form of managing the incoming and outgoing mails. State Polytechnic of Cilacap as a higher education institution feels this role. In this research, the author intends to develop the information systems of the incoming and outgoing mails which is accessible for mobile. The development of this information system implements the waterfall process model. The result of the user testing showed that 75% of the users responded it as excellent, 17% of the users responded it as good, and the rest responded it as enought.

The purpose of research. The current state of the tourism industry is characterized by growing demand for tourism services by using GIS technologies and increasing attraction for tourism. Specialists in this field are increasingly using geographic information technology to solve various problems of tourism. This article represents studies and possibilities of comprehensive information technology use in the field of tourism, such as, using of the avalanche pass for a tourist attraction. The information obtained from GIS technologies may have been used not only for travel agencies, but also to be useful for forestry workers but also (because it is an avalanche), should be taken by correspondent rescue services in the winter. Therefore, these studies currently remain relevant for scientific and practical issues. The goal of the work. Show how GIS technology performs the functions of spatial analysis and specific user tasks, such as, data processing, mapping, visualization of tourist routes and areas, etc. Thus, the most common usage of geographic information technologies for the formation of databases and filling mapping atributes about the tourist object and infrastructure of the tourist destination. Improving the informativeness is achieved by visualizing the various characteristics of the object, that is showing the avalanche area, avalanche path and power, which led to the destruction of the forest, and futher on. Method. A tourist route passing through the village of Chernyk, Nadvirna district, Ivano-Frankivsk region, north of Mount Polensky (Polenskaya) was used for this study. The research in this article is based on the use of the extremely destructive snow avalanche that came down from Polensky Mountain in the Ukrainian Carpathians on March 24, 2006 and led to destruction in a large part of the forest in the Gorgany Nature Reserve. Geoinformation modeling methods were used on the territory of the avalanche slope from Polensky Mountain. Results. A digital terrain model of the study area was created. Geotourism route was developed within Gorgan, also some additional studies were performed related to detailed mapping and surface modeling in terms of route safety. Experimental studies were performed based on materials (DEM) provided by the Research Institute, Geodesy and Cartography , also the SURFAR software package was used. On its way, the avalanche destroys not only a large amount of forest (lumber), but also young trees. By cutting and capturing the soil and forest, the avalanche carries all this material (vegetation, top soil, rocks, debris)to the foot of the mountain and changing the terrain as well. According to our estimates, the forest losses caused by this avalanche were as follows: about 2,500 trees were destroyed, or 1,575 cubic meters of lamber. Different models were created for Mount Polenska, which are shown in the relevant figures. The obtained visual images that will be interesting for tourists and enhance the attractiveness of the object. Scientific novelty and practical value. The performed researches doesn’t have only descriptive nature, but also can be applied for the rescue service to protect of tourists on the route. The development of modern transport information systems and the creation of tourist maps and guides are another goals of this research. The creation and accurate mapping of tourist routes with the use of digital electronic maps is especially important, as the existing cartographic material is very inaccurate and the information is outdated. The use of geographic information technologies in tourism will also expand to solve specific engineering problems related to tourism. In addition, the images shown can serve as a warning of possible dangers. Conclusions. Thus, the use of geological objects in the tourism industry is promising, specially for mountainous and upland areas, which are very attractive for tourism. Because the formation of geotourism routes on the basis of correspondent and trusted geological data, and also involves a detailed study of geolocations, the route of the group, taking into account the safety aspects of travel. These tasks are efficiently implemented with the help of geographic information systems and technologies.

The article presents an analysis of the educational and professional program "Informatics" of the first (bachelor's) level of higher education in the sphere of knowledge 12 "Information Technology", specialty 122 "Computer Science", implemented at the Faculty of Computer Science and Cybernetics, Taras National University of Kyiv Shevchenko with educational and professional programs of the same level and specialty of other institutions of higher education of Ukraine in terms of program results. During the analysis, they were compared with the approved standard of the first (bachelor's) level of higher education in the specialty 122 "Computer Science". In order to analyze the authors developed a database of educational programs. The ratio of program results in different programs by common specialty is analyzed.

This study reported the conference papers presented conducted by the two computing societies in the Philippines. Toward this goal, all published conference proceedings from the National Conference of IT Education and Philippine Computing Society Conference were gathered and analyzed using social network analysis. The findings of the study disclosed that there are 733 papers presented in the conference for the span of 18 years. On the average, both conferences had 27 papers presented annually. Private higher education institutions dominated the list of research productive schools where De La Salle University tops the list. A researcher in the University of the Philippines-Diliman is the most prolific researcher with 39 publications and “algorithm” was the most researched topic. Researchers tend to work in small team consisting of 2 to 3 members. Implications and limitations of the study are also presented.
