Abstract. Peroxyacetyl nitrate (PAN) concentrations in ambient air can be a good indicator of air quality and the effectiveness of control strategies for reducing ozone levels in urban areas. As PAN is formed by the oxidation of reactive hydrocarbons in the presence of nitrogen dioxide (NO2), it is a direct measure of the peroxyacyl radical levels produced from reactive organic emissions in the urban air shed. Carbon soot, known as black carbon or elemental carbon, is a primary atmospheric aerosol species and is a good indicator of the levels of combustion emissions, particularly from diesel engines, in major cities. Mexico City is the second largest megacity in the world and has long suffered from poor air quality. Reported here are atmospheric measurements of PAN and black carbon obtained in Mexico City during the Mexico Megacity 2003 field study. These results are compared with measurements obtained earlier during the Investigación sobre Materia Particulada y Deterioro Atmosférico – Aerosol and Visibility Research (IMADA-AVER) campaign in 1997 to obtain an estimate of the changes in emissions in Mexico City and the effectiveness of control strategies adopted during that time. Concentrations of PAN in 1997 reached a maximum of 34 ppb with an average daily maximum of 15 ppb. The PAN levels recorded in 2003 were quite different, with an average daily maximum of 3 ppb. This dramatic reduction in PAN levels observed in 2003 indicate that reactive hydrocarbon emissions have been reduced in the city due to controls on olefins in liquefied petroleum gas (LPG) and also due to the significant number of newer vehicles with catalytic converters that have replaced older higher emission vehicles. In contrast, black/elemental carbon levels were similar in 1997 and 2003 indicating little improvement likely due to the lack of controls on diesel vehicles in the city. Thus, while air quality and ozone production has improved, Mexico City and other megacities continue to be a major source of black carbon aerosols, which can be an important species in determining regional radiative balance and climate.

Abstract. Knowledge of the sources of carbonaceous aerosol affecting air quality in Riyadh, Saudi Arabia is limited, but needed for the development of pollution control strategies. We conducted sampling of PM2.5 from April to September, 2012 at various sites in the city, and used a thermo-optical semi-continuous method to quantify the organic carbon (OC) and elemental carbon (EC) concentrations. The Community Multiscale Air Quality (CMAQ) measurement was employed for evaluating the effectiveness of fine particulate matter control strategies in Taiwan. There are three scenarios as follows: (I) the 2014 baseline year emission, (II) 2020 emissions reduced via the Clean Air Act (CAA), and (III) other emissions reduced stringently via the Clean Air Act. Based on the Taiwan Emission Data System (TEDs) 8.1, established in 2014, the emission of particulate matter 2.5 (PM2.5) was 73.5 thousand tons y−1, that of SOx was 121.3 thousand tons y−1, and that of NOx was 404.4 thousand tons y−1 in Taiwan. The CMAQ model simulation indicated that the PM2.5 concentration was 21.9 μg m−3. This could be underestimated by 24% in comparison with data from the ambient air quality monitoring stations of the Taiwan Environmental Protection Administration (TEPA). The results of the simulation of the PM2.5 concentration showed high PM2.5 concentrations in central and southwestern Taiwan, especially in Taichung and Kaohsiung. Compared to scenario I, the average annual concentrations of PM2.5 for scenario II and scenario III showed reductions of 20.1% and 28.8%, respectively. From the results derived from the simulation, it can be seen that control of NOx emissions may improve daily airborne PM2.5 concentrations in Taiwan significantly and control of directly emitted PM2.5 emissions may improve airborne PM2.5 concentrations each month. Nevertheless, the results reveal that the preliminary control plan could not achievethe air quality standard. Therefore, the efficacy and effectiveness of the control measures must be considered to better reduce emissions in the future.

Abstract. Regulatory air quality models, such as the Community Multiscale Air Quality model (CMAQ), are used by federal and state agencies to guide policy decisions that determine how to best achieve adherence with National Ambient Air Quality Standards for surface ozone. We use observations of ozone and its important precursor NO2 to test the representation of the photochemistry and emission of ozone precursors within CMAQ. Observations of tropospheric column NO2 from the Ozone Monitoring Instrument (OMI), retrieved by two independent groups, show that the model overestimates urban NO2 and underestimates rural NO2 under all conditions examined for July and August 2011 in the US Northeast. The overestimate of the urban to rural ratio of tropospheric column NO2 for this baseline run of CMAQ (CB05 mechanism, mobile NOx emissions from the National Emissions Inventory; isoprene emissions from MEGAN v2.04) suggests this model may under estimate the importance of interstate transport of NOx. This CMAQ simulation leads to a considerable overestimate of the 2 month average of 8 h daily maximum surface ozone in the US Northeast, as well as an overestimate of 8 h ozone at AQS sites during days when the state of Maryland experienced NAAQS exceedances. We have implemented three changes within CMAQ motivated by OMI NO2 as well as aircraft observations obtained in July 2011 during the NASA DISCOVER-AQ campaign: (a) the modeled lifetime of organic nitrates within CB05 has been reduced by a factor of 10, (b) emissions of NOx from mobile sources has been reduced by a factor of 2, and (c) isoprene emissions have been reduced by using MEGAN v2.10 rather than v2.04. Compared to the baseline simulation, the CMAQ run using all three of these changes leads to a considerably better simulation of the ratio of urban to rural column NO2, better agreement with the 2 month average of daily 8 h maximum ozone in the US Northeast, fewer number of false positives of an ozone exceedance throughout the domain, as well as an unbiased simulation of surface ozone at ground based AQS sites in Maryland that experienced an ozone exceedance during July and August 2007. These modifications to CMAQ may provide a framework for use in studies focused on achieving future adherence to specific air quality standards for surface ozone by reducing emission of NOx from various anthropogenic sectors.

Abstract Sarawak Region of Malaysia is currently experiencing a high demand for capital needs such as transformation forest to plantations, economic development, and improving transportation systems. Those land cover changes will increase primary pollutant emissions and trigger surface O3 formation. Surface O3 is a secondary pollutant and a significant greenhouse gas contributing to climate change and declining air quality. In this study, variations in surface O3 concentrations at urban and suburban sites in Sarawak were explored using the Malaysian Department of Environment data spanning a two-year cycle (2018-2019). The primary aim of this study is to ascertain the variation of surface O3 concentrations reported at four monitoring stations in Sarawak, namely Kuching (SQ1) (Urban), Sibu (SQ2) (Suburban), Bintulu (SQ3) (Suburban), and Miri (SQ4) (Suburban). The study also analysed the relationship between O3 distribution and nitrogen oxides (NO and NO2). The findings showed that O3 concentrations observed in the region during the study period were lower than the maximum permissible value of 100 ppbv suggested by the Malaysian Ambient Air Quality Standard (2020). SQ4 (Miri) at suburban sites recorded the highest average surface O3 concentrations with an hourly average and daily maximum O3 concentration of 15.7 and 89.5 ppbv, respectively. Temperatures, UV exposure, and wind speed all impact the concentration of surface O3 in Sarawak. In all stations, concentrations of O3 were inversely linked with NO, NO2, and relative humidity (RH). This research will assist the relevant agency in forecast, monitor, and mitigate the level of O3 in the ambient environment, especially in the Sarawak Region.

Abstract. The sensitivity of ozone production to precursor emissions was investigated under five different meteorological conditions in the Mexico City Metropolitan Area (MCMA) during the MCMA-2006/MILAGRO field campaign using the gridded photochemical model CAMx driven by observation-nudged WRF meteorology. Precursor emissions were constrained by the comprehensive data from the field campaign and the routine ambient air quality monitoring network. Simulated plume mixing and transport were examined by comparing with measurements from the G-1 aircraft during the campaign. The observed concentrations of ozone precursors and ozone were well reproduced by the model. The effects of reducing precursor emissions on urban ozone production were performed for three representative emission control strategies. A 50% reduction in VOC emissions led to 7 to 22 ppb decrease in daily maximum ozone concentrations, while a 50% reduction in NOx emissions leads to 4 to 21 ppb increase, and 50% reductions in both NOx and VOC emission decrease the daily maximum ozone concentrations up to 10 ppb. These results along with a chemical indicator analysis using the chemical production ratios of H2O2 to HNO3 demonstrate that the MCMA urban core region is VOC-limited for all meteorological episodes, which is consistent with the results from MCMA-2003 field campaign; however the degree of the VOC-sensitivity is higher in the MCMA-2006 due to lower VOC/NOx emission ratio and VOC reactivity. Ozone formation in the surrounding mountain/rural area is mostly NOx-limited, but can be VOC-limited, and the range of the NOx-limited or VOC-limited areas depends on meteorology.

There was executed the complex assessment of air pollution in the city Novokuibyshevsk in 2014. There were outlined basic chemicals exceeding hygienic standards, as well as causing both carcinogenic and non-carcinogenic health risk. Average concentrations of pollutants were shown to fail to exceed the average daily maximum permissible concentration, and on the basis of this air pollution index in the city of Novokuibyshevsk was the low in 2014. However, air pollution in the city of Novokuibyshevsk decreased not due to the reduction of the concentration of priority pollutants, but as a result of the revision of the admissible values for formaldehyde concentrations. Individual carcinogenic risks to the health of children under 18 years according to hexavalent chromium, benzene and formaldehyde exceeded the border of maximum permissible risk, and were attributed to the third reference range of risk values in accordance with the R 2.1.10.1920-04. The carcinogenic risk to the health of adults and the population of the city of Novokuibyshevsk as a whole was in the third reference range boundaries only for hexavalent chromium. However, the overall carcinogenic risk for health of children aged up to 18 years amounted to 1.18∙10-3 and moved into a fourth reference range boundaries. The total index of danger with all substances, the content of which was monitored in the ambient air in the city of Novokuibyshevsk, accounted for 17.74 and also demanded measures to reduce air pollution in the near future.

Abstract. A single particle soot photometer (SP2) was operated on the NCAR C-130 during the MIRAGE campaign (part of MILAGRO), sampling black carbon (BC) over Mexico. The highest BC concentrations were measured over Mexico City (sometimes as much as 2 μg/m3) and over hill-fires to the south of the city. The age of plumes outside of Mexico City was determined using a combination of HYSPLIT trajectories, WRF-FLEXPART modeling and CMET balloon tracks. As expected, older, diluted air masses had lower BC concentrations. A comparison of carbon monoxide (CO) and BC suggests a CO background of around 65 ppbv, and a background-corrected BC/COnet ratio of 2.89±0.89 (ng/m3-STP)/ppbv (average ± standard deviation). This ratio is similar for fresh emissions over Mexico City, as well as for aged airmasses. Comparison of light absorption measured with a particle soot absorption photometer (PSAP) and the SP2 BC suggests a BC mass-normalized absorption cross-section (MAC) of 10.9±2.1 m2/g at 660 nm (or 13.1 m2/g @ 550 nm, assuming MAC is inversely dependent on wavelength). This appears independent of aging and similar to the expected absorption cross-section for aged BC, but values, particularly in fresh emissions, could be biased high due to instrument artifacts. SP2-derived BC coating indicators show a prominent thinly-coated BC mode over the Mexico City Metropolitan Area (MCMA), while older air masses show both thinly-coated and thickly-coated BC. Some 2-day-old plumes do not show a prominent thickly-coated BC mode, possibly due to preferential wet scavenging of the likely-hydrophilic thickly-coated BC.

Abstract. Improving the air quality in China is a long and arduous task. Although China has made very aggressive plans for air pollutant control, the difficulties in achieving the new air quality goals are still significant. A lot of cities are developing their implementation plan (CIP) for new air quality goals. In this study, a southern city, Guangzhou, has been selected to analyze the feasibility and difficulties of new air quality standard compliance, as well as the CIP evaluation. A comprehensive study of the air quality status in Guangzhou and the surrounding area was conducted using 22 monitoring sites collection data for O3, PM2.5 and PM10. The monthly non-attainment rates for O3 vary from 7 to 25% for May to November. The city average PM2.5 concentration was 53 μg m−3 in Guangzhou in 2010, which needs to be reduced by at least 34% to achieve the target of 35 μg m−3. The PM2.5 high violation months are from November to March. A CIP was developed for Guangzhou, which focused on PM2.5. Based on the CIP, the emission amounts of NOx, PM10, PM2.5 and volatile organic compounds (VOCs) in 2025 would be controlled to 119, 61, 26 and 163 thousand tons, respectively, reduced by 51.9%, 55.9%, 61.8% and 41.3%, respectively, compared to 2010. Analysis of air quality using the model MM5-STEM suggests that the long-term control measures would achieve the PM2.5 and PM10 goals successfully by 2025. The PM2.5 annual average concentration would be reduced to 27 μg m−3 in 2025. However, such PM2.5-based emission control scenarios may enhance the ozone pollution problems. The O3 non-attainment rate would increase from 7.1% in 2010 to 12.9% in 2025, implying that ozone will likely become a major compliance issue with the new national ambient air quality standards (NAAQS). This suggests that O3 control must be taken into account while designing PM2.5 control strategies, especially PM2.5 compliance under increased atmospheric oxidation, and for VOCs / NOx reduction ratios need to be further investigated, in order to eventually achieve O3–PM2.5 co-improvement in this region or other cities.

The contribution of intercity trucking to air pollution in a given region is readily recognized as significant by transportation and air quality planners. Other than emissions standards for newly sold trucks, neither the air quality nor the transportation planning communities has focused on implementing control strategies that directly mitigate emissions from intercity trucking. As nonattainment areas strive to comply with the National Ambient Air Quality Standards, the potential emission reduction benefits of truck-related control measures must be evaluated to ensure that all sources of emissions are considered in the planning processes. However, little is known about the contribution of intercity trucking to emissions inventories in regions across the country, particularly since the Environmental Protection Agency's MOBILE emissions factor model is not well-suited for this purpose. The incorporation of intercity trucking in emission inventory estimates is reviewed, and a methodology by which intercity trucking emissions can be easily isolated using information documented in state implementation plans (SIPs) is developed. Using SIP data for a select number of metropolitan areas and the Truck Inventory and Use Survey (TIUS), the emissions contributions of city-to-city truck transport and drayage operations are assessed. Furthermore, the contribution of intercity trucking to emission reductions in areas across the country is determined using information reported in 15 percent volatile organic compound reduction plans.
