A step forward toward the high-resolution assessment of virtual water flows at the company’s scale

<p>Through the international trade of agricultural goods, water resources that are physically used in the country of production are virtually transferred to the country of consumption. Food trade leads to a global redistribution of freshwater resources, thus shaping distant interdependencies among countries. Recent studies have shown how agricultural trade drives an outsourcing of environmental impacts pertaining to depletion and pollution of freshwater resources, and eutrophication of river bodies in distant producer countries. What is less clear is how the final consumer – being an individual, a company, or a community- impacts the water resources of producer countries at a subnational scale. Indeed, the variability of sub-national water footprint (WF in m<sup>3</sup>/tonne) due to climate, soil properties, irrigation practices, and fertilizer inputs is generally lost in trade analyses, as most trade data are only available at the country scale. The latest version of the Spatially Explicit Information on Production to Consumption Systems model  (SEI-PCS) by Trase provides detailed data on single trade flows (in tonne) along the crop supply chain: from local municipalities- to exporter companies- to importer companies – to the final consumer countries. These data allow us to capitalize on the high-resolution data of agricultural WF available in the literature, in order to quantify the sub-national virtual water flows behind food trade. As a first step, we assess the detailed soybean trade between Brazil and Italy. This assessment is relevant for water management because the global soybean flow reaching Italy may be traced back to 374 municipalities with heterogeneous agricultural practises and water use efficiency. Results show that the largest flow of virtual water from a Brazilian municipality to Italy -3.52e+07 m<sup>3</sup> (3% of the total export flow)- comes from Sorriso in the State of Mato Grosso. Conversely, the highest flow of blue water -1.56e+05 m<sup>3</sup>- comes from Jaguarão, in the State of Rio Grande do Sul, located in the Brazilian Pampa. Further, the analysis at the company scale reveals that as many as 37 exporting companies can be identified exchanging to Italy;  Bianchini S.A is the largest virtual water trader (1.88 e+08 m<sup>3</sup> of green water and 3,92 e+06 m<sup>3</sup> of blue water), followed by COFCO (1,06 e+08 m<sup>3</sup> of green water and 6.62 m<sup>3</sup> of blue water)  and Cargill ( 6.96 e+07 m<sup>3</sup> of green water and 2.80 e+02 m<sup>3</sup> of blue water). By building the bipartite network of importing companies and municipalities originating the fluxes we are able to efficiently disaggregate the supply chains , providing novel tools to build sustainable water management strategies.</p>

Abstract. Many nations save domestic water resources by importing water-intensive products and exporting commodities that are less water intensive. National water saving through the import of a product can imply saving water at a global level if the flow is from sites with high to sites with low water productivity. The paper analyses the consequences of international virtual water flows on the global and national water budgets. The assessment shows that the total amount of water that would have been required in the importing countries if all imported agricultural products would have been produced domestically is 1605 Gm3/yr. These products are however being produced with only 1253 Gm3/yr in the exporting countries, saving global water resources by 352 Gm3/yr. This saving is 28 per cent of the international virtual water flows related to the trade of agricultural products and 6 per cent of the global water use in agriculture. National policy makers are however not interested in global water savings but in the status of national water resources. Egypt imports wheat and in doing so saves 3.6 Gm3/yr of its national water resources. Water use for producing export commodities can be beneficial, as for instance in Cote d'Ivoire, Ghana and Brazil, where the use of green water resources (mainly through rain-fed agriculture) for the production of stimulant crops for export has a positive economic impact on the national economy. However, export of 28 Gm3/yr of national water from Thailand related to rice export is at the cost of additional pressure on its blue water resources. Importing a product which has a relatively high ratio of green to blue virtual water content saves global blue water resources that generally have a higher opportunity cost than green water.

Northwest African countries (NA) consume 70 percent of their renewable water resources, and groundwater overdraft has become a major problem. Blue water irrigation represents 17 percent of overall water resources and is economically significant. Green water represents 83 percent, but is not yet well evaluated, and is not considered in national water strategies, along with virtual water embedded in international food trade. Irrigation enhances local agrifood production but it has not changed the proportion of staple foods. The region remains a major net food importer and, largely due to population increase, water dependency increased from 30 percent to 50 percent between 1970 and 2010. Population forecasts predict that water demand will continue to grow, and could reach more than three times the present level. Given the blue water status, NA must develop approaches to cope with water–food challenges, based on international virtual water flow optimization and better green water valorization.

Abstract. Climate variation will affect hydrological cycle, as well as the availability of water resources. In spite of large progresses have been made in the dynamics of hydrological cycle variables, the dynamics and drivers of blue water flow, green water flow and total flow (three flows), as well as the proportion of green water (GWC), in the past and future at county scale, were scarcely investigated. In this study, taking the Heihe River basin in China as an example, we investigated the dynamics of green and blue water flows and their controlling factors during 1980–2009 using five statistical approaches and the Soil and Water Assessment Tool (SWAT). We found that there were large variations in the dynamics of green and blue water flows during 1980–2009 at the county scale. Three flows in all counties showed an increasing trend except Jiayuguan and Jianta county. The GWC showed a downward trend in the Qilian, Suzhou, Shandan, Linze and Gaotai counties, but an upward trend in the Mingle, Sunan, Jinta, Jiayuguan, Ganzhou and Ejilaqi counties. In all the counties, the three flows and GWC had strong persistent trends in the future, which are mainly ascribed to rainfall variation. In the Qilian and Shandan counties, rainfall was the major controlling factor for the three flows and GWC. Rainfall controlled the green water and total flows in the Mingle, Linze and Gaotai counties; green water flow and GWC in the Suzhou county; green water flow, total flow and GWC in the Jinta and Ejilaqi counties. Our results also showed that the "Heihe River basin allocation project" had significant influences on the abrupt changes of the flows above-mentioned. Our results illustrate the status of the water resources at county scale, providing a reference for water resources management of inland river basins.

Abstract. China is a water-stressed country, and agriculture consumes the bulk of its water resources. Assessing the virtual water content (VWC) of crops is one important way to develop efficient water management measures to alleviate water resources conflicts among different sectors. In this research, the VWC of rice, as a major crop in China, was assessed and the spatial characteristics were analyzed. In addition to the calculation of green, blue and grey water – the direct water in VWC – the indirect water use of rice was also calculated, using the Input–Output model. The percentages of direct green, blue, grey and indirect water in the total VWC of rice in China were 43.8, 28.2, 27.6, and 0.4%. The total VWC of rice generally showed a three-tiered distribution, and decreased from southeast to northwest. The higher values of direct green water of rice were mainly concentrated in Southeast and Southwest China, while these values were relatively low in Northwest China and Inner Mongolia. The higher direct blue water values were mainly concentrated in the eastern and southern coastal regions and Northwest China, and low values were mainly concentrated in Southwest China. Grey water values were relatively high in Shanxi and Guangxi provinces and low in Northeast and Northwest China. The regions with high values for indirect water were randomly distributed but the regions with low values were mainly concentrated in Northwest and Southwest China. For the regions with relatively high total VWC the high values of blue water made the largest contribution, although for the country as a whole the direct green water is the most important contributor.

The water footprint concept broadens the scope of traditional national and corporate water accounting as it has been previously known. It highlights the ways in which water consuming and polluting activities relate to the structure of the global economy, opening a window of opportunity to increase transparency and improve water management along whole-production and supply chains. This concept adds a new dimension to integrated water resources management in a globalized world. The water footprint is a relatively recent indicator. Created in 2002, it aims to quantify the effect of consumption and trade on the use of water resources. Specifically, the water footprint is an indicator of freshwater use that considers both direct and indirect water use of a consumer or producer. For instance, the water footprint of a product refers to the volume of freshwater used to produce the product, tracing the origin of raw material and ingredients along their respective supply chains. This novel indirect component of water use in supply chains is, in many cases, the greatest share of water use, for example, in the food and beverage sector and the apparel industry. Water footprint assessment shows the full water balance, with water consumption and pollution components specified geographically and temporally and with water consumption specified by type of source (e.g., rainwater, groundwater, or surface water). It introduces three components: 1. The blue water footprint refers to the consumption of blue water resources (i.e., surface and groundwater including natural freshwater lakes, manmade reservoirs, rivers, and aquifers) along the supply chain of a product, versus the traditional and restricted water withdrawal measure. 2. The green water footprint refers to consumption through transpiration or evaporation of green water resources (i.e., soilwater originating from rainwater). Green water maintains natural vegetation (e.g., forests, meadows, scrubland, tundra) and rain-fed agriculture, yet plays an important role in most irrigated agriculture as well. Importantly, this kind of water is not quantified in most traditional agricultural water use analyses. 3. The grey water footprint refers to pollution and is defined as the volume of freshwater that is required to assimilate the load of pollutants given natural concentrations for naturally occurring substances and existing ambient water-quality standards. The water footprint concept has been incorporated into public policies and international standards. In 2011, the Water Footprint Network adopted the Water Footprint Assessment Manual, which provides a standardized method and guidelines. In 2014, the International Organization for Standardization adopted a life cycle-based ISO 14046 standard for the water footprint; it offers guidelines to integrate water footprint analysis in life-cycle assessment for products. In practice, water footprint assessment generally results in increased awareness of critical elements in a supply chain, such as hotspots that deserve most attention, and what can be done to improve water management in those hotspots. Water footprint assessment, including the estimation of virtual water trade, applied in different countries and contexts, is producing new data and bringing larger perspectives that, in many cases, lead to a better understanding of the drivers behind water scarcity.

Water governance and management are important challenges for the River Indus Basin in Pakistan. Water governance refers to social, political and economic factors that influence water management. The water scarcity and water security are a major concern for the state to control its water resources. The study aims to give Sindh water policy by exploring the challenges to Indus Basin in managing water resources and to identify opportunities Indus Basin can look to improve water management. Interviews were conducted from water experts and analysts having 5 years’ experience or more in the water sector of Pakistan through a semi-structured self-developed questionnaire using purposive sampling technique and transcripts were analyzed using thematic content analysis. The findings show that increasing population, climatic change and rising demand of water are major challenges Indus is facing and Indus with time is getting water-scarce therefore need strong institutions, civil society and legislatures to ensure equitable distribution of water and maintain the ecosystem. The study emphasizes that water governance and management are necessary for sustainable use of water. Pakistan, the water stress country needs to address ‘governance’ at a wider scale to solve problems in the Indus Basin for the livelihood of people. The research will benefit the state, water experts, institutions as well as civil society to promote efficient use of water in Indus Basin.

In Tarim River Basin (TRB), the retreat of glacier and snow cover reduction due to climate warming threatens the regional economy of downstream basins that critically depends on meltwater. However, the quantitative evaluation of its impact on multiple sectors of the socioeconomic system is incomplete. Based on compiled regional input–output table of the year 2012, this study developed a method to analyze the relationships between economic activities and related meltwater withdrawal, as well as sectoral transfer. The results show that the direct meltwater withdrawal intensity (DMWI) of agriculture was much higher than other sectors, reaching 2348.02 m3/10,000 CNY. Except for A01 (agriculture) and A02 (mining and washing of coal), the embodied meltwater withdrawal (EMW) driven by the final demand of other sectors was greater than direct meltwater withdrawal, and all sectors required inflows of virtual water (72.45 × 108 m3, accounting for 29% of total supply from cryospheric water resources) for their production processes in 2012. For sectors with high DMWI, improving water-use efficiency is an effective way to reduce water withdrawal. To some extent, the unbalanced supply of cryospheric water resources due to geographical segregation can be regulated by virtual water flows from water-saving to water-intensive sectors. Such decisions can affect the balance between socioeconomic development and environment conservation for long-term sustainability.

AbstractEnding hunger and ensuring food security are among targets of 2030’s SDGs. While food trade and the embedded (virtual) water (VW) may improve food availability and accessibility for more people all year round, the sustainability and efficiency of food and VW trade needs to be revisited. In this research, we assess the sustainability and efficiency of food and VW trades under two food security scenarios for Iran, a country suffering from an escalating water crisis. These scenarios are (1) Individual Crop Food Security (ICFS), which restricts calorie fulfillment from individual crops and (2) Crop Category Food Security (CCFS), which promotes “eating local” by suggesting food substitution within the crop category. To this end, we simulate the water footprint and VW trades of 27 major crops, within 8 crop categories, in 30 provinces of Iran (2005–2015). We investigate the impacts of these two scenarios on (a) provincial food security (FSp) and exports; (b) sustainable and efficient blue water consumption, and (c) blue VW export. We then test the correlation between agro-economic and socio-environmental indicators and provincial food security. Our results show that most provinces were threatened by unsustainable and inefficient blue water consumption for crop production, particularly in the summertime. This water mismanagement results in 14.41 and 8.45 billion m3 y−1 unsustainable and inefficient blue VW exports under ICFS. “Eating local” improves the FSp value by up to 210% which lessens the unsustainable and inefficient blue VW export from hotspots. As illustrated in the graphical abstract, the FSp value strongly correlates with different agro-economic and socio-environmental indicators, but in different ways. Our findings promote “eating local” besides improving agro-economic and socio-environmental conditions to take transformative steps toward eradicating food insecurity not only in Iran but also in other countries facing water limitations.
