Abstract. Effective communication of heat risk to public audiences is critical for promoting behavioral changes that reduce susceptibility to heat-related illness. The U.S. National Oceanic and Atmospheric Administration (NOAA) National Weather Service (NWS) provides heat-related information to the public using social media platforms such as Facebook. We applied a novel rhetorical framework to evaluate 5 years (2015–2019) of public responses to heat-related Facebook posts from the NWS office in Phoenix (Arizona) to identify “commonplaces” or community norms, beliefs, and values that may present challenges to the effectiveness of heat risk communication. Phoenix is in one of the hottest regions in North America and is the 10th-largest metropolitan area in the U.S. We found the following two key commonplaces: (1) the normalization of heat and (2) heat as a marker of community identity. These commonplaces imply that local audiences may be resistant to behavioral change, but they can also be harnessed in an effort to promote protective action. We also found that public responses to NWS posts declined over the heat season, further suggesting the normalization of heat and highlighting the need to maintain engagement. This work provides a readily generalizable framework for other messengers of high-impact weather events to improve the effectiveness of their communication with receiver audiences.

Abstract With funding provided by the 2012 Disaster Relief Act (Sandy Supplemental), NOAA’s Earth System Research Laboratory Physical Sciences Division has installed three Doppler wind-profiling radars and surface meteorology towers along the U.S. Gulf and southeast coasts to help detect and monitor landfalling tropical storms and other high-impact weather events. This same combination of instruments has been used to monitor landfalling atmospheric rivers on the U.S. West Coast. For this reason, we refer to the whole collection of instruments at each site as an Atmospheric River Observatory (ARO). These three new AROs supported by the Sandy Supplemental complement a fourth ARO deployed in coastal North Carolina as part of NOAA’s Hydrometeorology Testbed Southeast Pilot Study. These four AROs were installed in time to capture the 2014 hurricane season and will be operated through the 2015 hurricane season.

Abstract Background In response to the COVID-19 pandemic and associated adoption of scarce resource allocation (SRA) policies, we sought to rapidly deploy a novel survey to ascertain community values and preferences for SRA and to test the utility of a brief intervention to improve knowledge of and values alignment with a new SRA policy. Given social distancing and precipitous evolution of the pandemic, Internet-enabled recruitment was deemed the best method to engage a community-based sample. We quantify the efficiency and acceptability of this Internet-based recruitment for engaging a trial cohort and describe the approach used for implementing a health-related trial entirely online using off-the-shelf tools. Methods We recruited 1971 adult participants (≥ 18 years) via engagement with community partners and organizations and outreach through direct and social media messaging. We quantified response rate and participant characteristics of our sample, examine sample representativeness, and evaluate potential non-response bias. Results Recruitment was similarly derived from direct referral from partner organizations and broader social media based outreach, with extremely low study entry from organic (non-invited) search activity. Of social media platforms, Facebook was the highest yield recruitment source. Bot activity was present but minimal and identifiable through meta-data and engagement behavior. Recruited participants differed from broader populations in terms of sex, ethnicity, and education, but had similar prevalence of chronic conditions. Retention was satisfactory, with entrance into the first follow-up survey for 61% of those invited. Conclusions We demonstrate that rapid recruitment into a longitudinal intervention trial via social media is feasible, efficient, and acceptable. Recruitment in conjunction with community partners representing target populations, and with outreach across multiple platforms, is recommended to optimize sample size and diversity. Trial implementation, engagement tracking, and retention are feasible with off-the-shelf tools using preexisting platforms. Trial registration ClinicalTrials.gov NCT04373135. Abstract. Post-event damage assessments are of paramount importance to document the effects of high-impact weather-related events such as floods or strong wind events. Moreover, evaluating the damage and characterizing its extent and intensity can be essential for further analysis such as completing a diagnostic meteorological case study. This paper presents a methodology to perform field surveys of damage caused by strong winds of convective origin (i.e. tornado, downburst and straight-line winds). It is based on previous studies and also on 136 field studies performed by the authors in Spain between 2004 and 2018. The methodology includes the collection of pictures and records of damage to human-made structures and on vegetation during the in situ visit to the affected area, as well as of available automatic weather station data, witness reports and images of the phenomenon, such as funnel cloud pictures, taken by casual observers. To synthesize the gathered data, three final deliverables are proposed: (i) a standardized text report of the analysed event, (ii) a table consisting of detailed geolocated information about each damage point and other relevant data and (iii) a map or a KML (Keyhole Markup Language) file containing the previous information ready for graphical display and further analysis. This methodology has been applied by the authors in the past, sometimes only a few hours after the event occurrence and, on many occasions, when the type of convective phenomenon was uncertain. In those uncertain cases, the information resulting from this methodology contributed effectively to discern the phenomenon type thanks to the damage pattern analysis, particularly if no witness reports were available. The application of methodologies such as the one presented here is necessary in order to build homogeneous and robust databases of severe weather cases and high-impact weather events.

AbstractExtreme heatwaves will occur more frequently and with higher intensity in future. Their consequences for human health can be fatal if adaptation measures will not be taken. This study analyses factors related to heat adaptation measures in private households in Germany. During the summer months of 2019, indoor temperatures were measured in over 500 private households in the City of Augsburg, Germany, accompanied by a survey to find out about heat perception and adaptation measures. Hypotheses deducted from the Protective Action Decision Model were tested using one-way ANOVAs, regression analysis and in the end a multiple hierarchical regression model. The results of the hypotheses tested imply an influence of knowledge and heat risk perception of heat adaptation behaviour and an influence of age on heat risk perception. The results of the regression model show an influence of the efficacy-related attribute, of age, indoor temperature, subjective heat stress and health implications to heat adaptation behaviour. In the end, this study proposes adjustments to the PADM according to the results of the hierarchical regression analysis.

Malicious political socialbots used to sway public opinion regarding the U.S. government and its functions have been identified as part of a larger information warfare effort by the Russian government. This work asks what is knowable from a web-based sleuthing approach regarding the following four factors: 1) the ability to identify malicious political socialbot accounts based on their ego neighborhoods at 1, 1.5, and 2 degrees; 2) the ability to identify malicious political socialbot accounts based on the claimed and linked geographical locations of their accounts, their ego neighborhoods, and their #hashtag networks; 3) the ability to identify malicious political socialbot accounts based on their strategic messaging (content, sentiment, and language structures) on respective social media platforms; and 4) the ability to identify and describe “maliciousness” in malicious political socialbot accounts based on observable behaviors on that account on three social media platform types: (a) microblogging, (b) social networking, and (c) crowd-sourced encyclopedia content sharing.

Children's use of social media affects their interactions with consumer brands. Because children's social media use is a part of people's increasing use of social platforms to communicate and share content with each other, it is important to understand how children are using such platforms as sources of market-related information. This is because children's socialisation as consumers depends upon their accessing a range of market-related information sources, and social media platforms are envisaged to facilitate such access. Children's interactions with consumer brands are governed by interaction processes, and such processes shape the relationships that children may form with brands. Understanding these interaction processes will provide insights for parents, educators, and business marketers seeking information as to how the next generation of consumers use social media for market-related activities.

Many cities are experiencing persistent risk in China due to frequent extreme weather events. Some extreme weather events, such as extreme heat hazard, have seriously threatened human health and socio-economic development in cities. There is an urgent need to measure the degree of extreme heat risk and identify cites with the highest levels of extreme heat risk. In this study, we presented a risk assessment framework of extreme heat and considered risk as a combination of hazard, exposure, and vulnerability. Based on these three dimensions, we selected relevant variables from historical meteorological data (1960–2016) and socioeconomic statistics in 2016, establishing an indicator system of extreme heat risk evaluation. Finally, we developed an extreme heat risk index to quantify the levels of extreme heat risk of 296 prefecture-level cities in China and revealed the spatial pattern of extreme heat risk in China in 2016 and their dominant factors. The results show that (1) cities with high levels of extreme heat hazard are mainly located in the south of China, especially in the southeast of China; (2) the spatial distribution of the extreme heat risk index shows obvious agglomeration characteristics; (3) the spatial distribution of the extreme heat risk is still mostly controlled by natural geographical conditions such as climate and topography; (4) among the four types of hazard-dominated, exposure-dominated, vulnerability-dominated, and low risk cities, the number of vulnerability-dominated cities is the largest. The results of this study can provide support for the risk management of extreme heat disasters and the formation of targeted countermeasures in China.

Abstract This paper explores social bonding in language play via the construction of ‘Chinese character (annotation)’ on two major social media platforms (Sina Weibo and WeChat) in China. The Chinese characters and their bracketed annotations under study, despite their one-to-one matching in sequence, never match each other either in meaning or in pronunciation. They convey a sense of playfulness among social media users who may be acquaintances or strangers to each other. While research on language play has uncovered systematic interpersonal meanings and social functions, our analysis of screen-based and user-based data shows that such linguistic behavior in a virtual community of practice contributes to social bonding among social media players. Within such structure and with different substitutes for both characters and annotations, social media users frame their expressions in evaluative or emotive ways to facilitate their presentation of an alternative self and of individual or community values.
