Children’s participation and accountability to children are increasingly common aspirations of child-focused organisations; development agencies and research institutions frequently use young people’s advisory councils as one path to participation. A key challenge is to not only find meaningful ways to institutionalise children’s views as part of organisational decision making, but also to identify and address barriers to participation. This article presents the findings of a commissioned landscape assessment to identify good practices and lessons learned from child-focused agencies, in order to inform the operationalisation of children’s requests on programme improvements and accountability to children. The study was exploratory and qualitative. It included primary and secondary data collection, including a desk review, key informant interviews with adults and young people, and focus group discussions with young people. The findings showed common elements of organisational models of child participation and insights from children and young people on the types of decisions they want to influence, reasons why they should be heard, and how-to approaches to support their meaningful participation. Other findings focused on key challenges of children’s participation in governance, including adult mindsets, low capacity, and structural restrictions, and lessons learned on enabling factors, such as organisation-wide buy-in, and space and inclusion for children and young people. Further inquiry could inform the purpose, scope, and appropriateness of child participation in governance structures within child-focused organisations.

This paper outlines a three-year collaborative research project which aims to involve children and young people, as well as other stakeholders, in exploring strategies to meet the needs of children in care. In this paper we identify some research findings which indicate the importance of children participating in the defining of their needs in care, if these needs are to be responded to more effectively than has been the case in the past. We describe the aims of our three-year project and identify some of the methodological issues of implementing stage one of the project in terms of children’s participation. A conceptual framework is developed to clarify issues related to children’s participation in research and decision making and as a basis for deciding on appropriate research methods to employ in the first stage. Rather than merely outlining the work we have so far undertaken, we have insteadfocussed on reflecting on and analysing the theoretical and methodological challenges to researchers in implementing collaborative and participatory research in decision making with children.

Purpose The research reported here forms part of a study of children’s participation in children in care reviews and decision making in one local authority in England. The purpose of this paper is to outline the views of 11 social workers and 8 Independent Reviewing Officers (IROs) and explores their perceptions of children’s participation in reviews. The paper considers the barriers to young people participating meaningfully in decision making and how practice could be improved in this vital area so that children’s voices are more clearly heard and when possible acted upon by professionals. Design/methodology/approach The data reported here derive from a qualitative cross-sectional study in one English local authority. The entire study involved interviewing children in care, IROs, social workers and senior managers about young people’s participation in their reviews. Findings from the interviews with young people and senior managers have been reported elsewhere (Diaz and Aylward, 2018; Diaz et al., 2018); this paper focusses on the interviews with social workers and IROs. Specifically, the authors were interested in gaining insight into their views about the following research questions: To what degree do children and young people meaningfully participate in reviews? What are the barriers to participation? What can be done to improve children and young people’s participation in reviews? Findings During this process seven themes were identified, five of which concerned barriers to effective participation and two which concerned factors that appeared to support effective participation. These are summarised below and explained further in the following sections. Barriers to effective participation: social workers and IROs’ high caseloads and ensuing time pressures; high turnover of social workers and inexperienced staff; lack of understanding and training of professionals in participation; children and young people’s negative experiences of reviews and consequent reticence in taking part; and structure and process of the review not being child-centred. Factors which assist participation: quality of the relationship between the child and professionals; and the child or young person chairing their own review meeting. Research limitations/implications Although these findings reflect practice in one local authority, their consistency with other research in this area suggests that they are applicable more widely. Practical implications The practice of children chairing their own reviews was pioneered by The Children’s Society in North West England in the 1990s (Welsby, 1996), and has more recently been implemented with some success by IROs in Gloucestershire (see Thomas, 2015, p. 47). A key recommendation from this study would be for research to explore how this practice could be developed and embedded more widely. Previous research has noted the tension between the review being viewed as an administrative process and as a vehicle of participation (Pert et al., 2014). This study highlighted practitioner reservations about young people chairing their own reviews, but it also gave examples of how this had been done successfully and how it could improve children’s participation in decision making. At the very least, it is essential that young people play a role in deciding where the review is going to take place, when it will take place, who is going to be invited and what will be included on the agenda. Social implications The paper highlights that in this Local Authority caseloads for social workers were very high and this, combined with a high turnover of staff and an inexperienced workforce, meant that children in care struggled to have a consistent social worker. This often meant that young people were not able to build up a positive working relationship with their social worker, which negatively impacted on their ability to play a meaningful role in decision making. Originality/value There have been very few recent studies that have considered professionals’ perspectives of children’s participation in key meetings and decision making, so that this provides a timely and worthwhile contribution to this important area of work.

The article analyzes the development of practice and development of theoretical grounds for child participation in contemporary Russia. Children’s participation is considered as an interdisciplinary field of research, and as the practice of taking into account children’s views at different levels: in everyday life, in family and in local community, in organizations and in self-government bodies. Children are considered as reflective actors: co-authors of research and evaluation of social projects. The analysis uses publications describing the practice and results of researching children’s participation; key legal documents; materials from expert discussions, as well as data on relevant international experience. Data on the views of various stakeholders — specialists, parents, and children themselves — on the issues of child participation are compared and contrasted. The authors conclude that there is no unified system of child participation in Russia, and the most common approaches to its study vary in their methodological groundings. The current situation does not pose serious controversy and threats to the development of children’s participation; it may be favorable for the diversification and competition of approaches to development of child participation practices and their study. Recommendations are given on the themes of further applied research.

INTRODUCTION: In 2015, an independent panel was appointed to overhaul Aotearoa New Zealand’s care, protection and youth justice systems. This article discusses the mechanisms used to involve children and young people in that review and evaluates the extent to which these mechanisms lived up to best practice.METHOD: The article takes a case study approach: exploring the ways in which the Expert Panel enabled children and young people to have a meaningful role in the process. The author was a member of the Expert Panel Secretariat, which supported the Panel during the review. The impact that young people’s voices had on the process motivated this research in order to explore what made their input effective, and what could have been improved.FINDINGS: The Expert Panel made young people’s participation in the review meaningful by valuing their lived experience and providing the necessary support to enable them to have their voices heard. Although more could have been done to reduce the risk of filtering and assumed representation, the Panel’s approach to involving children and young people in the design process was strongly in line with a childhood studies approach to children and young people’s participation.CONCLUSIONS: The outcomes of this process challenge the assumption that giving young people decision-making power is what makes this type of process effective. It may be that decision-making influence, not decision-making power, is what makes young people’s participation meaningful. The lessons learned from this process should guide the next phase of system reform.

This chapter explores the different ways that children can participate in custody and child protection cases. It is not only articulate older children and young people who ought to have an input into decisions. Children can “speak” in a variety of ways, and not only through words. To allow them to participate effectively, adults need to assist them through “scaffolding” their participation. Hearing the voice of the child also involves dilemmas. Children may not want to be involved for a variety of different reasons, some of which they may not feel free to disclose. The chapter concludes by offering four principles about how to hear from children in cases involving parenting arrangements.

Views of the Child reports are being increasingly used in Canada and other countries as a means of directly obtaining the child’s perspective on disputes between their parents and/or guardians. The reports provide information about the child’s perspective based on one or more interviews with a social worker. Yet, little research exists about their use and impact, the benefits and limitations of the approach, and less about what factors need to be considered in establishing practices and protocols to safely advance children’s views before the court. This article draws on the direct experiences of 24 children between the ages of 6–17 years about their views and preferences during family breakdown. The children describe how they wanted to speak to someone about their views and preferences, raised questions about the accuracy of the reporting of their views, the need for protecting their confidentiality by having a say of what is included in the report, and their support for children’s participation in decision-making post-separation. Practice, research and policy considerations are also highlighted in order for children’s participation to be truly meaningful to them, their parents and the courts.

This article explores child welfare workers’ experiences of children’s participation in decision making in the child protection system. The systematic review follows the principles of the Preferred Reporting Items for Systematic Reviews and Meta-Analyses statement and includes 12 peer-reviewed articles published in academic journals from 2009 to 2019. Findings indicate that children’s participation in decision making is generally limited or nonexistent. The age of the child is an important determining factor concerning whether the child is given the opportunity to participate in decision making. Potential harm for children that may result from participation is considered when deciding on whether to include a child in the decision-making process.

Title: Young children’s participation during circle time. Abstract: In day schedules of early childhood education, circle time has traditionally been one of the core situations. According to the Convention on the Rights of the Child, children should be given opportunity to influence their everyday life. This article presents an analysis of circle time in 8 toddler groups. The focus of the analysis is children’s opportunities to participate and take part in the process of decision-making during circle time. The results indicate that the toddlers take part in community of the group, but their opportunities to influence are limited.
