Understanding of India’s Soft Power Dynamics

The article aims to analyse the increasing importance of soft power in the context of globalization and the growing conflicts over the use of military power for achieving foreign policy objectives. This article specifically focuses on the role of soft power in the foreign policy of India and sources of India’s soft power. It also examines the factors that affect India’s soft power adversely and how to increase its soft power. In international relations, the role of public diplomacy, among other aspects, is to brand the country and the nation through its culture and art. This article also argues that the increasing acceptability of its culture and values opens up possibilities for India to realize its foreign policy goals. In recent years, India’s leaders have increasingly focused on its diaspora, multicultural ethos and its ancient practices like yoga, through official campaigns and foreign visits. The article traces the evolution of India as a soft power since its emergence as an independent country. It explores how this soft power has shaped India’s foreign policy and behavior. India’s soft power assets are not of recent origin, but there is an increasing activism to use those assets effectively.

This chapter examines US foreign policy as ‘smart power’, a combnation of hard and soft power, in the twenty-first century. The beginning of the twenty-first century saw George W. Bush place a strong emphasis on hard power, as exemplifed by the invasion and occupation of Iraq. This was evident after 9/11. While the war in Iraq showcased America’s hard military power that removed a tyrant, it failed to resolve US vulnerability to terrorism; on the contrary, it may have increased it. The chapter first considers the Obama administration’s reference to its foreign policy as ‘smart power’ before discussing Donald Trump’s ‘America First’ policy, the role of power in a global information age, soft power in US foreign policy, and how public diplomacy has been incorporated into US foreign policy.

In recent years, several countries have made sustained efforts to project their ‘soft power’ abroad. Public diplomacy has been an important tool for this purpose. Public diplomacy involves activities usually undertaken by a national government to inform and influence foreign public opinion and attitudes in order to advance its foreign policy goals. Such activities include ‘nation-branding’, diaspora outreach, digital engagement, international broadcasting, and international exchange programmes, all of which are designed to promote a positive image and reputation of the country to a global audience. This paper discusses the role of public diplomacy in the service of India’s foreign policy goals during the twenty-first century. The practice of public diplomacy helps the country achieve two significant objectives. First, it helps allay any active or dormant fears within the international community about India as a rising power. Second, it helps India compete with other countries as it seeks to boost foreign tourist arrivals, attract foreign investment and secure new markets for its exports in an era of globalisation. This paper also briefly discusses some of the challenges associated with India’s use of public diplomacy.

«Soft power» is a set of activities designed by a government or regional and international actors aimed to influence external public opinion, promote external image or attract support for a particular policy, which is implemented through all the available tools and new technologies. The non-governmental actors also play an effective and important role in this diplomacy. Considering the public diplomacy and soft power of the Islamic Republic of Iran as a deliberate and conscious approach can be of great importance in the country's grand strategies that will strengthen national interests in the domestic sphere and influence them at regional and global levels. The article analyzes the role of Iran’s soft power in confronting Iranophobia. The study is aimed at presenting a theoretical definition of public diplomacy and soft power in foreign policy and international system, and then examines its role in the foreign policy of the Islamic Republic of Iran with an emphasis on confronting Iranophobia.The authors answer the research question: “What is the role of soft power in the foreign policy of the Islamic Republic of Iran in confronting Iranophobia?” The research method is descriptive-analytical based on historical evidence, documents, and analytical issues of theorists, authors, and media being expressed in the theoretical framework of soft power. The paper is based on a synthesis of Stephen Walt’s “balance of threat” theory with Alexander Wendt’s social constructivism to explain the Iranian “threat” in American foreign policy.The findings of this research show that without the use of force and disturbing the balance in the international relations, using a variety of tools and instruments the Iranian public diplomacy and soft power might be effective to reduce the global and regional atmosphere of Iranophobia and undermine anti-Iranian solidarity.

Abstract Public Diplomacy as a part of soft power has been the main principle of Indonesia’s diplomacy under President Yudhoyono. Due to the ineffectiveness of Track 1 Diplomacy, Government-to-Government (G2G) relations, in promoting the positive image of Indonesia, the role of public diplomacy becomes important. Thus, public diplomacy practice which involves all aspects of society; Government to Government (G2G), Government to People Contact (G2P), and People to People Contact (P2P), is relevant in order to promote Indonesia to American society and strengthening its bilateral relations as well. This research, therefore, is trying to discuss the role of public diplomacy in strengthening the RI-US bilateral relations and its benefits to Indonesia’s foreign policy. The findings show that public diplomacy contributes in strengthening RI-US bilateral relations by the use of public diplomacy instruments such as cultural and educational exchanges, official visits and social media. Public diplomacy is a subfield of political science and international relations that involves study of the process and practice by which nation-states and other international actors engage global publics to serve their interests. It developed during the Cold War as an outgrowth of the rise of mass media and public opinion drivers in foreign policy management. The United States, in a bipolar ideological struggle with the Soviet Union, recognized that gaining public support for policy goals among foreign populations worked better at times through direct engagement than traditional, often closed-door, government-to-government contact. Public diplomacy is still not a defined academic field with an underlying theory, although its proximity to the originator of soft power, Joseph Nye, places it closer to the neoliberal school that emphasizes multilateral pluralistic approaches in international relations. The term is a normative replacement for the more pejorative-laden propaganda, centralizes the role of the civilian in international relations to elevate public engagement above the level of manipulation associated with government or corporate propaganda. Building mutual understanding among the actors involved is the value commonly associated with public diplomacy outcomes of an exchange or cultural nature, along with information activities that prioritize the foreign policy goals and national interests of a particular state. In the mid-20th century, public diplomacy’s emphasis was less scholarly and more practical—to influence foreign opinion in competition with nation-state rivals. In the post-Cold War period, the United States in particular pursued market democracy expansion in the newly industrializing countries of the East. Soft power, the negative and positive attraction that flows from an international actor’s culture and behavior, became the favored term associated with public diplomacy. After 9/11, messaging and making a case for one’s agenda to win the hearts and minds of a Muslim-majority public became predominant against the backdrop of a U.S.-led global war on terrorism and two active interventions in Afghanistan and Iraq. Public diplomacy was utilized in one-way communication campaigns such as the Shared Values Initiative of the U.S. Department of State, which backfired when its target-country audiences rejected the embedded messages as self-serving propaganda. In the 21st century, global civil society and its enemies are on the level of any diplomat or culture minister in matters of public diplomacy. Narrative competition in a digital and networked era is much deeper, broader, and adversarial while the mainstream news media, which formerly set how and what we think about, no longer holds dominance over national and international narratives. Interstate competition has shifted to competition from nonstate actors who use social media as a form of information and influence warfare in international relations. As disparate scholars and practitioners continue to acknowledge public diplomacy approaches, the research agenda will remain case-driven, corporate-centric (with the infusion of public relations), less theoretical, and more global than its Anglo-American roots.

The purpose of this study is to determine the role of cultural projects run by the Korea-Russia Dialogue Forum (KRD) in terms of the implementation of South Korea's foreign policy objectives using a soft power strategy. The tasks of the study were: to substantiate the importance of cultural initiatives in terms of soft power, to systematize and describe KRD projects in various spheres (literature, festivals, visual arts, cultural studies), to identify priority strategic vectors of South Korea’s foreign policy basing on the material considered. The structure of the work corresponds to the research objective setting. As a result of the analysis, several conclusions have been drawn. For instance, it was found out that the interaction between Russia and the Republic of Korea was characterized by horizontal ties between societies ("from civil ties to politics" vector). The research highlights the following soft power strategic tasks: the popularization of the Korean language in the world in general and in Russia in particular, the worldwide promotion of Korean cultural brands, the consolidation of the national community in foreign countries, and support for the implementation of the foreign policy tasks, specifically related to the process of tackling the North Korean issue. The Republic of Korea’s cultural projects can therefore be considered not only as culture related ones, but more extensively as a tool for pursuing the foreign interests of the state as well.

While much has been written on Turkey’s energy policy and attempts to become a significant regional power, less attention has been focused on how Ankara has sought to combine foreign policy goals and energy policy objectives. This chapter addresses how energy could be exploited to boost Turkey’s credentials as a major regional actor. It discusses the linkages between energy policy and foreign policy with regards to Turkey, and its position as a major energy consumer, especially dependent on crude oil and gas imports, is examined. Turkey’s ambitions are to become an energy transit state and hub with a particular focus on gas. Turkey’s energy policy in the Middle East and South Caucasus is examined and complicating factors are considered, including the role of Russia. Although the importance of energy in Turkey’s regional policy should not be overstated, it is evident that energy has been used to further foreign policy objectives.

Abstract Importance of public diplomacy for states foreign policy implementation and image formation continued to grow over past few decades. New communication technologies provided new means for more successful public diplomacy implementation. The aim of this article is to examine the role of twiplomacy in states foreign policy implementation. Twiplomacy is quite new phenomenon, but its significance is undeniable. A lot of states leaders, governmental institutions, diplomatic missions and diplomats have accounts in Twitter and use it for promoting foreign policy goals and developing positive image of state. Social networks are used to implement states’ public diplomacy, because they provide opportunity to reach mainstream audiences, to develop dialogue amongst politicians and wider audiences and influence people opinion on important issues.

This chapter examines public diplomacy as a foreign policy instrument for the contemporary world. Public diplomacy has enjoyed a revival over the past decade, beginning with the aftermath of the terrorist attacks of 11 September 2001. Within a few years public diplomacy had become the hottest topic on the diplomacy studies agenda, giving rise to robust new debate about the role and relevance of publics and public opinion in the conduct of foreign policy. The chapter first traces the origins and modern evolution of public diplomacy before discussing its theoretical foundations, with particular emphasis on its soft power underpinnings and constructivist tendencies. It also explores key approaches and instruments to illustrate the broad diversity of a project of public diplomacy. Finally, it assesses the role of new media technologies in extending the reach of public diplomacy and drawing foreign policy more than ever into the public domain.

In this globalized world, education has become an important medium to enhance people-to-people contact. The Delores report of the International Commission on Education for the 21st century highlights the enormous potential of higher education to use globalization as a resource for bridging the knowledge gap and enriching cross-cultural dialogue. As a major contributor to soft power and an important field of public diplomacy, international education can have a wealth of advantages, including the ability to generate commercial value, promote a country’s foreign policy goals and interests, and contribute to economic growth and investment. The People’s Republic of China, well-known for being the world’s most populous nation and the global economic powerhouse, prioritizes the internationalization of the country’s higher education system. China is looking to expand its higher education program and carry out its diplomatic project in South Asia. In this sense, the South Asian zone, especially Nepal, is significant for China, where its educational diplomacy is playing as a “bridge between Sino- Nepal relations.” In this review, we describe the place and priority of “Education” in China’s foreign policy; explore China’s mediums of investment in Nepal’s education sector; and highlight the importance of educational aid in Sino-Nepal relations. Chinese educational aid to Nepal takes many forms, where Nepali students and officials engage with Chinese investment to enhance their career prospects and the education system in Nepal.
