Problem setting. The success of a country's foreign policy in the modern world is determined not only by its military and economic power, but also by its success in shaping the strategy of public diplomacy. A positive image abroad is a key element of successful international cooperation. A wide range of public diplomacy tools contribute to the establishment of a high level of trust, partnership, economic, political and humanitarian ties in the world. Target of research. The purpose of the article is to determine the potential of the fashion industry as an important tool of public diplomacy of Ukraine, to promote a positive image of the country based on the study of domestic and world experience. Analysis of resent researches and publications. The problems of public diplomacy are actively considered by the scientific community. At the same time, it is obvious that the domestic scientific opinion lacks work on understanding the experience of using the potential of the fashion industry to implement the tasks of promoting a positive image of the state. Article’s main body. The authors of the article proceed from a broad conceptual understanding of public diplomacy as a complex system of institutions and mechanisms, the task of which is to create an attractive image of the country and to support the foreign policy of the state. An analysis of the definition of public and cultural diplomacy in the domestic scientific discourse has revealed the dominance of the traditional approach: the recognition of cultural diplomacy as a key component of public diplomacy, emphasizing its direct connection with the mechanisms of «soft power». A specific form of cultural expression can be considered fashion - one of the most complex phenomena of modern culture, which allows to emphasize social status and meet aesthetic needs. The versatility of the mod determines its great impact on the world economy, political life of society, and the environment. In the modern world, fashion has become one of the strongest diplomatic tools that combine art, creativity and business. For a long time, the fashion industry in Ukraine was not defined as a separate area of socio-cultural diplomacy. However, recently there has been a tendency to draw more attention to the fashion industry as one of the manifestations of cultural diplomacy, which has the potential to become a successful tool in shaping Ukraine's widespread recognition in the world. Studies of our country's experience in the use of the fashion industry in public diplomacy prove the existence of both extensive experience in this area and the existence of untapped opportunities to achieve greater efficiency. Conclusions and prospects for the development. Ukraine is taking various powerful measures at the institutional level to use the fashion industry as a tool of public diplomacy, but our country is only taking the first steps in this direction. The analysis of this experience allows to recognize it rather successful.

In this article, the image of Poland in the Bulgarian mass media was analyzed. This image was presented on the basis of reports that were made by employees of the Polish Embassy in Sofia and sent to the Polish Ministry of Foreign Affairs. The Polish Embassy in Sofia had the biggest impact in promotion of the Polish themes in the Bulgarian mass media. Polish issues have been present in the Bulgarian mass media from the beginning of political transformation, although the media presented information from Poland with varying frequency. The popularity of Polish issues in the Bulgarian media grew significantly when important political and economic events took place in Poland, or when there were meetings on the highest level between representatives of both states. During this period, the mass media created a positive image of Poland, mainly regarding economic issues. Poland was recognised as the leader in the process of political and economic transformations among Central and Eastern Europe countries.

This article explores manifestations of the Balkan concept as a component of the phenomenon of ‘Odessa culture’. The research aims to reveal the concept’s specific components, how they were formed in Odessa’s sociocultural environment and how they are manifested today. These tasks are solved by means of retrospective analysis, one of the key methods of Historical Urban Studies. This form of analysis enables investigation of the issues of city development and functioning in a comprehensive fashion and implies an interdisciplinary approach. The process of populating Odessa and its ethnic composition shaped the ‘Odessa culture’ phenomenon. Its unique nature involves a harmonious blend of various social, ethnic and religious layers. Since Odessa was established as a city, the Balkan peoples have become an integral part of this process. The Balkan component is now cemented in the city’s culture and is strongly reflected in its toponymy and social and cultural practices. The public activities of individuals and cultural communities contribute to the positive image of Balkan ethnicities. For example, the Balkan culinary tradition is an integral component of Odessans’ everyday culture. All the investigated aspects (demographic, toponymic, personal, sociocultural, culinary) enable the process whereby the Balkan concept synthesizes with the ‘Odessa culture’ phenomenon to be revealed. Odessa culture today is unimaginable without its Balkan component.

China and Britain have contrasting images in the official and unofficial Syrian media. By analysing relevant news stories, this study reveals that China’s involvement in the Syrian crisis as covered by the Syrian media is usually limited to governmental affairs, while Britain’s involvement covered by the Syrian media, especially the “revolutionary” outlet, figures in a relatively wider range of diverse nongovernmental happenings including activities of nongovernmental organizations (NGOs) and the media. Most importantly, the study finds that the “revolutionary” outlet Enab Baladi is apt to present Chinese involvement as negative, but presents British involvement as positive, while the government-backed news agency SANA portrays a completely positive image of China and a fundamentally negative image of Britain.

Purpose: To assess the accuracy and efficacy of a semi-automated deep learning algorithm (DLA) assisted approach to detect vision-threatening diabetic retinopathy (DR).Methods: We developed a two-step semi-automated DLA-assisted approach to grade fundus photographs for vision-threatening referable DR. Study images were obtained from the Lingtou Cohort Study, and captured at participant enrollment in 2009–2010 (“baseline images”) and annual follow-up between 2011 and 2017. To begin, a validated DLA automatically graded baseline images for referable DR and classified them as positive, negative, or ungradable. Following, each positive image, all other available images from patients who had a positive image, and a 5% random sample of all negative images were selected and regraded by trained human graders. A reference standard diagnosis was assigned once all graders achieved consistent grading outcomes or with a senior ophthalmologist's final diagnosis. The semi-automated DLA assisted approach combined initial DLA screening and subsequent human grading for images identified as high-risk. This approach was further validated within the follow-up image datasets and its time and economic costs evaluated against fully human grading. Results: For evaluation of baseline images, a total of 33,115 images were included and automatically graded by the DLA. 2,604 images (480 positive results, 624 available other images from participants with a positive result, and 1500 random negative samples) were selected and regraded by graders. The DLA achieved an area under the receiver operating characteristic curve (AUC), sensitivity, specificity, and accuracy of 0.953, 0.970, 0.879, and 88.6%, respectively. In further validation within the follow-up image datasets, a total of 88,363 images were graded using this semi-automated approach and human grading was performed on 8975 selected images. The DLA achieved an AUC, sensitivity, and specificity of 0.914, 0.852, 0.853, respectively. Compared against fully human grading, the semi-automated DLA-assisted approach achieved an estimated 75.6% time and 90.1% economic cost saving. Conclusions: The DLA described in this study was able to achieve high accuracy, sensitivity, and specificity in grading fundus images for referable DR. Validated against long-term follow-up datasets, a semi-automated DLA-assisted approach was able to accurately identify suspect cases, and minimize misdiagnosis whilst balancing safety, time, and economic cost.
