This study discusses public service innovations related to public or business licensing. Where, in this study, it will be discussed related to the problems or obstacles faced by the district in terms of licensing, as well as solutions that are carried out by creating innovations. This study discusses public service innovations related to public or business licensing. Where, in this study, it will be discussed related to the problems or obstacles faced by the district in terms of licensing, as well as solutions that are carried out by creating innovations.This study uses a qualitative method.The population in this study is the area that has made innovations in order to overcome the problems that hinder the licensing process in the district community. While the research subjects are Siak Regency with the innovation of Fast Licensing with SINSE (Notification Information System and Electronic Certificate), and Karo Regency with the name of Electronic Licensing Service innovation (E-Perizinan Si-Cantik).This research shows that the local government with the support of the community has succeeded in finding solutions related to the problems that hinder community licensing. With the innovation in the licensing sector, it can improve services to the community, facilitate the search for licensing information, shorten time, and create effective and efficient licensing procedures.

In Act No. 23 of 2014 there is a chapter that specifically regulates regional innovation. Mentioned that in the framework of improving the performance of Regional Government, Local Government can innovate. Innovation is all form of renewal in the implementation of Regional Government. Initiatives of innovation can come from regional heads, members of parliament, civil state apparatus, regional apparatus, and community members. This regulation becomes a door for the region to make innovations become increasingly clear. Article 386 of the Regional Government Law expressly states, in the framework of improving the performance of local government administration, local government can innovate. Conceptually Rogers (1961) explains that innovation is an idea, practice, or object that is considered new by the individual one unit of other adoption. The variables affecting the innovation diffusion stage include (1) innovation attributes, (2) types of innovation decisions, (3) communication channels, (4) social system conditions, and (5) the role of change agents. West Java Province serve as an example of a region that successfully implemented local innovation. There are three categories of innovation, namely Governance Governance Innovation, Public Service Innovation, and Sectoral Product Innovation. Governance Innovation Governance, aimed at improving Government performance, apparatus professionalism, and expansion of public participation. While Public Service Innovation is designed to build a quality society and competitive. The Sector Product Innovation is designed to build a robust and equitable economy. This success led to the Governor of West Java awarded as Head of Innovative Region 2017. If West Java Province can apply successful regional innovation, why other regions are still afraid to apply it.

The deep-rooted pathology in public services and the high demands on its quality improvementencourage the government to focus on service functions, especially during the Joko Widodoand Jusuf Kalla Administration. In line with Nawacita (nine programs), their electionpromise, and the bureaucratic reforms planning of 2015-2019, the improvement of publicservice delivery becomes one of the most important issues. This paper uses the descriptivemethod and inductive approach with interviews, observation, and documentation as datacollection techniques. The result shows that the Public Service Innovation Competitionheld by the Ministry of State Apparatus Empowerment and Bureaucratic Reforms (PANRB)can generate innovations that succeeded in bringing changes and greatly affect theimplementation of the Bureaucratic Reforms to the optimization of governance in Indonesia,especially in local governments.Keywords: innovation, public service, bureaucratic reforms, good governance
