The article discusses topical innovations in the development of the current economic mechanism for environmental protection. The issues of introducing into the system of environmental customs fees of carbon payments to import «climate unfavorable» goods, its environmental efficiency is analyzed, as well as economic consequences from the inclusion of payment into the system of customs fees of the European Region. In the specified context, the authors consider problems and prospects for the implementation of such environmental payments into the system of national law of the Russian Federation.

The author offers mapping and geoecological analysis of the Russian Federation regions presence in the state program “Environmental Protection”. The unequal distribution of the program’s targets and activities in different regions is revealed. A considerable number of relevant environmental problems for several mentioned regions have not been reflected in the program. It is important to increase the area of specially protected natural areas for a significant number of subjects of the Russian Federation. The status “part of the territory occupied by specially protected natural territories of Federal value in the total area of the subject of the Russian Federation” is recommended to be assigned all regions of Russia. Identification and elimination of objects of accumulated environmental damage that threat to the Volga river is relevant, at least for all the regions in which the Volga flows. Not all regions with a high level of air pollution and/or large masses of air pollutants have the indicator “reduction of total emissions for the reporting year”. It is necessary to increase the Program of measures for the protection of rare and endangered species of plants and to expand the list of regions in which it is planned to protect rare and endangered species of animals.

The Government Decree, approved in December 2019, required registration certificates holders of reference drugs, included in the essential drug list (EDL), submit applications for mandatory price re-registration. Drugs included in the high-cost nosology list (high-cost list) must be included in the EDL.Objective: to assess the budget impact of price re-registration for high-cost list drugs.Material and methods. The comparing economic analysis of high-cost nosology program before and after price re-registration based on the Government Decree N 1683 (effective from 16.12.2019). 125 reference stock keeping units (SKUs), included in the high-cost list, were evaluated.Results. The analysis showed, that after re-registration the prices of 66 SKUs will remain the same. The prices of 43 reference SKUs will be reduced after setting a single maximum selling price («equalization»). Prices for 16 SKUs will be reduced due to lower registered prices in the reference countries. Considering the contracts executed in 20192020, the budget of the high-cost program is up to 74.430 billion rubles, and after re-registration it will be equal to 64.162 billion rubles, so the savings will amount 10.267 billion (13.8 %). The main drivers of re-registration prices savings are: Advagraf (1.175 billion rubles), Elizaria (2.083 billion rubles) and Revlimid (2.247 billion rubles). Separately, we analyzed the consequences ofprices re-registration in the V-thgroup ofhigh-cost list, which are provided topatients with malignant neoplasms of lymphoid, hematopoietic and related tissues. It was calculated, that in 2019 the contracts for V-th group of high-cost list were signed for 19.217 billion rubles, and after the price re-registration for the purchase of the same number of drugs 16.762 billion rubles will be spent, so the savings from the price re-registration will amount to 2.455 billion rubles (12.8 %), among which 2.247 billion rubles will be provided by price re-registration of Revlimid.Conclusions. The pricing policy implemented in the Russian Federation is aimed at increasing the availability of highly effective medical care to the population of the Russian Federation and significantly reduces the burden on the budget of the healthcare system.

Forests of Middle Povolzhje in the Russian Federation were seriously affected by severe wildfires in 2010. The importance of accurate estimation of burn severity levels is because fire-affected areas may have important societal, ecological and economic consequences to the region. The aim of the study was to explore the performance of the differenced Normalized Burn Ratio (dNBR) and Composite Burn Index (CBI) to evaluate the burnt forest areas of the 2010 wildfires in the Republics of Mari El and Chuvashia of the Russian Federation with the use of Landsat-5 Thematic Mapper (TM) time series images. In total, 625 forest sites were sampled for ground-based burn severity data following the CBI protocol. Both datasets for Mari El and Chuvashia were statistically similar with correlation coefficients of 0.87, which confirms pooling them into a single dataset for the forests of Middle Povozhje. A non-linear third-degree polynomial model form of third order best represented the relationship (R2=0.79) between the dNBR and CBI data. Our model estimates that the total forest burnt area on the study area was 113000ha in 2010, mostly in coniferous stands. Almost half (45.9% or 51900ha) of the burnt forest areas were classified in the high-severity category. The accuracy assessment shows that severity classification results were accurate for estimating burn severity levels, with both producer’s and user’s accuracies higher than 80% for the unburned, low and high classes. Lower user and producer accuracies were noticed for the moderate class of burn severity.

As the analysis of practice shows, the current regulatory legal acts of the customs service of the Russian Federation are not aimed at eliminating environmental threats when importing goods that are harmful to both industrial use and personal consumption into the territory of the Russian Federation. The article introduces the concept of «customs ecology», which is to a greater extent focused on the implementation of the provisions of the Law «On Environmental Protection». The author's recommendations allow us to develop an effective mechanism for customs control after release, which guarantees a balance of measures to ensure the economic security of the state, promoting the development of international trade.

Forest violations are a special type of offenses that infringe on the order of rational nature management and environmental protection. The purpose of this study is to analyze legal measures for the use and protection of forests. The relevance of the work lies in the fact that the problem of legal protection of forests is manifested in the mechanism of exercising the powers of forest protection by the constituent entities of the Russian Federation, therefore, the solution to this problem should be developed and implemented by the efforts of state bodies, public associations and the local population. The paper lists the problems of the legal mechanism of forest protection, defines its subjects, discloses the problems in the field of control and supervision activities by forest users.
