The article discusses topical innovations in the development of the current economic mechanism for environmental protection. The issues of introducing into the system of environmental customs fees of carbon payments to import «climate unfavorable» goods, its environmental efficiency is analyzed, as well as economic consequences from the inclusion of payment into the system of customs fees of the European Region. In the specified context, the authors consider problems and prospects for the implementation of such environmental payments into the system of national law of the Russian Federation.

Today the hotel business enterprises in the Russian Federation are still in their infancy, lagging behind from major hotel chains by the level of development in average of 10-15 years. However, a gradual process of increasing of hotel room stock, the active implementation of new technologies and methods of guest services in the hotel market gradually allows Russian means of accommodation to form a competitive, profitable sector of service and economy. Against the background of these trends the process of formation and development of small hotels that are very popular among tourists abroad plays an important role. It determines the relevance of the article. The article gives a detailed analysis of small hotels segment and determines their share in the overall structure of the city´s accommodation. In accordance with the Federal Law №108-FZ "On the preparation and holding in the Russian Federation in the FIFA World Cup and Confederations FIFA Cup 2017 and Amendments to Certain Legislative Acts of the Russian Federation" classification of hotel enterprises is mandatory for all hotel businesses, including small hotels in Moscow and other cities involved in this large-scale event. Therefore, the article analyzes in detail the current situation with the classification of hotels in Moscow. The comparative characteristic of the share of small hotels in total accommodation facilities in Moscow and in major European cities is of significant interest. The authors especially point out the problems of imperfection of legal and regulatory framework governing the activities of given means of accommodation, as well as distinguish the most promising directions of small hotels development in the structure of hotel enterprises of Moscow.

The article considers the relevance of the introduction of the complex “Ready for Labour and Defence” (abbreviated as GTO in the Russian Federation, analyses how it encourages young people to practice sports. A comparative characteristic of the GTO standards that were in force in the USSR and of those that are in use in modern Russia is carried out. The correlation between the results of passing the standards for physical training and the GTO complex by cadets of education organizations of higher learning of the Ministry of Internal Affairs of the Russian Federation is revealed. The importance and significance of the introduction of the above-mentioned complex is proved. A comparison of the attitude of cadets of higher educational institutions of the Ministry of Internal Affairs and students of technical universities was made, which led to the conclusion that it is necessary to increase interest in passing the GTO complex not only among athletes and cadets of law enforcement institutions, but also among the youth of the country as a whole. Based on the results of a survey of one hundred and fifty people aged from 17 to 23 years, a study was conducted to reveal the affect of passing the GTO standards on young people’s desire to practice sports. The results of the survey presented in the diagram allow us to draw a conclusion that the «GTO» complex encourages young people to sport. The survey also revealed a number of current problems related to the inability to train and pass certain types of additional standards, as well as ways to solve them. The study was conducted to examine the opinion of young people about the GTO complex, as well as to determine the relevance and need to popularize this complex among the younger generation. The importance of keeping a healthy lifestyle and maintaining good physical shape through sports training is highlighted.

Abstract Background and Aims One of the complications of hemodialysis therapy (HD) is the development of protein-energy wasting (PEW), which is an independent predictor of morbidity and mortality in this cohort of patients. The prevalence of PEW in hemodialysis patients in different regions of the world varies from 15% to 75% but has not been practically studied in the Russian Federation. To assess the prevalence of protein-energy wasting in hemodialysis patients in the European region of the Russian Federation. Method 645 hemodialysis patients were examined in 9 hemodialysis centers in 5 regions of the European part of the Russian Federation. Among the patients there were 345 women and 300 men, the average age was 56.8 ± 12.8 years. The duration of hemodialysis therapy was 8.4 ± 5.3 years. The diagnosis of PEW was established in accordance with the criteria: biochemical criteria (serum albumin < 3.8 g per 100 ml; serum prealbumin (transthyretin) < 30 mg per 100 ml; serum cholesterol < 100 mg per 100 ml); low body weight, reduced total body fat, or weight loss; a decrease in muscle mass; and low protein or energy intakes. The level of blood albumin was determined using the BCG method (bromocresol green). Estimation of protein and calorie intake was performed using 3-day food diaries filled out by patients. Results Insufficient protein intake according to the International Society of Renal Nutrition and Metabolism (ISRNM) recommendations was observed in 5.5 % of patients, calories in 4.1 %, combined deficiency in protein and calorie intake in 2.7% of patients. The prevalence of PEW was 51.2 %. The relationship between age and gender was not identified. The lowest prevalence of PEW is observed in patients with a hemodialysis therapy experience of fewer than 5 years (25,4 %) and gradually increasing by 2.5 times in patients with survival rates on HD for more than 10 years (χ2 = 22,580 р = 0.0001). Conclusion The prevalence of protein-energy wasting in hemodialysis patients in the European region of the Russian Federation is 51,2 %.

The dynamic development of the introduction of digital technology in various industries requires searching and developing new methodological approaches to form innovative development programs of enterprises for their digital transformation. This article characterizes the main trends and problems in developing the digital transformation of fuel and energy complex enterprises, defining its worth and development vectors. The author highlights the features of implementing digital and information technology at industrial enterprises and describes the most popular information and digital technologies used in the fuel and energy complex enterprises. She provides the main obstacles to the implementation of digital transformation in the Russian Federation, including the use of domestic information products. Having defined the target benchmarks and indicators for the development of digital technologies in the industries of the fuel and energy complex of the Russian Federation, the author formulates the priority tasks for developing the innovative potential of IT in industrial enterprises. Determining the specifics of the methodological provisions for its evaluation has required defining the constituent elements of the innovative potential. A comparative characteristic of methodological tools for assessing the innovation potential and position of enterprises is provided with the description of the different necessary methods it requires. The author proposes the use of a comprehensive methodological approach to assessing the innovative potential of the digital transformation of the oil and gas enterprise. The system of evaluation indicators is presented following the recommended evaluation vectors: level of digitalization, level of development of the fuel and energy complex, and level of innovation. An assessment of the innovative potential of the digital transformation of the oil and gas enterprise is demonstrated and the main conclusions are formulated. The assessment resulted in developing a program of digital development of oil and gas enterprise with the allocation of the main innovative directions and targets for the implementation of activities. Further benchmarks of scientific research are defined and conclusions are formulated.

The idea of sustainable development of the territory lies in the rational use of existing resources in the process of creating a platform where one can improve the level and long-term quality of life. Indicator systems are an integral element of the implementation of planned regional development measures, since any program document needs an up-to-date monitoring and evaluation system. The relevance of this research lies in the need to identify the indicators that reflect the priorities and problems of sustainable development of resort areas, and in the need to develop common indicators of sustainability for territories of tourist and recreational purposes. The aim of the study was to analyze existing methods for assessing the sustainability of the development of resort areas, analysis and evaluation of indicators and their impact on sustainable development of the resort area on the example of the Krasnodar region.As a result of the study, we examined custom approaches in assessing sustainable development of resort regions, as well as the methods of the UNWTO and the Government of the Russian Federation (as part of strategic planning). The features of resort areas and the main elements of their development are revealed in the research. It is noted that many indicators are currently being used (most of them of the same type - economic and social) and as a result many aspects of the territorial development remain unexamined. It is proved that in order to ensure the sustainable development of resort areas in the constituent units of the Russian Federation, it is necessary to develop a system of indicators that takes into account existing international experience and the specifics of the economic, social and environmental conditions of the Russian regions.

The article analyzes the military-political threats to Ukrainian statehood in regard to political events in the Russian Federation and a possible military escalation in the Central European region. It is noted that the Russian Federation authorities used the same strategy of regional destabilization with subsequent massive military intervention. The authoritarian Kremlin regime can protect itself exclusively with aggressive external policy and, finding itself on the rubicon of the loss of power, may resort to sharp destabilizing steps including the onset of a full-scale war in Central Europe. The geopolitical processes consisting of the latest events in the Republic of Belarus and the Russian Federation are analyzed. It is stated that as a result of the Kremlin’s aggressive policy, the entire Central European region can be at risk of military escalation. Analysis of the military-political situation indicates that in 2021 a bold plan of the Russian Federation, similar to the aggression against Georgia in 2008 and Ukraine in 2014, may be implemented in the Central European region, the process probably initiated by the armed confrontation in Belarus provoked by the Kremlin’s secret services. NATO military analysts have been considering the possibility of Russian military aggression against the Baltic states since 2014, with the most vulnerable point being the Polish-Lithuanian border between Belarus and Kaliningrad region of Russia, the so-called Suwalki Gap. The same vulnerable area of potential instability and hostilities is the border between Belarus and Ukraine. Under the conditions of the occupation of Crimea and the continuation of the undeclared war in Donbas, the hypothetical aggression of the Russian Federation in the North-Western regions of Ukraine threatens the Ukrainian statehood itself. Such a critical strategic threat requires urgent preventive action.

A practice of setting forestry payments on the basis of market prices as well as estimation of standing timber assortment are widespread in developed countries with the largest forest area. The Russian Federation applies methods of ‘socialist’ pricing of wood and standing timber. The Article describes the evolution of the state income generation from using of timber by citizens and legal entities; it also explores the structure of the Russian Federal budget expenditures for forestry. On the basis of criteria analysis the author made a comparative characteristic of different ways of forest management applied in the Russian Federation.
