Two decades ago an influential article documented the alarming disparities that existed in access to computers and the Internet between African-Americans and whites (Hoffman and Novak, 1998). Using the latest U.S. Census Bureau/Bureau of Labor Statistics data on computer and Internet access, I find that the “digital divide” has not been bridged and remains as large as it was two decades ago. African-Americans and Latino-Americans are less likely to use the Internet on smart phones, computer, tablets or other devices than are whites. A statistical decomposition analysis reveals that income and education inequalities are the leading causes of the disparities in access to technology. The findings have implications for policies that subsidize broadband to low-income families.

The Internet has become an integral part of America’s entertainment, communication, and information culture. Since the mid 1990s, the Internet has become prevalent in middle and upper-class American households. Companies and government agencies are increasingly offering products, services, and information online. Educational institutions are integrating technology into their curriculum and are offering courses from a distance. However, while some are advantaged by the efficiencies and convenience that result from these innovations, others may unwittingly become further marginalized by these same innovations since Internet access is not spreading to them as quickly. The ‘digital divide’ is the term used to describe this emerging disparity. Government analysts argue that historically underserved groups such as racial and ethnic minorities, rural and low-income communities, and older Americans are at a distinct disadvantage if this divide is not closed because American economic and social life is increasingly becoming networked through the Internet (National Telecommunications and Information Administration, 1995). Over the last decade access to the Internet has increased significantly. A 2006 Pew Internet and American Life survey shows that 73% of U.S. adults (about 147 million adults) are Internet users, up from 66% (about 133 million adults) in 2005. And the share of Americans who have broadband connections at home reached 42% (about 84 million), up from 29% (about 59 million) in 2005 (Madden, 2006). African- Americans are increasingly accessing the Internet via home broadband connections, with a 121% adoption rate in 2005 (Horrigan, 2006). But does this mean that the problem of the digital divide has been solved? Is further research in this area warranted or has the digital divide become passé? In this article, we take on these questions by first reviewing major issues and trends in digital divide research. We do so by reviewing the digital divide literature as it relates to one historically underserved group, namely African-Americans. Next, we present a conceptual framework that contrasts 1) social and technological access perspectives, and 2) assetbased/ resource and behavioral/use perspectives. The article concludes with our recommendations for future research opportunities for examining digital divide issues.

The sexual assaults and its consequences are increasing along with socioeconomic development of the country. Rise of modern communication technology add fuel to the flame. This descriptive cross-sectional study aimed to evaluate the role of communication technology in sexual assaults in Bangladesh. There were 87 victims included in this study. All were female of 6 years to 40 years of age, mean age was 15.67 (± 6.69) year. Most of the victims were below 20 years of age and came from low income families. About 76% mobile used were smart phone. Among them 46% were owned by the victims herself, 26% gifted by the assailants to the victims. Talking through mobile (37%) was the main communication route between the assailants and the victims; followed by direct verbal (31%), mixed verbal and mobile talking (26%) and others (6%). Regarding methods of communication, they only talk in 42% cases and 36% cases used mixed method (talking, SMS and video chatting). The assailant paid all the costs in 62% cases. Mobile phone came as a blessing in communication, but inchoate use makes it a curse to our society. Parents should be cautious about their children's mobile usage (especially smart phone) daily. The Internet has become an essential element of all society today. Those who can access the World Wide Web have become active participants in the Information Age. Unfortunately, many individuals throughout the world do not have ready access to the needed technology. Furthermore, they do not have the required knowledge and skills to use the technology and cannot participate actively. As a result, this has created a world of information haves and have-nots. In this chapter, after examining the concept of the digital divide, data is presented that shows that those with low incomes and those who are older have little access to technology and the use of computers. Low-income seniors are especially limited in their opportunities to own a computer, and they seldom have the skills needed to use one for e-mail, search the Internet, and so forth, even if they visit a public library where they could use a computer without any cost. Various approaches being used to help seniors learn how to use computers are described, andthen the chapter focuses on two projects that have proved to be successful in this effort. SeniorNet is a national organization that helps establish learning centers around the country. The approach used at one such center, located at Nova Southeastern University in South Florida, requires seniors to pay for their courses. A second project is known as SeniorComp and is supported by private foundation funds. Ten low-income senior citizens are selected for each group of seniors in this project. They are given a complete Dell computer system, and their tuition is paid to take four of the SeniorNet courses. At the end of the fourth course, ownership of the computer system is turned over to the individual participant. To date, the completion rate has been 100%. The approaches used can serve as models for others to modify and use in their own communities. By adopting a similar approach, the impact of the digital divide can be significantly reduced for those low-income seniors that participate in the project. In this way, this portion of the marginal community can be empowered.

Aim/Purpose: Significant urban digital divide exists in Nairobi County where low income households lack digital literacy skills and do not have access to the internet. The study was undertaken as an intervention, designed to close the digital divide among low income households in Nairobi by introducing internet access using the domestication framework. Background: Information and Communication Technologies (ICTs) have the potential to help reduce social inequality and have been hailed as critical to the achievement of the Sustainable Development goals (SDGs). Skills in use of ICTs have also become a prerequisite for almost all forms of employment and in accessing government services, hence, the need for digital inclusion for all. Methodology: In this research study, I employed a mixed methods approach to investigate the problem. This was achieved through a preliminary survey to collect data on the existence of urban digital divide in Nairobi and a contextual analysis of the internet domestication process among the eighteen selected case studies. Contribution: While there have been many studies on digital divide between Africa and the rest of the world, within the African continent, among genders and between rural and urban areas at national levels, there are few studies exploring urban digital divide and especially among the marginalized communities living in the low-income urban areas. Findings: Successful domestication of internet and related technologies was achieved among the selected households, and the households appreciated the benefits of having and using the internet for the first time. A number of factors that impede use of internet among the marginalized communities in Nairobi were also identified. Recommendations for Practitioners: In the study, I found that use of differentiated costs internet services targeting specific demographic groups is possible and that use of such a service could help the marginalized urban communities’ access the internet. Therefore, ISPs should offer special internet access packages for the low-income households. Recommendation for Researchers: In this research study, I found that the urban digital divide in Nairobi is an indication of social economic development problems. Therefore, researchers should carryout studies involving multipronged strategies to address the growing digital divide among the marginalized urban communities. Impact on Society: The absence of an Information and Communication Technology (ICT) inclusion policy is a huge setback to the achievement of the SDGs in Kenya. Digital inclusion policies prioritizing digital literacy training, universal internet access and to elucidate the social-economic benefits of internet access for all Kenyans should be developed. Future Research: Future studies should explore ways of providing affordable mass internet access solutions among the residents of low-income communities and in eliminating the persistence urban digital divide in Kenya.

OBJECTIVES/SPECIFIC AIMS: The primary objective of this study was to assess the interest in using mobile technology to manage hypertension and assessing medication adherence among African Americans and Hispanics living in a low-income urban community in Central PA. METHODS/STUDY POPULATION: This qualitative research study was designed using structured interviews with 30 African American participants with hypertension. The study survey consisted of 43 questions which included demographics, use of technology, technology literacy, health literacy, and medication adherence. Participants self-reported their responses about use of technology, literacy, and adherence. The data was examined using summary statistics. RESULTS/ANTICIPATED RESULTS: Out of 30 participants, 61% identified as African American and 30% identified as Hispanic. Overall, participants reported high use of technology; with 63.3% using the internet occasionally, 73.3% having a cell phone, and 66.7% accessing the internet using a mobile handheld device. Participants expressed an interest in measuring blood pressure, accessing health information, and managing medication on their cellphone or tablet. Twenty-five percent of participants self-reported not being confident at all in managing their medication without help and remembering to take their medication as prescribed. Fewer participants (54.2%) were very confident with using technology to help manage medication and treatment. DISCUSSION/SIGNIFICANCE OF IMPACT: This study provides important insights on the use of technology for managing hypertension in an urban low-income community. Results suggest that medication adherence, the use of technology, and the willingness to use mobile applications for hypertension management is high within this low-income community. This study gives future researchers a framework on how to assess these specific areas in their own population.

This study is an exploration of the digital divide between urban and rural areas, and it was conducted to assess the impact of the minimum living guarantee system on online education in China. The results of the research showed that 83.38% of students in low-income families have been able to participate in online education at home during the pandemic, while 16.62% of students in low-income families have been unable to do so. The absence of computers, smartphones, and broadband Internet access in low-income households reduces the likelihood of children being able to participate in online education at home. In terms of accessing online education at home, students from urban areas have obvious advantages over those from rural ones, and students from minimum living guarantee families have obvious advantages over those from marginal minimum living guarantee ones. This study also showed that the presence of online education-related amenities, including computers, smartphones, and Internet access, mediates the relationship between the subsistence allowance system, Hukou, and accessibility of online education. To address this issue, this paper includes suggestions for bridging the digital divide in online education.
