With the growing proliferation of digital media into the memory practices of cultural institutions and ordinary people, questions about a growing dependence on monopolistic technology companies on the creation, access and preservation of collective memory have emerged. For cultural institutions that rely on social media to boost their audience engagement, this also means that they lose part of their role as public educators, while ordinary people fear the loss of ownership over their personal memories. This paper proposes equitable approaches to the current digital ecosystem, that is built on the extraction and profit-making of personal data, that can be developed by looking beyond the current market, envisioning possibilities for related policies that could enable the re-design of the current memory ecosystem towards social inclusion. The argument is based on a combination of ethnographic research into initiatives that foster the openness of knowledge by enabling fair practices to be realized in the competitive sphere of the digital economy. Building upon work such as the MyData and the DECODE project, as well as enquiries into personal memory practices of youth living in Germany and the UK.

This study presents a conceptual model of understanding algorithmic digital surveillance systems, borrowing insight from Giddens, who proposed the notion of structuration as social practices deriving from the intersection between structure and agents. We argue that the status of privacy, or lack of it, is a product of these interactions, of which the personal data practices and related interests constitute the reproduction of a data ecosystem. We trace the process of data production and consumption, dissecting the interactive dynamics between digital media producers (personal data users) and users (personal data producers). Inadequacies, limits, and social and policy implications of data surveillance and its algorithmic reproduction of identities are discussed.

Author considers the issue of transforming the communicative strategy of the modern museum as a promising center for multicultural communication. multicultural communication is understood as a process of interaction between immigrants and the host society. In addition, the inconsistency and ambiguity of understanding the content and consequences of increased immigration, as well as the changes that occur with cultural institutions, also make this story relevant. The author of the article focuses on how a cultural institution such as a museum responds to the challenge of complicated intercultural and multicultural communications in the modern world. The methodological basis for the study is the concept of the «post-museum» and the achievements of the Leyster school of museology in the studies of the communicative and inclusive activities of modern museums. The article presents the author's classification of the levels of work of museums with immigrants and their multicultural communication. The first level is exhibiting and representing the cultural heritage of immigration communities, the second level is attracting immigrants to co-authorship, and the third one is the implementation of comprehensive inclusive work with all ethnic and cultural groups.The highlighted levels are confirmed by real examples and cases from the experience of Russian and British museums, information about which is available on their official websites. In the course of the study, the main conclusions were made. Firstly, to date, there has been a shift in the functional structure of the museum from its custody functions to communication, and the process of interacting with visitors has begun to build on the principle of participation. Secondly, the museum, as a social institution that collects and presents objects of cultural heritage and historical artifacts, works, first of all, with the phenomena of «cultural memory» and «identity», not only representing the latter, but also constructing it through the exposition and museum activity. And thirdly, it is this circumstance that allows museums to become an effective platform for building a multicultural dialogue and processes of social inclusion.

Purpose – The purpose of this paper is to identify the risks faced by users of online social networking services (SNSs) in the UK and to develop a typology of risk that can be used to assess regulatory effectiveness. Design/methodology/approach – An initial investigation of the literature revealed no detailed taxonomies of risk in this area. Existing taxonomies were reviewed and merged with categories identified in a pilot survey and expanded in purposive sample survey directed at the library and information services (LIS) community in the UK. Findings – Analysis of the relationships between different risk categories yielded a grouping of risks by their consequences. This aligns with one of the objectives of regulation, which is to mitigate risks. Research limitations/implications – This research offers a tool for evaluation of different modes of regulation of social media. Practical implications – Awareness of the risks associated with use of online SNSs and wider social media contributes to the work of LIS professionals in their roles as: educators; intermediaries; and users of social media. An understanding of risk also informs the work of policy makers and legislators responsible for regulating access to personal data. Originality/value – A risk-based view of regulation of personal data on social media has not been attempted in such a comprehensive way before.

This article examines the case of the Forgotten Australians as an opportunity to examine the role of the internet in the presentation of testimony. ‘Forgotten Australians’ are a group who suffered abuse and neglect after being removed from their parents – either in Australia or in the UK – and placed in Church- and State-run institutions in Australia between 1930 and 1970. The campaign by this profoundly marginalized group coincided with the decade in which the opportunities of Web 2.0 were seen to be diffusing throughout different social groups, and were considered a tool for social inclusion. We outline a conceptual framework that positions the role of the internet as an environment in which the difficult relationships between painful past experiences and contemporary injunctions to remember them, are negotiated. We then apply this framework to the analysis of case examples of posts and interaction on websites with web 2.0 functionality: YouTube and the National Museum of Australia. The analysis points to commonalities and differences in the agency of the internet in these two contexts, arguing that in both cases the websites provided support for the development of a testimony-like narrative and the claiming, sharing and acknowledgement of loss.

‘Diversity’ is an evolving dimension of discursive debates within publicly funded parts of the UK media. This article considers how representations of racial diversity in cinema were articulated in a particular moment in recent history. It traces the relationship between the broader New Labour neoliberal agenda of the late 1990s and the UK Film Council’s (UKFC) New Cinema Fund, the key funding mechanism for supporting black British cinema at the time. The authors suggest that the New Cinema Fund’s ‘institutional diversity’ agenda represented a symbolic effort by both the UKFC and UK public service broadcasters to redevelop black British film vis-a-vis a plethora of cultural imperatives oriented around the notion of ‘social inclusion’. The nature of this intervention, it is argued, was strongly influenced by the 1999 Macpherson Report, which identified ‘institutional racism’ within the fabric of the UK’s organisations. The article examines how such an ‘institutional diversity’ agenda emerged within the production context of a BBC Film/UKFC production, Bullet Boy (2005), thus generating a rearticulated black British cinema that was deeply imbricated in the highly politicised contexts outlined.

The General Data Protection Regulation (GDPR) protects the personal data of natural persons and at the same time allows the free movement of such data within the European Union (EU). Hailed as majestic by admirers and dismissed as protectionist by critics, the Regulation is expected to have a profound impact around the world, including in the African Union (AU). For European–African consortia conducting research that may affect the privacy of African citizens, the question is ‘how to protect personal data of data subjects while at the same time ensuring a just distribution of the benefits of a global digital ecosystem?’ We use location privacy as a point of departure, because information about an individual’s location is different from other kinds of personally identifiable information. We analyse privacy at two levels, individual and cultural. Our perspective is interdisciplinary: we draw from computer science to describe three scenarios of transformation of volunteered/observed information to inferred information about a natural person and from cultural theory to distinguish four privacy cultures emerging within the EU in the wake of GDPR. We highlight recent data protection legislation in the AU and discuss factors that may accelerate or inhibit the alignment of data protection legislation in the AU with the GDPR.

<p class="Body1">In 2014 the issue of constitutional change in the UK brought about by an agreement between the UK and Scottish Government, for a referendum on Scottish independence, created the motivation for widespread political engagement with the formal political process. Scottish citizens – including newly enfranchised 16 and 17 year olds – were debating, discussing and disagreeing about opting out of one of the world’s richest countries. This was an unusual situation and one that nearly happened despite a hostile corporate, political and mainstream media response to the demand for independence. It would be a mistake, however, to assume that this movement for change was the result of narrow-minded nationalism. Although the Referendum result was that Scotland should remain in the UK the process also produced widespread politicization of ordinary people. The cultural politics of communities had engaged with the political culture of the state and the dialectic between the two generated educational experiences and opened up new political possibilities.</p><div><p class="Body1"> </p></div>

AbstractThis chapter focuses on contexts where public discourses regarding the education of young adults have been dominated by socio-economic perspectives, with a focus on the role of employment-related learning, skills and chances and with active participation in the labour market as a key concern for policy makers. A focus on ‘employability’ alone has been linked to narrow conceptualisations of participation, inclusion and citizenship, arising in the context of discourse shifts through neoliberalism which emphasise workfare over welfare and responsibilities over rights. A key critique of such contexts is that the focus moves from addressing barriers to participation to framing social inclusion predominantly as related to expectations of ‘activation’ and sometimes, assimilation. Key target groups for discourses of activation include young people not in education, employment or training (‘NEET’), while in- and exclusion of migrant and ethnic minority young people are often framed within the complex and contradictory interplay between discourses of assimilation and experiences of discrimination. These developments influence the field of adult education aimed at young people vulnerable to social exclusion. An alternative discourse to ‘activation’ is the promotion of young people’s skills and capabilities that enables them to engage in forms of citizenship activism, challenging structural barriers that lead to exclusion. Our chapter considers selected examples from EduMAP research in the UK, the Netherlands and Ireland which indicate that as well as framing the participation of young people as discourses of ‘activation’, adult education can also enable and facilitate skills related to more activist forms of citizenship participation.

The spread of digital media on the internet was very broad, fast, and cannot be monitored in a structured manner about what media has been uploaded and distributed on the internet network. The spread of digital media like this was very difficult to detect whether the media that shared was privately owned or that of others that is re-shared by media theft or digital media piracy. One step to overcome the theft of digital works is to give them a watermark, which is an identity that is placed on top of the work. However, this is still considered unsafe because the identity attached can be cut and manipulated again until it is not visible. In addition, the use of Steganography method to hide messages in an image can still be manipulated by adding messages continuously so that it accumulates and damages the original owner of the image. In this article, the author provides a solution called Digital Watermarking, a step of encrypting the data of the original owner of the work and putting it into the image of his work. This watermark cannot be seen clearly, but actually in the media there is encrypted data with a strong Advanced Encryption Standard (AES) method. As a result, a tool that can improve the security of media owner data by combining the AES and Steganogaphy methods in the formation of new media that cannot be changed anymore. So, when the media is stolen and used by others and has been edited, the owner's personal data can never be changed.
