PENGANTAR REDAKSI             Pembaca yang berbahagia, puji syukur kami panjatkan ke hadirat Allah SWT karena Jurnal Administrasi Publik Volume XVII Nomor 2, Desember 2021 dapat kembali hadir ke hadapan pembaca.             Di edisi kali ini, Jurnal Administrasi Publik menghadirkan 7 artikel yang berfokus pada hasil penelitian di bidang Administrasi Publik maupun Pelatihan dan Pengembangan ASN. Tulisan pertama ditulis oleh Grace V. Dumalang dengan judul “Adaptif, Agile, Inovatif: Kunci SDM Unggul”. Tulisan kedua berasal dari hasil penelitian yang dilakukan oleh Yossi Findarta Pratama, Andi Fitriyani Yahya, Alsry Mulyani, Yuliana Rauf, Rosmala Dewi Said, St. Suryani yang bertajuk ” Tingkat Kepuasan Masyarakat Terhadap Pelayanan Publik di Sulawesi Selatan”. Tulisan ketiga dihadirkan oleh Jamila Lestyowati dengan judul ” Flyer Pembelajaran Di Era Baru: Analisis Penyusunan dan Publikasi”. Tulisan keempat ditulis oleh Najemiah M. Amin yang diberi tajuk ” Penerapan Soft Skill Coaching Pada Penyusunan Aktualisasi (Studi Kasus Pada Pelatihan Dasar CPNS Kabupaten Pulau Morotai)”. Dalam tulisan kelima, Rasdiana, Riski Ramadani mencoba menuliskan hasil penelitiannya mengenai “Responsivitas Penyelenggaraan Pelayanan Publik di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Bone”. Tulisan keenam dihadirkan oleh Andjar Prasetyo, Tomo Hadi Saputro, Amsal, Ray Septianis Kartika yang mengambil judul “Pemulihan Lanskap Ekonomi Pasca Pandemi Covid-19 Di Kabupaten Labuhanbatu”. Adapun tulisan ketujuh, ditulis oleh Aprilia Hapsari, Muhammad Guntur, Novayanti Sopia Rukmana S. dengan judul “Inovasi Pelayanan Publik di Kecamatan Mallawa Kabupaten Maros”.             Redaksi Jurnal Administrasi Publik mengucapkan terima kasih dan memberikan apresiasi setinggi-tingginya kepada penulis yang telah bersedia mengirimkan naskahnya kepada kami. Tidak lupa kami mengundang pembaca untuk berpartisipasi mengirimkan tulisan yang dimiliki untuk Jurnal Administrasi Publik edisi selanjutnya.             Semoga setiap tulisan yang ada di dalam jurnal edisi ini dapat menjadi motivasi, sumbangan ide, serta tambahan ilmu bagi seluruh pembaca. Mental revolution of education requires efforts to print educated human beings by having the motivation to meet the standards of achievement excellence, such as ethos of progress, ethics, achievement motivation, discipline, optimistic, productive, innovative and active views. This can be implemented with character education. Character education is one of the soft skill tools that can be integrated in learning in each subject. Learning activities using an active learning approach have a strategic role in instilling national character values so that students are able to behave and act on values that have become their personality. The purpose of this study was to find and analyze about: 1) Implementation of Character Education to Build Adiwiyata-Based Mental Revolution and Multiculturalism; 2) Implementation of Character Education to Build Mental Revolution in Organizational Culture. This study uses a qualitative approach with phenomenological naturatistics (phenomenology approach), with a descriptive type of case study research design. Data were analyzed using data analysis techniques: data reduction, data analysis and conclusions. The results of the study are: The application of character education to develop a mental revolution can be started from the character of building the environment. Environmental character is very important for individual development. The implementation of character education in building a mental revolution can emphasize the internalization of multicultural values and Adiwiyata which in the end will form a loving environmental awareness and foster a spirit of tolerance.

Introduction: Student Centered Learning (SCL) is an effective method to develop student's soft skills and hard skills which are very important to support their successful carrier later. This research was conducted to identify the differences of developed soft skills between students who learn with PBL method and lecturing method. Methods: Descriptive comparative method was used in this study. The samples consisted of 15 students who learned with PBL method and 15 students who learned with lecturing method. The sample for this research was selected by random sampling method. Results: The result showed that the average of student's soft skills score in PBL method was 122.63, while student's soft skills score in lecturing method was 116.27. Discussion & Conclusion: There was significant difference of student's soft skills in PBL method and lecturing method (p value = 0.038; α = 0.05). This study recommends nursing program management, faculty of medicine at the University of Syiah Kuala keeps PBL method running and develops other methods which facilitate hard skills and soft skills are development. Keywords: nursing students, soft skill, PBL

This paper aims at considering the well-known triad of What? How? Why? somewhat anew by suggesting looking at transformational leadership for successful human resources management through the lens of coaching core competencies as the key soft skill. Arising as the strategic approach to the effective management of people, well-thought human resources management that rests on a leadership model definitely enables management of a company or organization to move ahead of the curve and gain a firm foothold in the job market. The transformational leadership model fits the framework of the research and links to the contrastive line between management and leadership.It is emphasized that management processes focus on (i) maintaining and (ii) improving performance at work, on the one hand, and on the other, unlike management, the transformational leadership model focuses on the benefits of visionary thinking and bringing about change. Following the goal in the subject matter associated with successful HR management, the Golden Circle of What? How? Why?introduced by Simon Sinek finds its way in the description analysis. The Why? sectionopens the idea for successful HR managementto move further to What?section and is accompanied with How? section in the end. The final part of the findings embodies 11 current core competencies of coaching, which illustrate how the ways of implementing the soft skills in workplace may increase HR performance, enhance seamless communication among employees and management, drive change and welcome innovation.The four objectives for successful HR management: (i) drive change within a company or organization, (ii) encourage and motivate people for personal and corporate growth and development, (iii) employ innovation including modern technologies, and (iv) lead by example, correspond to the four cornerstones in the framework for successful company or organization management via transformational leadership. They are: (i) create an inspire vision of the future for the company’s (organization’s) employees, (ii) motivate the staff to live by and deliver the vision, (iii) manage delivery of the vision, (iv) attract and retain high-class professionals and young talents, build up strong and competitive teams, create and grow ever-stronger, trust-based relationships with the employees. The toolkit of ways, techniques and approaches may derive from the current core competencies in coaching that can be groupedsimilarly to the ICF ones as follows: (i) foundation, (ii) co-creating the relationship, (iii) communicating effectively, and (iv) cultivating learning and growth.

Meningkatnya jumlah perokok pada remaja usia sekolah dapat disebabkan oleh rendahnya pengetahuan dan kesadaran remaja tentang bahaya rokok. Salah satu upaya yang dapat dilakukan untuk mengendalikan jumlah perokok, termasuk pada remaja, adalah dengan menerapkan “kawasan bebas rokok” di SMPN 4 Klari, Karawang dengan membentuk Duta Anti Rokok di sekolah. Tujuan dari kegiatan  ini adalah (1) meningkatkan pengetahuan dan kesadaran mahasiswa tentang bahaya merokok dan risiko penyakit akibat merokok; (2) memberikan soft skill (komunikasi) kepada siswa dalam rangka melaksanakan kampanye anti rokok di sekolah; (3) memilih beberapa siswa sebagai "duta anti rokok". Kegiatan tersebut dilaksanakan di SMP Negeri 4 Klari, Karawang, Jawa Barat dengan melibatkan 50 siswa sebagai calon "duta anti rokok" di sekolahnya; (4) deklarasi Sekolah “Kawasan Anti Rokok”. Metode yang digunakan dalam kegiatan ini adalah penyuluhan, pelatihan komunikasi, simulasi kampanye anti rokok melalui audisi “duta anti rokok”, dan deklarasi sekolah kawasan tanpa rokok. Hasilnya partisipan memahami konsep bahaya merokok dan risiko penyakit akibat merokok, yang terlihat pada perbedaan yang signifikan pada hasil pretest dan posttest. Kampanye dan audisi “duta anti rokok” memilih 10 duta anti rokok yang siap menjalankan tugasnya dalam menerapkan “zona tanpa rokok” di sekolah
