The design of a CanSat type pico satellite it is necessary to opt for the design philosophy and approach through systems and requirements engineering, since it allows to start from the needs of the client, which in this case are the organizers of the CanSat Colombia 2020 Challenge, and of each of the stakeholders of the project and the contest. This paper presents the result of the approach of the mission to be accomplished, its goals and objectives, as well as the different requirements of the stakeholders and the system that the prototype must fulfill, whose final prototype called GITISAT-2305, was socialized with the participation of the GITI research group of the San José Higher Education Foundation in the CanSat Colombia 2020 Challenge.

In recent years, social media tools such as Facebook, Twitter, YouTube, and blogs have rocked the higher education world. No longer is just being present on these mediums enough. Integration of social media tools into daily practices through monitoring, teaching, and collaboration allows those in higher education to build and maintain relationships with key publics. From devising social media goals and objectives to monitoring channels and evaluating efforts, social media can be integrated into the higher education arena. In this chapter, multiple dimensions of social media tools and the various ways those in higher education can integrate those tools into operation are exposed and elaborated upon. In an effort to provide readers with best practices, ideas are shared to present those in higher education with optimal ways to connect, build, and maintain relationships with others both internally and externally.

Over the years, education has been defined by different people, according to their perceptual values. Education has also been perceived by many scholars as an abstract term. In the Nigerian pre colonial era, in Igbo-Nigerian Culture, people consulted and worshiped multiple deities or entities. This belief system (higher power) is often referred to as Oracle; for answers or consultations in difficult areas such as in higher education towards achieving their goals and objectives. Some cultures in Igbo land presently, maintain this practice of education.Often in life, people pursue and attain education in many ways. Hence, many adopted whatever notion the culture they were born into teaches about life's processes. This is true especially in disciplines such as education and language. Ultimately, the outcome of culture and education as well as the part female gender plays are inevitable in the long run and is the focus of discussion in this chapter.

AbstractMost networks in use today, most prominently the Internet, follow a design philosophy which aims to support a broad range of applications. This comes to a limit when the combination of application and environment poses increasing challenges with respect to scarce resources (like bandwidth, latency or energy). It also fails if the challenges stem from application requirements that are violated by core network protocols, like, for instance, anonymity requirements in a network using unique addresses. This observation motivates an overarching perspective on the design of network protocols in such cases, which takes the interplay between network and application explicitly into consideration – a challenge which is tackled for several application areas in my research group.

<p>Enterprise governance for higher education can be viewed as arrangements that include a variety of university assets in order to support the strategy in achieving the goals and objectives.  In the implementation governance in university there are factors that affect good governance which are individual or groups. This factors are then called an enabler of enterprise governance. In the previous research obtained the fact that the enabler of enterprise governance that provide significant influence in the governance of vocational higher education is the organization structure and information. Using four common dimensions for enablers in COBIT 5 Enabler Generic Model will give recommendation for governance in vocational higher education. These recommendations are expected help the vocational higher education in preparation of blue print of governance needs by considering the enablers of organizational structure and information.</p>

Teaching Requirements Engineering and, in particular modelling and specification requirements, at the higher education institutions is an “arduous” task according to the literature. In this way, it is proposed an approach that aims to contribute for filling this gap. So, in the context of a degree in Informatics, and following the guidelines of the Information Systems courses provided by ACM/AIS, we explore the Modeling and Specification (MS) of requirements using Unified Modelling Language (UML) integrated into the TLP (TLP-MS) activity of the BML Context Oriented (BML-CO) model. These activities (modelling and specification of requirements) are supported by the use of the Lucidchart tool in a collaborative environment.

Throughout my 25 years in higher education leadership, overseeing two campuses and two university systems, I have maintained a strong connection to the Coalition of Urban and Metropolitan Universities (CUMU), both philosophically and in practical terms. Early on in my tenure as president of San Jose State University, I established the overarching goal of making San Jose State the Metropolitan University of Silicon Valley. Complementing the institution’s geographic location, size, and mission, all of which positioned it ideally for this role, I also saw a student population, a community role, and an ethos of service that spoke to the institution’s responsibility as an urban citizen. This same perspective was part and parcel of my approach at Towson University (TU). As president, I actively created a vision and an identity for the institution, focusing on its role as the Metropolitan University of Maryland. I established external partnerships with focuses on education, economic and workforce development, arts and culture, and social change. As president of the 5-campus University of Massachusetts System (UMass) I oversaw two CUMU member institutions, UMass Lowell and UMass Boston. The University System of Maryland (USM), where I currently serve as chancellor, is itself a CUMU member, as are several of its component institutions, with Towson and the University of Maryland, Baltimore County (UMBC) “founding members” of CUMU as a formal organization. Throughout these years, I also had a very direct connection to CUMU, serving on several committees, on the Board of Directors, as a vice president, and, from 2006-2011, as CUMU president. With this background, I know first-hand the distinctive perspective and unique tools that our comprehensive institutions can use to address social challenges and bring about meaningful change. In addition, I also recognize the special obligation our comprehensive metropolitan and urban universities have to be active and engaged in the communities they serve. These are the primary, 4-year, “access” institutions, not just in terms of the sheer numbers of students they educate, but also in terms of the composition of those students, serving as a vital higher education pathway for women, underrepresented minorities, and first-generation college students. Beyond that, our comprehensive universities stand as bridges, with numerous graduates going on to advanced degree programs at research universities.

The article examines the problem of advancing education, including pedagogical, from an interdisciplinary perspective. Its relevance during the humanitarian and technological revolution, its essence, goals and objectives are substantiated. The ways of formation of higher education as forward thinking one are proposed. The importance of forward thinking pedagogical education and social demand for the teacher of the future are substantiated. The experience of implementation of forward thinking pedagogical education at the Belarusian State University named after Maxim Tank is presented.

This article describes the types of higher education institutions financing around the world, as well as the features of university financing and their structural changes in the context of the countries of the world. The management system of higher education around the world is multifunctional, complexly structured. This activity appears to be specially organized by the state authorities jointly with public institutions and is aimed at increasing the effectiveness of the higher education sector in the context of the implementation of the goals and objectives of the state in a particular historical period of development. In the last decade, there has been a demand for educational services and a corresponding increase in the cost of financing higher education. The drivers of this increase were wage growth, the cost of modern infrastructure, and the slow response to rising costs. The decline in government revenue has led to more efficient use of resources and careful monitoring of research results, since the priority for the state is to strictly evaluate the results for their funding, and research funded by the private sector has clear goals. Universities in the updated system of values stimulate the development of society, implement the training of personnel required by the market. New challenges – the pandemic and the development of the digital economy-provide new opportunities for people focused on higher education, and at the same time change the education system itself and its financing mechanisms.

The article reveals the role and importance of professional speech competence for social workers. It is determined that the professional speech competence of a social work specialist is his ability to qualitatively and effectively use language norms to achieve certain goals and objectives, in accordance with specific professional speech situations. The key pedagogical conditions for the formation of professional speech competence of future social workers are identified as specially created necessary and sufficient actions, interactions, circumstances, opportunities and factors of subjects and objects of the educational process, implemented within the institution of higher education.
