AbstrakTulisan membahas tentang kebijakan imigrasi Donald Trump pada 2 tahun pertama dan dampaknya terhadap masyarakat imigran di Amerika Serikat. Kebijakan imigrasi yang penulis bahas dalam tulisan ini adalah Executive Order di tandatangi Donald Trump pada tahun 2017 terkait larangan akses masuk masyarakat dari tujuh negara muslim yang menurut Amerika Serikat merupakan negara pendukung terorisme. Karya tulis ini menggunakan pendekatan kualitatif dan studi kepustakaan serta penyajian data secara eksplanatif. Dalam tulisan ini menunjukan bahwa kebijakan imigrasi Donald Trump mengakibatkan dampak terhadap imigran dari tujuh negara muslim yang ada dan calon imigran yang akan menuju ke Amerika Serikat. Selain dampak terhadap sasaran utama, kebijakan ini juga berdampak pada imigran-imigran lain diluar tujuh negara tersebut serta keamanan, tindakan diskriminasi dan fenomena Xenophobia dan Islamophobia di Amerika Serikat.Kata Kunci: Donald Trump, Executive Order, Imigran, Diskriminasi AbstractThis paper discussed the impact of Donald Trump's immigration policy in the first 2 years against immigrant communities in the United States. The immigration policy that the writer discussed in this paper was the Executive Orders which was signed by Donald Trump in 2017 related to the prohibition of entry into the United States from seven Muslim countries, which according to the United States is a country supporting terrorism. This paper used a qualitative approach and literature study as well as an explanatory data presentation. The results of this paper showed that Donald Trump's immigration policy has had an impact on immigrants from seven existing Muslim countries and prospective immigrants heading to the United States. In addition to the impact on the main targets, this policy also affected other immigrants outside the seven countries as well as security, acts of discrimination and the phenomenon of Xenophobia and Islamophobia in the United States.  Keywords: Donald Trump, Executive Order, Immigrants, Discrimination

I was the President of the Academy of Management (AOM) in 2016-2017 when U.S. President Donald Trump issued an Executive Order banning immigration and travel to the United States by citizens of seven predominantly Muslim countries (EO13769). While I immediately sought to condemn EO13769 as immoral and as a threat to the AOM, I was only able to issue a condemnation in my own name and not in the name of the AOM because the Board’s Executive Committee correctly determined that a condemnation would have violated the AOM Constitution. This put me in the untenable position of leading an organization operating under principles that conflicted with my personal beliefs about an immoral act of government. The article is a case study on this situation. In it, I explain how EO13769 and other attacks on science threaten the purpose and functioning of the AOM. The case explores a relatively understudied aspect of leadership: the identity of an organization as distinct from the identity of its leader. It also underscores the importance of strengthening democratic institutions of science. I argue that the issuance of statements of condemnation—while important—does not exhaust our responsibilities in society as scholars for investigating, reporting, defending, and protecting the truth about what is going on in the world around us. I conclude by calling us to redouble our commitment to a defining purpose of the AOM, which is to support the scholarship necessary to overcome polarizing politicization of complex social issues.

Soon after 9/11 a research project to study new immigration into the Dallas Fort Worth metropolitan area got under way. In the questionnaire that was administered to 600 immigrants across five different immigrant populations (Asian Indians, Vietnamese, Mexicans, Salvadorans, and Nigerians) between 2003 and 2005 we decided to include a question about the impact of 9/11 on their lives. We asked: “How has the attack on the World Trade Center on September 11, 2001 affected your position as an immigrant in the United States?” This article analyzes the responses to this question, looking at similarities and differences across different immigrant populations. It also addresses the broader issue of how 9/11 has affected both immigration policy and attitudes toward the foreign-born in the United States.

The role of language tests in immigration policy has attracted significant attention in recent years as the disruptive effects of globalisation are felt. Much of the research has focused on the situation in Europe, where societies that were traditionally not countries of immigration now have significant and increasing immigrant communities. Less attention has been paid to countries of immigration such as Australia, Canada, New Zealand, and the United States, which have sometimes encouraged immigration and have found it easier to embrace various forms of multiculturalism, despite some inevitable tensions. This chapter provides an account of the complex and rapidly changing role that language test scores have played in immigration policies favouring highly skilled migrants in Australia, and draws on Foucault’s discussion of the function of examinations to explore the impact of these changes on the lives of individuals subjected to the policies.

The president of the United States is commonly thought to wield extraordinary personal power through the issuance of executive orders. In fact, the vast majority of such orders are proposed by federal agencies and shaped by negotiations that span the executive branch. This book provides the first comprehensive look at how presidential directives are written — and by whom. The book examines more than five hundred executive orders from the 1930s to today — as well as more than two hundred others negotiated but never issued — shedding vital new light on the multilateral process of drafting supposedly unilateral directives. The book draws on a wealth of archival evidence from the Office of Management and Budget and presidential libraries as well as original interviews to show how the crafting of orders requires widespread consultation and compromise with a formidable bureaucracy. It explains the key role of management in the presidential skill set, detailing how bureaucratic resistance can stall and even prevent actions the chief executive desires, and how presidents must bargain with the bureaucracy even when they seek to act unilaterally. Challenging popular conceptions about the scope of presidential power, the book reveals how the executive branch holds the power to both enact and constrain the president's will.

Drawing on postdeportation surveys ( N = 1,109) with Mexican migrants, we examine the impact of immigration enforcement programs and various social factors on repeat migration intentions. Our multivariate analyses suggest immigrants with strong personal ties to the United States have higher relative odds of intending to cross the border again, even when controlling modes of removal from the United States. Our findings highlight the inevitable failure of immigration policy and enforcement programs when placed against the powerful pull of family and home. These findings shed greater insight on the complex nature of unauthorized migration in an era of increased securitization and deportation.

The authors analyze the impact of migration from Venezuela on the domestic policy of the United States. According to the data for 2017, more than 11 percent of immigrants to the United States from South America are Venezuelans, and the same figure for 2016 was close to 9 percent, which indicates a fairly sharp increase in the number of refugees. An active influx of Venezuelans may be one of the key factors in the future US 2020 presidential elections. The largest diaspora of Venezuelans in the United States lives in Florida, which will be one of the key states in the future presidential election campaign. In connection with the potential loss of Republican’s positions in such an important region as Florida, it is necessary for the administration of Donald Trump to reconsider its policy in the state. In addition, representatives of the Democratic party are greatly interested in increasing influence in the state. Thus, the authors conclude that the administration of Donald Trump generally benefits from the crisis in Venezuela, as it will help to carry out a number of domestic political reforms aimed at economic protectionism and tackling of immigration.

AbstractObjectiveDetermine whether the 2017 “Muslim Ban” Executive Order impacted healthcare utilization by people born in Order-targeted nations living in the United States.MethodsWe conducted a retrospective cohort study of people living in Minneapolis-St. Paul, MN in 2016-2017 who were: 1) born in Order-targeted nations, 2) born in Muslim-majority nations not listed in the Order, and 3) born in the United States and non-Latinx. Primary outcomes were: 1) primary care visits, 2) missed primary care appointments, 3) primary care diagnoses for stress-responsive conditions, 4) emergency department visits, and 5) emergency department visits for stress-responsive diagnoses. We evaluated visit trends before and after Order issuance using linear regression and differences between study groups using a difference-in-difference analyses.ResultsIn early 2016, primary care visits and stress-responsive diagnoses increased among individuals from Muslim majority nations. Following the Order, there was an immediate increase in emergency department visits among individuals from Order-targeted nations.ConclusionsIncreases in healthcare utilization among people born in Muslim majority countries before and after the “Muslim Ban” likely reflect elevated cumulative stress including the impact of the Order.

Kebijakan imigrasi Zero Tolerance merupakan salah satu bentuk kebijakan yang diformulasikan oleh pemerintahan Donald Trump dengan tujuan untuk mengurangi jumlah imigran tanpa dokumen yang memasuki wilayah Amerika Serikat. Kebijakan imigrasi ini menjadi isu yang mendapat sorotan dari dunia internasional karena sarat dengan pelanggaran hak-hak asasi manusia, dan memosisikan imigran tanpa dokumen serta anak-anak dalam keadaan yang rentan. Tulisan ini mengelaborasi bahwa kebijakan ini mengindikasikan kekerasan struktural pada penerapannya, dengan menggunakan konsep Kekerasan Struktural yang ditulis oleh Johan Galtung, dan mencoba membuktikan terjadinya kekerasan struktural serta alasan mengapa kebijakan ini dilakukan oleh Amerika Serikat. Terdapat tiga argumen utama pada tulisan ini; pertama, kekerasan struktural terbukti telah dilakukan oleh Amerika Serikat dapat dilihat melalui subjek, objek, serta tindakan dalam konsep Kekerasan Struktural. Kedua, terdapat faktor pendorong yang sifatnya sengaja dan tidak sengaja dalam melakukan kebijakan yang mengakibatkan kekerasan struktural. Yang ketiga, Amerika Serikat menjalankan kebijakan ini dengan menggunakan pendekatan yang menekankan pada reward dan punishment. Kata-kata kunci: imigrasi, kekerasan struktural, Amerika Serikat  Zero Tolerance Immigration Policy is one form of policy formulated by the Donald Trump administration to reduce undocumented immigrants entering the United States. This immigration policy has become an issue of international attention because it is full of human rights violations, and places the undocumented immigrants and children in an unsafe condition. This paper describes that the policy mentioned above indicates structural violence in its implementation, employs the concept of Structural Violence written by Johan Galtung, and tries to prove the occurrence of structural violence and the reasons why this policy was carried out by the United States. There are three main arguments in this paper; first, there is indeed structural violence that has been committed by the United States as observed in the object, subject, and actions in the concept of Structural Violence. Second, there are intended and unintended motivations in implementing this policy, which encouraged structural violence. Executive Orders are not invoked as a matter of course by the President or Governors heading the Executive Cabinet. These orders are exercisable when heads of the executive branch of government see for their needfulness and for smooth running of their governmental programmes or policies. Every Executive order must carry the force of law for it to be valid or to be duly recognised by the other branches of government which if not, the latter may question its constitutionality. The advantages of executive orders are very innumerable to mention however it has been said that the use of executive orders have assaulted the concept of separation of powers which is embedded in the 1999 Nigerian Constitution (as amended)as adopted from the United States of America. This paper focuses on the meaning and historical antecedent of executive orders in Nigeria, legal regime or statutory provisions of executive orders in Nigeria, executive orders versus doctrine of separation of power, challenges of executive orders under the 1999 constitution (as amended), praxis of executive orders under the Nigeria fourth republic and lastly is the conclusion and recommendations made thereto. To achieve these, the writers will make use of relevant materials at their disposal.

Presidential candidate Trump in 2016 promised to prevent unauthorized migration and deport unauthorized foreigners in the United States, and President Trump issued executive orders after taking office in January 2017 that could lead to a 2,000-mile wall on the Mexico-US border and the removal of many of the 11 million unauthorized foreigners, including one million who work in US agriculture. This paper emphasizes that, especially agriculture in the western United States, has long relied on newcomers to fill seasonal farm jobs. The slowdown in Mexico-US migration since 2008–09 means that there are fewer flexible newcomers to supplement the current workforce, which is aging and settled. Farm employers are responding by offering bonuses to satisfy current workers, stretching them with productivity-increasing tools, substituting machines for workers, and supplementing current workforces with legal H-2A guest workers. Immigration policy will influence the choice between mechanization, guest workers, and imports. Several factors suggest that the United States may be poised to embark on another large-scale guest worker program for agriculture. If it does, farmers should begin to pay Social Security and Unemployment Insurance (UI) taxes on the wages of H-2A workers to foster mechanization and development in the workers' communities of origin by dividing these payroll taxes equally between workers as they depart and commodity-specific boards. Worker departure bonuses could be matched by governments in migrant-sending areas to promote development, and commodity-specific boards could spend monies to reduce dependence on hand labor over time. The economic incentives provided by payroll taxes could help to usher in a new and better era of farm labor.
