 Response of Undergraduate Human Services Programs to the Mass Incarceration Crisis

Mass incarceration has resulted in the United States having the world’s largest incarcerated population and the highest rate of incarceration. Consequently, nearly 1 in 4 Americans has a criminal record. Racial and ethnic minorities have much higher rates of incarceration than Whites. The collateral consequences of a criminal conviction are colossal and continue well beyond incarceration. Human services students must be well prepared to competently serve clients and families affected by this crisis. This exploratory, qualitative study aimed to determine if undergraduate programs accredited by the Council for Standards in Human Service Education offer course content related to the mass incarceration crisis. Results from a content analysis of course titles and descriptions of 17 accredited programs suggest students are not being adequately prepared to competently serve this population. Implications for human services education, practice, and research are discussed.

Undergraduate human services programs seek ways to support students as they develop their professional identities. Few, if any studies, have considered the benefits of engaging human services students in art directives as a method for them to reflect on their professional identities. The following is a case example on how an art directive was incorporated in an undergraduate fieldwork course at an urban community college.

This article discusses three aspects of the context of ethics education, which are external to course content but affect the development of the ethical student and, later, the ethical professional. This article presents the available perspectives for the following: one course versus whole curriculum delivery of ethics education, the influence of faculty and supervisors, and the assessment of student ethical thinking and behavior. Professional literature is used to support consideration of each perspective in the ethics education of human services students.

The so-called collateral consequences of imprisonment encompass a host of legal restrictions and deleterious outcomes for former inmates, their families, and their communities. These may result from formal legal barriers associated with a felony conviction to extralegal effects resulting from periods of imprisonment. The universe of collateral consequences, a phrase some scholars decline to use because it diminishes their importance, affects all domains of social life and results from a patchwork of legal restrictions, conditions imposed by the criminal justice system upon release, and the indirect effects of imprisonment on inmates’ families, neighborhoods, and employment prospects. These “collateral consequences,” “punishments beyond the offender,” “invisible punishments,” and “extralegal sentences” form the basis for a growing field in criminology, sociology, and law focused on the contemporary prison boom in the United States. Imprisonment has always influenced the lives of former inmates well after they leave the institution behind, but the rise in imprisonment since 1970 in the United States has exacerbated these effects as well as concentrated them among some segments of the population. Thus, while former felons have always been barred from voting in some states, for example, it is only as a result of mass incarceration that these laws have influenced the outcomes of elections. Finally, though some of the work on collateral consequences described here examines imprisonment in other contexts (e.g., in the United Kingdom), most work in the area is centered on the United States because of its exceptionality with respect to high rates of imprisonment.

Mass incarceration is characterized by comparatively and historically extreme rates of imprisonment in the United States, which rose drastically from the early 1970s through 2007 or so. Disproportionately affecting young, Black men from neighborhoods of concentrated disadvantage, many factors contributed to the steady increase in incarceration from the early 1970s forward. While rising crime rates and harsh societal attitudes toward those convicted of crimes played a part, scholars largely argue that increases in both the likelihood of imprisonment for committing a crime and the length of prison sentences drove the increase in incarceration. Supported by more-intensive and place-based forms of policing, individuals and entire communities faced increasing contact with the criminal justice system. Underlying these policy changes lay deeper social, political, and economic drivers, which often varied by state or other jurisdictions. Ultimately, policy changes mandating longer sentences for repeat offenses (such as three-strike laws) and state and federal laws that increased the length of prison sentences for drug-related and violent crime led to a rising incarceration rate, which meant that far more Americans were serving time and for much-longer sentences than ever before. While the rate of incarceration for men has started to decline slightly, rates for women have risen. During the first two decades of the 21st century, researchers have increasingly focused their efforts on understanding and documenting the collateral consequences of mass incarceration. Beyond the individuals directly impacted, incarceration affects the lives of children and families, neighborhoods, communities, and broader society. Individuals and families especially experience detrimental effects in the education, labor market, and health spheres, while communities suffer “spillover effects,” with even those not directly touched by incarceration affected. With nearly one in thirty-six adults living under some form of correctional supervision (whether in prison or jail, or on probation or parole), and many others “marked” by their past experience with the system, mass incarceration has touched the lives of millions of Americans. Further, racial disparities throughout each phase of the criminal justice system, including in policing, arrest, conviction, and sentencing, have resulted in Americans of color disproportionately experiencing incarceration and its attendant effects. As such, mass incarceration is understood to be a major contributor to 21st-century American inequality along lines of race, class, and gender.

The disciplines of logistics and supply chain management have the potential of having many areas of emphasis. Universities that have some kind of emphasis in this field have developed programs that depend on the need of potential employers and their own faculty mix. Several studies have previously looked at how universities deal with this field at the graduate level, mainly as part of their MBA program. In this study, the authors focus on the ten universities in the United States that have the leading undergraduate programs in supply chain management. They look at each of their curriculum in terms of courses and course content and see how each of these universities satisfies a previously established knowledge set for this field of study. They realize that there will most likely never be in the foreseeable future a well-structured and agreed upon common curriculum for teaching this particular subject matter. The intended audiences are businesses that are hiring new graduates and the universities that are looking to start a similar program.

This article presents a description of Art of Invitation as a complementary approach to traditional addiction treatment through the alignment of Art of Invitation (AOI) with Substance Abuse and Mental Health Services Administration (SAMHSA) Ten Guiding Principles for Recovery.  AOI is a faith based relationship building approach that combines key Judeo/Christian teachings with relationship building tools, skills, and concepts for those seeking to build and restore relationships.  SAMHSA, as the leading agency within the U.S. Department of Health and Human Services, spearheads public health efforts to advance behavioral health within the United States.  Each Guiding Principle is presented along with a description of how AOI is shared with incarcerated women, an often neglected population, participating in an inpatient treatment program housed in a community corrections facility.

The phenomenal growth of penal confinement in the United States in the last quarter of the twentieth century is still a public policy mystery. Why did it happen when it happened? What explains the unprecedented magnitude of prison and jail expansion? Why are the current levels of penal confinement so very close to the all-time peak rate reached in 2007? What is the likely course of levels of penal confinement in the next generation of American life? Are there changes in government or policy that can avoid the prospect of mass incarceration as a chronic element of governance in the United States? This study is organized around four major concerns: What happened in the 33 years after 1973? Why did these extraordinary changes happen in that single generation? What is likely to happen to levels of penal confinement in the next three decades? What changes in law or practice might reduce this likely penal future?

In the 2020s, no informed person disagrees that punishment policies and practices in the United States are unprincipled, chaotic, and much too often unjust. The financial costs are enormous. The moral cost is greater: countless individual injustices; mass incarceration; the world’s highest imprisonment rate; extreme disparities, especially affecting members of racial and ethnic minority groups; high rates of wrongful conviction; assembly-line case processing; and a general absence of respectful consideration of offenders’ interests, circumstances, and needs. The main ideas in this book about doing justice and preventing crime are simple: Treat people charged with and convicted of crimes justly, fairly, and even-handedly, as anyone would want done for themselves or their children. Take sympathetic account of the circumstances of peoples’ lives. Punish no one more severely than he or she deserves. Those propositions are implicit in the rule of law and its requirement that the human dignity of every person be respected. Three major structural changes are needed. First, selection of judges and prosecutors, and their day-to-day work, must be insulated from political influence. Second, mandatory minimum sentence, three-strikes, life without parole, truth in sentencing, and similar laws must be repealed. Third, correctional and prosecution systems must be centralized in unified state agencies.

The BioHealth Capital Region (Maryland, Virginia, and Washington, DC; BHCR) is flush with colleges and universities training students in science, technology, engineering, and mathematics disciplines and has one of the most highly educated workforces in the United States. However, current educational approaches and business recruitment tactics are not drawing sufficient talent to sustain the bioscience workforce pipeline. Surveys conducted by the Mid-Atlantic Biology Research and Career Network identified a disconnect between stakeholders who are key to educating, training, and hiring college and university graduates, resulting in several impediments to workforce development in the BHCR: 1) students are underinformed or unaware of bioscience opportunities before entering college and remain so at graduation; 2) students are not job ready at the time of graduation; 3) students are mentored to pursue education beyond what is needed and are therefore overqualified (by degree) for most of the available jobs in the region; 4) undergraduate programs generally lack any focus on workforce development; and 5) few industry–academic partnerships with undergraduate institutions exist in the region. The reality is that these issues are neither surprising nor restricted to the BHCR. Recommendations are presented to facilitate improvement in the preparation of graduates for today’s bioscience industries throughout the United States.
