This article discusses the basic structural elements of the business environment, such as competition, judicial system, business integrity, the extension of the range of e-government services, company registration, business licenses and bankruptcy. On the basis of the study were made recommendations for the improvement of the business environment which will allow the government to form a comprehensive economic policy, contributing to the effective conduct of entrepreneurial activities in our country, what will create a level playing field for human self-realization.

In Startup Rising: The Entrepreneurial Revolution Remaking the Middle East, Schroeder reminds one that the collective GDP of the Arab world is larger than Russia's and India's and nearly twice that of China on a per capita basis. The Middle East has more than 350 million people whose disposable income has grown by 50 percent over the last three years and whose Internet appetite has been expanding at a speed that rivals that of any other region in the world. More than 40 percent of those online denizens say that they would like to start their own businesses. Sultanate of Oman is no exception and eyeing towards more entrepreneurial activities. The government is also keen to facilitate entrepreneurship development. In this backdrop, the aim of this paper is to understand entrepreneurship with reference to Sultanate of Oman, a stable balanced developing economy in Middle East. With rising trends towards entrepreneurship, and hotbeds of entrepreneurial activity emerging therein, the core of the paper is to provide insights of entrepreneurship in Sultanate of Oman through case approach.

A good business environment means a catalyst for small and medium enterprises, a good business environment facilitates development and sustainability of small and medium enterprises. The development of micro, small and medium enterprises (MSME) is very important to the economic development of a country, and intentionally, MSMEs are considered to be amongst the most efficient instruments for economies in transition, because of their production of sustainable economic growth, employment and poverty reduction.Small and medium enterprises are a generator of new products and technologies; they are are a source of new ideas and advanced strategies of management. Development and sustainability of small and medium enterprises depends on the business environment, which implies a series of social, legal, economic, political or institutional conditions, which are uncontrollable in nature, and affect the organizations’ functions.This study addresses the baseline documents which were taken into consideration by the Government of the Republic of Kosovo in developing economic policies, thereby analysing their advantages and disadvantages. By analysing reports, statistics on MSMEs and other documents, and further complementing the study by a research section (business survey), this paper aims at identifying the key problems faced by the MSMEs in Kosovo, and provide adequate recommendations which may be of service in resolving such problems, but also resulting into a better business environment, and economic development in general.

The development of national economy in many respects depends on conditions such as freedom and guarantees, privileges and preferences so that entrepreneurial activities prosper within a better entrepreneurial environment. While the development extent of entrepreneurial environment is defined by several indexes, the processes and documentation as a part of state registration of entrepreneurial activity have a special value among them. In this article, in consideration of exemplary entrepreneurial environment practices in different developed countries, the successes and shortcomings of Uzbek experience and some important theoretical rules on the creation of such favorable and friendly entrepreneurship conditions are discussed. We find that in order to increase the share of small business and entrepreneurship there is a need to systematically improve the mechanisms of state regulation of organization and registration processes of business entities. A system of incentives should be introduced in the registration process such as optimization of its time, increasing the number of business entities.

The formation of the joint-stock company of the “Nevsky Zavod” from the mid-1850s to the end of the 1880s as a large machine-building enterprise is studied. It is shown how an industrial company was able to use human and investment resources in combination with early control of rapidly developing technology (steam locomotive construction) in order to gain and then hold the corresponding share of the Russian market in the 1870s. Based on the analysis of materials and available studies in the field of industrial entrepreneurship, the author asserts that, moving from the industry level to the company level, one can better understand the ability of corporations to create innovative products in a specific historical period. It is proved that such a technique (the transition from one level of analysis to another) allows us to identify the prospect of entrepreneurial activity, which is missed when focusing exclusively on the industry level. At the same time, it explains the reasons why the corporation could not maintain its position in these years, despite the existing technological competitiveness. The company had a variety of relationships in the business environment, but it was most critical with the government and its regulatory bodies. The presented analysis of the influence of departmental decisions on the activities of the “Nevsky Zavod” company is relevant to the discussion about the relationship between private and state interests in domestic industry in the 1860-1880s.

The government is adopting business-friendly regulations, but the sector’s future growth still faces multiple constraints. Impacts Jokowi’s recent re-election as president promises continuity to investors and policy inertia in areas such as personal data legislation. The lack of personal data protections makes Indonesia a laggard in South-east Asia. Bricks-and-mortar businesses, facing unequal tax burdens, will pressure the government for a level playing field.

Modern governmental agencies aim to present their services to citizens in an efficient manner. The methods employed for delivering these services are usually based on traditional computer applications. However, the computer applications suffer from limitations related to the services themselves as well as time and place. To overcome these limitations, governments are keen to use non-traditional and innovative forms for services delivery. In this context, mobile devices and applications built for such technologies can be efficiently used for delivering governmental services to citizens. This way of Government to Citizen (G2C) interaction is often referred to as m-Government. The Egyptian government has implemented many IT-based projects in the last decade. Currently, it aims to transform these projects to mobile platform. In this chapter, the authors discuss m-Government in Egypt and its related issues. The chapter begins by a survey for the available e-Government services in Egypt. So, the current Egyptian mobile situation is stated. Consequently, the chapter analyzes the possible opportunities for the government presenting m-Government services. Finally, the challenges facing the mobile applications industry in Egypt are discussed. At the same time, this chapter introduces some possible solutions for these challenges. The analysis of the Egyptian situation shows that the Egyptian society has many opportunities for developing m-Government applications. These opportunities should be exploited. Moreover, the existing challenges facing m-Government in Egypt can be avoided by good governance. The cooperation between all authorities in the republic is a must for the effectiveness and efficiency of m-Government projects.

Poverty is one of the main issues faced by countries across the world. Over the last three decades, governments and international organizations such as the World Bank, the IMF, etc. have been trying to reduce poverty. Despite this, today almost 2.5 billion people are still living in poverty. Entrepreneurship is often seen as a way to reduce poverty. Moreover, the role of entrepreneurship facilitators is very important in creating a suitable business environment for entrepreneurs which increases the capacity of entrepreneurial activities. The purpose of this thesis is to provide an insight into how entrepreneurial activity and entrepreneurship facilitators (Government, Incubators, and Financial Institutions) help in improving the business environment in all countries and hence in poverty alleviation, examining the impact in case of high-income, high medium-income, medium-income, low-income countries and, as a result, reduce poverty. To investigate this, the Human Development Index (HDI) has been used to measure poverty. Secondary data for Entrepreneurship (Entrepreneurial Facilitators, Entrepreneurial Activities, and Economic Factors) and Poverty (HDI)) from the period of 2005 to 2016 are used for high-income countries, high medium-income countries, medium-income countries and low-income countries. The study has found that there is a positive and significant relationship between entrepreneurial activity and the changes in Human Development Index (HDI) in all countries studied over the 12 years period. It also finds that the presence of good entrepreneurial facilitators improves the capacity of entrepreneurial activity which reduces poverty as measured by the HDI. It adds to the body of knowledge by using HDI as a new tool to analyze the impact of entrepreneurial activity country wise. It also suggests that governments need to make better business related regulations which will motivate entrepreneurs and create ease of business doing. Finally it suggests that trade openness bring foreign investments in a country which create employment for people.
