The study evaluated the resources and services available in the official government websites of all the cities in Davao Region to determine the extent of its implementation of e-governance. In particular, the assessment was done to verify if the following contents were promoted in their websites: (a) citizen awareness and understanding of their community’s characteristics; (b) efficiency and effectiveness in service delivery; (c) transparency and accountability in operations and services; (d) awareness of policy making process and participation in decision making; (e) linkage and interaction between government and citizens and other groups; and (f) linkage between government and business. Moreover, the compliance of the city websites in posting the reports required by the Full Disclosure Policy (FDP) was also determined.            Results were initially obtained through an assessment done by the researcher using the checklist adapted from the study of Siar (2007). Preliminary findings were triangulated and substantiated from the Focus Group Discussion (FDG) with thirty (30) information technology participants who scrutinized the available contents in each of the website using the same checklist. Frequency counts, means and percentages were utilized from the derived significant discussions.            Findings showed that relatively low results were acquired by the city websites in Davao Region except for Davao and Tagum where most of the contents were promoted in the site. Moreover, the websites of both cities have advanced features and services which were not included in the checklist. As to the FDP compliance, findings revealed that except for Digos, all cities utilized their website to post the reports required under the FDP.            The study concludes that while all cities have utilized their websites for e-governance, the quality of its contents show substandard adoption and underutilization. The study suggests that each city exploit the benefits offered by the websites as a medium in promoting innovative public service delivery.

AbstrakDinas Kominfo Pemkot Surabaya merupakan instansi pemerintah di bidang IT yang mencoba memfasilitasi segala kebutuhan IT warganya agar dapat melek IT sekaligus diharapkan mampu memproduksi konten informasi, sehingga dapat berkontribusi dalam pembangunan kota Surabaya. Sampai saat ini, Dinas Kominfo Pemkot Surabaya telah menyediakan fasilitas internet gratis di 42 titik taman kota di Surabaya yang bisa diakses warga selama 24 jam. Tujuannya agar masyarakat kota Surabaya lebih mudah untuk memperoleh beragam informasi secara online. Akan tetapi, dari fasilitas akses internet tersebut masih belum dimanfaatkan masyarakat secara maksimal. Sehingga masih terjadi kesenjangan digital (digital divide) di kota Surabaya. Oleh karena itu, dibentuklah program pelatihan internet yaitu Broadband Learning tentang Teknologi Informasi dan Komunikasi bagi warga Surabaya agar melek IT secara keseluruhan. Pada akhirnya, penerapan konsep Surabaya Cyber City dapat meningkatkan kualitas kinerja Pemkot Surabaya yang berbasis e-Goverment. Metode analisis dalam penelitian ini adalah deskriptif kualitatifuntuk menggambarkan fenomena yang terjadi berkaitan dengan pelaksanaan program BLCperiode tahun 2014-2015. Penelitian ini menggunakan metode studi kasus dengan teknik penjodohan pola, yakni membandingkan pola berdasarkan data empiris dengan pola yang diprediksikan. They has been providing a free internet facilities at 42 points the City Park in Surabaya citizens which can be accessed for 24 hours. Therefore, the internet training program, namely Broadband Learning Center (BLC) were built. That is a form of learning internet literacy program of diverse material about ICT for the citizens of Surabaya become IT literacy. The application of the concept of Surabaya Cyber City can improve the quality of Surabaya city government performance for e-Government based.In this study, the method of analysis used is descriptive qualitative research methods, to describe a phenomenon that occurred with regard to the implementation of the program BLC in period of 2014-2015. This research method using case studies by comparing the pattern based empirical data with the predicted pattern. Esta investigación muestra las características y estrategias socioeconómicas identificadas en un grupo de famiempresas de confección en Ciudad Bolívar, localidad de Bogotá, con las cuales logran la permanencia de sus negocios y así la reproducción de la vida y la subsistencia de sus familias. Este primer elemento se contrasta con las políticas de consecución de ingresos desarrolladas por los gobiernos distritales en el período 2000-2013, con el fin de encontrar los elementos comunes y el real aporte con el que las políticas sociales y económicas del Distrito benefician la economía popular de la ciudad, teniendo como referencia el grupo de famiempresas con el que se trabajó. Después de obtener un paralelo entre las políticas socioeconómicas del Distrito y las necesidades reales de las famiempresas, se desarrolla un ejercicio práctico aplicando la metodología de Vester como base para la formulación de recomendaciones dirigidas hacia los gobiernos distritales, en las que se manifiestan las prioridades que esta población objetivo espera de la acción institucional para mejorar el desempeño de sus famiempresas y, por ende, el de su consecución de ingresos para mejor su calidad de vida y la de sus familias.ABSTRACTThis research examines the socio-economic characteristics and strategies pertaining to a group of family business in the apparel sector in Ciudad Bolivar (Bogota), which ensures some stability in the business itself and in their families´ livelihood. This study compares the state of city government service delivery for communities living in different areas with different level of affluence in Rajshahi City in Bangladesh. Based on the results of a qualitative study, we found a significant service disparity between the affluent and the poor communities. This disparity is due to the inability of the poor to hold service providers accountable, attributable to a lack of knowledge about services and a lack of social status. Lack of quality monitoring and a marked bias in the quality of interactions between the poor and the affluent contribute to the service disparity This disparity is largely invisible to the poor who, instead of comparing themselves with the affluent citizens, compare themselves with a similar class of people.

Open Government is committed to improving the quality of information availability on government activities, supporting civil society participation in government, upholding professional standards in public administration to prevent corruption, abuse of power and increasing access to the use of new technologies to support accountability and openness. Currently, many governments have implemented e-government which supports the government's goals in open government. Where, e-government is used to describe the use of technology in carrying out several government tasks. The city government of Palembang has several applications or e-government systems that are open government. The city government of Palembang has not made a quality measurement of the e-government that has been implemented, so it is not known the level of quality in each application or system implemented. Based on this explanation, it is necessary to analyze the level of service quality in the system that has been implemented by the Palembang City Government.

Sustainable urban development leads to the creation of livable cities. The Green Open Space (GOS) of City requires the quality of life requirements to support the ecological, socio-cultural, and urban economic functions. In Indonesia, the provision of GOS is the city government’s responsibility, which has to carried out transparently and implemented with the involvement of stakeholders. The limited funding for the provision and improvement of the quality of GOS by the city government has developed a CSR scheme from the private sector. This CSR governance model enriches the use of CSR in addition to social assistance or charity activities, which can realize for the wider city community. The city government’s role in using CSR models is significant to ensure transparency of costs, accountable design policies, and their implementation and maintenance.

Fast and effective public services are a supporter of public administration so that continuous innovation is needed to improve the quality of public services. The city of Surabaya as one of the cities with the title of smart city has tried to always make innovations in an effort to improve the quality of public services, one of which is through the Surabaya Single Window. Surabaya Single Window is an online-based licensing service created to create effective public services. This article attempts to describe how the licensing service innovation carried out by the City Government of Suraya through the Surabaya Single Window covers five important aspects. The method used is descriptive qualitative using secondary data. It was found that the City of Surabaya succeeded in creating public service innovations through the Surabaya Single Window. The Surabaya Single Window has a positive impact on licensing services in the City of Surabaya, although in its implementation there are still certain guarantees.

Gilds had come to be a major force in the city by the late fourteenth century. The major gilds dominated the city government. Gilds served as educators of apprentices on civic behaviors and rituals, as well as in the trades. Participating in gild governance groomed men for civic service. The election of wardens was similar to that of civic office holders, as were the rituals of subordination to the wardens. The gild courts maintained oversight of members’ behavior and the quality of the goods produced. Distinctive liveries were an important indicator of members’ status in the gild. Those of the highest status wore the gild’s gown, whereas those of lesser status wore only the hood. The gowns were worn on civic occasions but also for the funerals of members, for banquets, and for processions on the feast day of the gild.

The long-term goal of the concept of poverty reduction is to give the same level of welfare for the Indonesian people, and in this research is the development of innovative Models of Poverty Reduction, with the subject on (1) How the application design model of the institutional prevention of poverty through interface Program Quality Improvement of Slums and (2) how the efforts in governance of slum through simulation integration with poverty alleviation. The method used is the description by sharpening the Focus Group Discussion (FGD) about the handling of the slums in the city of Kendari and intervention efforts Increase the quality of housing and slums, so that the governance model can be used in other areas in Southeast Sulawesi.

This research is motivated by the number of companies in Batam that closed and left Batam which caused many unemployment, so the role of MSMEs in Batam is now very much needed. The focus of this study is to determine the application of accounting information systems and the quality of MSME financial reports on business development in Batam City. This research was conducted at Micro, Small and Medium Enterprises (SMEs) in Batam City, Riau Islands Province. The subjects of this study are business people or MSME businesses that utilize revolving funds from the City Government (Pemko) of Batam, which are recorded at the Batam City Cooperative and MSME Office. The population in this study are business or MSME businesses that utilize revolving funds from the City Government (Pemko) of Batam as many as 2,105 businesses and by using the Slovin formula so that the sample becomes 96 MSMEs. All samples come from SMEs who run businesses in Batam City. Research shows that the application of accounting information systems has a significant effect on business development in Batam City, the quality of MSME financial reports has a significant effect on business development in Batam City, the application of accounting information systems and the quality of MSME financial reports simultaneously has a significant effect on business development in Batam City

The study aimed to identify the effectiveness of the quality of performance of women in NGOs. The results showed that the quality of the performance of women in NGOs was determined by the study sample (Speed ​​of service delivery, development and improvement of services provided, continuity in service delivery, service delivery method, cooperation with members of NGOs. Cooperation with citizens to meet their needs). She also showed professional proposals to increase the effectiveness of the quality of women's performance in NGOs. The results reached a suggested concept to increase the researcher used the descriptive method suitable for the social survey method using a comprehensive questionnaire based on the questionnaire as a data collection tool. Data will be coded and analyzed statistically using SPSS.V. 21.0
