The paper discusses the main directions of social development of the Adyghea Republic in the context of increasing challenges to environmental safety. The structure of environmental safety of the region is formed by a system of effective environmental management, mechanisms for preserving the biological and natural diversity of the territory and environmental tools for maintaining public health. The authors confirm the thesis that environmental safety is one of the main indicators of effective management of the subject of the Russian Federation. The need to take into account modern environmental standards in the development and selection of a model of socio-economic development of the region is justified. The publication analyzes measures of state policy in the field of transport infrastructure development aimed at reducing the destructive impact of environmental challenges on the quality of life of the population in the republic. Based on the generalization of the results of sociological studies conducted in the region from 2008 to 2021 by state authorities and the author's research team, the attitude of the population to the environmental situation in the Adyghea Republic is evaluated. It is inferred that it is advisable to develop integrated socio-economic development taking into account the specifics of the natural and biological landscape of the region and improve ecological culture as an instrument to ensure environmental safety and a high level of quality of life for the population.

The socio-economic development of the country is the goal of every state. An important element in achieving this goal is the availability and application of a macroeconomic generalizing indicator that reveals the purpose of public policy. The main aim of the study is to identify the socio-economic characteristics of the organization of life in the countries of Scandinavia, using the macroeconomic generalizing indicator RAZ (the name of the indicator is based on the first part of the Russian word “razvitie” translated as “development”), proposed by the authors. The authors consider this indicator as suitable for cross-country comparisons of the quality of life and an objective estimation of development of the society from the point of view of focusing on the maximum disclosure of person's abilities and personal development. The research was based on the methods of analysis, synthesis, comparison, generalization and modeling, as well as on the case-study method. The use of these methods made it possible to identify the characteristics of the socio-economic organization of life and characteristics defining quality of life (human birth, education and medical care) in their composition, and also the indicators corresponding to them characterizing qualitative changes — levels of human birth rate, education and medical care. The generalized estimation of the specified characteristics defining quality of life, it is offered to make by means of a macroeconomic generalizing indicator. For its calculation a set of the quantity indicators defining quality of life (population in the country, number of the persons trained in an education system and number of healthy people) is generated. The authors make an assessment of the macroeconomic generalizing indicator and the set of the quantity indicators defining quality of life (the population in the country, the number of healthy people and the number of people studying in the education system). The study has developed an approach to calculating defining quality of life indicators using the System of National Accounts according to the data of the European Bureau of Statistical Research and the official websites of the national statistical services of the countries of Scandinavia and Switzerland as a country that has indicators close to the leading values of the countries of Scandinavia. These estimates can be used for comparative analysis purposes. The study compiled a rating of countries according to the macroeconomic generalizing indicator. According to calculations, Norway occupies a leading position. The lowest rank is observed in Sweden. There are changes in the quality of life in society, and this complex phenomenon requires an objective assessment. Generalizing indicator of the development provides such an assessment. The indicator allows us to evaluate the set of characteristics that determine the quality of life, which is not yet taken into account in cross-country comparisons, and to compare them. It has been established that the lack of development of the conceptual apparatus and the unavailability of important statistical information complicate the principle of compiling the indicator and lead to an inaccurate calculation of the macroeconomic generalizing indicator at this study stage. Nevertheless, it was found out that the calculation could be made in relation to the following levels: humanity (world), country, region or city. Further research is planned to study substantiation of the conceptual device of formation of RAZ as indicator for cross-country comparisons of quality of life and an objective estimation of development of the society, as well as for using it as a modelling element of social and economic systems. Besides, it is necessary to develop additional characteristics that take into account the influence of a person’s life expectancy on the quality of his life, as well as in clarifying the conceptual apparatus for forming a macroeconomic generalizing indicator RAZ for building a rational organization of people's place of residence. This approach creates new theoretical and methodological foundations for scientific knowledge of the socio-economic development of the countries and allows us to analyze the quality of life as a base which moves development of the countries in different historical periods and to see the development of the world in the future in a different way.

The paper substantiates the necessity to study a transport infrastructure in the context of its impact on socioeconomic indicators pertaining to the development of a certain region. The importance of this study is confirmed by the goals and objectives of the transport system development of the Republic of Belarus, which are outlined in the National Strategy of the Republic of Belarus for Sustainable Socio-Economic Development for the period until 2030, and they are considered as well as priority areas for the development of Minsk region, presented in the Sustainable Development Strategy of Minsk Region for 2016–2025. The influence of eight indicators for transport infrastructure development of Minsk region on four key socio-economic indicators of the region development such as gross regional product, investment in fixed assets, revenues of consolidated budgets, average wage level has been investigated in the paper. A multiple regression analysis has been applied for assessing a relationship between dependent and independent variables. A step selection method has been used as a method of multiple regression analysis. All calculations have been carried out in the IBM SPSS Statistics 20 program. As a result of the study correlation indicators have been established between dependent and independent variables, relationships between variables and dependencies have been determined in the paper. The reliability of the obtained results have been verified with the help of the Fisher and Student's criteria. The obtained results have made it possible to identify key indicators for a transport infrastructure of Minsk region which have the greatest impact on socio-economic development of this region and can be used to analyze an investment attractiveness of Minsk region.

Introduction. Given the limited own resources of local self-government, it is important to ensure the effective functioning of the mechanism for providing investment subventions from the state budget. Such investment subventions include subventions for the formation of infrastructure in the united territorial communities and subventions for the implementation of measures of socio-economic development of separate territories. The purpose of the paper is the analysis of the mechanism of providing and using investment subventions to local budgets in order to identify disadvantages and eliminate them. Results. Providing an “infrastructure” subvention to local budgets has strengthened the capacity of united territorial communities and to some extent improved the quality of services provided to the population. During 2016–2019, UAH 6.5 billion was allocated from the State Budget of Ukraine to local budgets for infrastructure development and 9475 projects were implemented. With the help of these subventions, schools, kindergartens, outpatient clinics, cultural and sports institutions, water mains and roads were built and repaired, and specialized transport was purchased. However, in recent years, the role of this subvention has decreased significantly due to the fact that the number of UTCs that received an infrastructure subvention during 2016–2021 has increased significantly, and its volume has hardly changed. The amount of subventions from the state budget to local budgets for the implementation of measures for socio-economic development of certain territories has also decreased, which negatively affects the capacity of local governments in the field of investment projects. Conclusion. The volume of investment subventions remains insufficient, and their distribution is partly in a “manual mode”, which creates a favorable environment for political corruption and lobbying.

The socio-economic development of the territory is determined by many parameters of both economic and social nature. Some of them may indicate positive trends, whereas others point at negative ones. This situation makes it impossible to draw an unambiguous conclusion about the vector of changes in the region or municipality. In such conditions, it is important to define integrated indicators that would comprehensively assess the situation on the territory in question. One of these indicators is the living standards. In single-industry towns, which are special objects of attention and management, monitoring the state and changes in the quality of life should become an important tool and a parameter of monitoring the socio-economic situation. It is important to analyze not only the objective, but also the subjective components of the living standards in the community. The paper substantiates the approach to living standard assessment with the help of statistical and sociological markers. It features specific indicators of the living standards and conditions, the integration of which makes it possible to obtain an adequate assessment of the quality of life in a municipal formation, including a monoprofile one.

A global imperative that is especially relevant for Ukraine in view of the social, environmental and economic challenges of sustainable development is to ensure sustainable development. Therefore, addressing the topic of prospects for the development of infrastructure in the country's regions, given the fact that Ukraine is currently moving towards the implementation of a wide range of reforms aimed at improving the welfare of the population is a very important topic. First, because the components of the infrastructure are the main principles of quality of life, which affect the level of satisfaction of citizens. Secondly, a highly developed infrastructure complex is able to bring the country to a whole new European level of development. In terms of infrastructure development, the following priority areas are: housing and communal services, transport and communications, medicine, education, recreation system, ecology, social security, culture, as the most important systems that ensure the gradual sustainable development of each region, and the country as a whole. Despite the sufficient attention of state and regional authorities to the development of infrastructure in many regions of the country, there are still problems of existing infrastructure facilities, such as - educational, cultural, sports, medical, preschool educational institutions and schools, hospitals, etc. The degree of wear of which sometimes reaches 60%. In addition, there are problems with the provision of urban and regional transport to meet the existing needs of residents of the city and its remote areas, which provokes significant time to travel, and so on. In general, the quality of most social infrastructure facilities leaves much to be desired, which determines the high degree of relevance of the topic of this article. The article analyzes the current state of educational institutions, health care and transport infrastructure of the Dnipropetrovsk region, identifies urgent problems. In addition, the problems of the development of transport infrastructure (insufficient number of transport units, its unsatisfactory technical condition, frequent breakdowns, high level of wear, etc.) are highlighted, which requires taking measures to increase the level of accessibility and comfort of transport in the region.

The system of regional development and the conceptual apparatus of the term “region” are analyzed. Modern problems of local budgets are revealed. The focus is on the low level of financial capacity of local budgets, which affects the state of solving current socio-economic problems, as well as the independence of local governments. At the same time, there are examples of inefficient use of budget funds, which are allowed by budget managers at the local level, which negatively affects the achievement of priority goals of socio-economic development of territories. Attention is focused on the need to improve the quality of management of managers and recipients of budget funds, including the use of program-targeted budgeting method. Emphasis was placed on the need to expand the tax capacity of the regions in filling local budget revenues. Emphasis is placed on the expediency of better use of budget policy instruments in improving the effectiveness of budget expenditures, ensuring sustainable dynamics of socio-economic development of regions, which will improve the level and quality of life.

The role of transport infrastructure as one of the regional development indicators The aim of this paper is to present the place of transport infrastructure in socio-economic development programming and to analyse the nature and role of this factor in selected theories of regional development. The first part of the paper describes the research method and sources used. The second part contains a synthetic review of the literature on transport economics and indicates the key elements from the point of view of socio-economic development and, consequently, the interest of public authorities. The third part describes the discussion on the expected role of infrastructure investments and their place in selected concepts of regional development. It focuses on the dilemma of the “anticipatory” or “secondary” model of infrastructure development and the role of this issue against the background of other regional development factors. The book closes with a conclusion on the role of the transport sphere in supporting regional development and the conclusion that transport infrastructure is an indispensable element in creating accessibility and, in parallel, the internal potential of regions.
