Despite the sufficient attention of state and regional authorities to the development of infrastructure in many regions of the country, there are still problems of existing infrastructure facilities, such as - educational, cultural, sports, medical, preschool educational institutions and schools, hospitals, etc. The degree of wear of which sometimes reaches 60%. In addition, there are problems with the provision of urban and regional transport to meet the existing needs of residents of the city and its remote areas, which provokes significant time to travel, and so on. In general, the quality of most social infrastructure facilities leaves much to be desired, which determines the high degree of relevance of the topic of this article. The article analyzes the current state of educational institutions, health care and transport infrastructure of the Dnipropetrovsk region, identifies urgent problems. In addition, the problems of the development of transport infrastructure (insufficient number of transport units, its unsatisfactory technical condition, frequent breakdowns, high level of wear, etc.) are highlighted, which requires taking measures to increase the level of accessibility and comfort of transport in the region.

The article seeks to explore the state of government regulation of transport infrastructure and to reveal its specifics in ensuring this sector efficiency in the context of economic globalization. The study suggests that the framework of legislative and strategic documents in the area of transport industry and its infrastructure development regulation should be considered at the international, national and the regional levels. The paper also provides insights to the key challenges hindering the innovative development of the transport infrastructure in Ukraine. The research findings have revealed the major gaps in the system of government regulation of the Ukrainian transport infrastructure which refer to: the absence of a single public regulatory authority in the transport sector which is empowered to perform regulatory, monitoring and the control functions; fundamental imbalances in transport infrastructure development (as to different transport categories); the lack of tax incentives for investors in infrastructure facilities; the lack of a balancing mechanism to regulate the number of operators in various transport market sectors through licensing procedures; the absence of an effective mechanism for designing appropriate pricing (tariff) policies in the transport sector focusing on the need to prevent monopolization while promoting competition in adjacent markets etc. It is argued that a strategy to eliminate the above shortcomings in government regulation practices in the area of transport infrastructure should be built through searching a balance between deregulation (decentralization) and excessive centralization in the specified sector. With the purpose of consolidating and structuring the information to ensure the efficiency of transport infrastructure development based on government intervention, the study has identified the following components of a basic government regulation toolkit which involves a wide range of organizational, regulatory, social, economic, innovative, market-based, informational and analytical instruments.

The paper presents the definition of quality of life and its relationship with sustainable development. The paper analyses and compares the indicators of quality of life in Lithuania with other countries. A quality of life is an explicit or implicit policy goal. Various measurements and indicators to evaluate a quality of life were proposed during the recent years however there are no widely accepted objective indicators of quality of life able to compare countries. Sustainable development concept proposes new approach to measure quality of life. Therefore the aim of sustainable development is to increase quality of life. Quality of life can be addressed in terms of people health, the state of economy, employment, infrastructure development, crime and environment. All these indicators are interrelated as economic development creates preconditions to maintain public health, develop social and technical infrastructure, to increase employment, to ensure quality of environment, to tackle with crime etc. From the other point of view healthy and satisfied with the quality of life nation have positive impact on stable economic growth.

One of the most relevant issues causing concern of the world community is the ensurance of sustainable development. The problem was raised in the second half of the 20th century and has not been solved up to the present yet. The main idea of the article is to consider the spatial factor of sustainable development. The author shows that there is a high level of territories’ socio-economic differentiation in the Russian Federation. The problem of increasing polarization both between the center and periphery, and between the town and countryside has become particularly urgent. Rural areas are significantly lagging behind in terms of the population’s level and quality of life, and the rates of socio-economic development. The trends of rural extinction are intensifying and, as a result, there emerge the sparsity of economic space, and the decrease in stability of the national settlement system and development of countries as a whole. The increase of socio-economic problems in rural areas requires strengthening of the state regulation concerning the territories’ spatial development
