This article analyses the conception of the improvement of hazardous goods transportation technology as well as its theoretical principles. Basic organizational aspects of hazardous goods safe transportation are also represented. Effective and safe hazardous goods transportation is possible only using good informational supply. Process modelling and the creation of hazardous goods transportation informational system can improve each hazardous goods transportation technological process. This system should join its components on the whole and coordinate state institutions. The article studies the experience of foreign countries in the creation of informational systems. In the world developed countries various methods of safe dangerous goods transportation are used. This article analyses the types of informational technologies application problems, shows their schemes. It is noted that the solution of transport technology problems is based on the improvement of technological supply, the rational usage of informational modelling methodology of the whole transportation process.

Compared to the trends of the OECD countries, the proportion of graduated higher educational students is low in Hungary, especially in the doctoral education; however, the need for doctoral education has been increased due to the expansion in the past two and half decades. According to the report of the European Committee, the ratio of those having a PhD degree is 0.8 per mille among the 25- to 34-year-old Hungarian population that is not advantageous. As a causal factor, the dropout can be detected. The aim of my investigation is to detect the pattern of the dropout of the doctoral students. Who are those who quit their studies before finishing it? In which field is the ratio of graduation the lowest? I hypothesize that approximately one fifth of the students enrolled for a doctoral course quit their studies during the education. According to the educational fields, the dropout ratio is the lowest in the natural, medical, and agricultural sciences, whereas it is the highest in the arts, human, and social sciences. The basis of the current research is provided by a huge national database entitled Higher Educational Informational System, containing the data of doctoral students enrolled in the autumn semester of the school years 2010/2011 and 2014/2015.

The article describes geo-informational system (GIS) aimed at advancement of epidemiological surveillance for anthrax in the Rostov region and developed with the use of the following resources: computerized program Quantum GIS 2.2, soil maps from "Unified State Register of Soil Resources of Russia", information submitted by experts of the Federal State Healthcare Institution "Center of Hygiene and Epidemiology in the Rostov Region", data gained from the Public State Archives of the Rostov region. GIS makes it possible to reveal patterns ofspread ofanthrax among people and animals, to carry out comparative historic data analysis, to trace dynamics and a trend of incidence, to analyze the distribution of fixed problem areas according to the types of soils, landscapes, etc. Information presented in user-friendly form will be helpful for the effective and timely decision-making.

The requirements of coping with emergencies on the national level include the necessity to modify the structure of disaster medicine centers that deal with major emergencies. Sharing the responsibility for the management of emergency response and preparedness also is important. The evolution of disaster medicine service is key for disaster risk activities. The goal of this presentation is to show the center subunits and their tasks based on strict management under the leading the Ministry of Health and Social Development of Russian Federation. The main units of the disaster medicine center are proposed in view of the relationship to the regional and municipal centers and local medical facilities. The participation of corresponding-level centers in emergency response is dictated by the emergency scale, characteristics of the event, number of injured, number and capacities of local (regional) medical facilities, and other needs in emergency response management. The system of supply management during emergencies comprises a network of warehousing conserving the federal, regional, and local reserves of medical products is revised regularly. The new, information-sharing, automatic, geo-informational system manages the distribution of supplies for any event and evaluates the presence of resources and personnel around any focal point where any natural or technological emergency occurs. Such an informational system is being discussed for the revision of supplies and management on the international scale. The issues of field practice are proposed and suggestions on the modern coordinating mechanisms will be discussed.

Land-use as a part of the earth’s surface used in an unitary manner, constitutes as one of the objects of Real Estate Cadastre in Poland. This register gathers data concerning actual grounds status, buildings and premises. Cadastre is carried out in an informational system on the basis of Geodetic and Cartographic Law and its implementing act. The contents of mentioned legal regulations are very general in terms of capturing and revealing data on ecological land-use. The rules are also related to environmental protection law. It often makes its proper interpretation difficult. In this article, the study aimed to systematize information about recording ecological land-uses in Polish Real Estate Cadastre has been performed. Practical and legal solutions concerning determination of the ecological land-uses coverage have been presented. The authors evaluate an order of individual activities leading to ecological land-use disclosure in cadastral database. The consequences and constraints in enforcing the ownership to land property or its parts where ecological land-use was allocated are analyzed as well. The statistical data in the scope of number and surface area of ecological land-uses in individual provinces have also been demonstrated.
