This chapter introduces the post-2008 historical context of crisis and restructuring, where communications have become a new epicenter of political-economy transformation and a crosscutting tool for economic recovery and industrial upgrades. It also introduces the themes of this book, that is, the centrality of communications to Chinese-style capitalism, the state’s constitutive role in the evolving networked economy, and, lastly, the relationship between the state-dominated communications system and the global digital economy.

This article describes the state of genocide studies, historicization, and causation, placing genocide into its historical context, and genocide in the world today. ‘Genocide’ is unfortunately ubiquitous, all too often literally in attempts at the destruction of human groups, but also rhetorically in the form of a word that is at once universally known and widely invoked. The comparative scholarship of genocide began with Raphael Lemkin and through the later Cold War period was continued by a small group of dedicated scholars. The discussion also opens the probing of the limits and the utility of the concept of genocide for historical understanding, and placing this crime back in its context that may often include mass non-genocidal violence. It also reflects on the debate about the relationship between individual acts of genocide and the wider political economy and norms of the worlds in which they occur.

Political economy and religious policies affect the relationship between sharia and financial authorities. Countries that make Islam as the official religion put Sharia authorities within the scope of the state. Malaysia is one of the countries that put Sharia authorities in the structure of state authority, although it is subject to independency. In the meantime, Indonesia combines the two models of relationship: 1) granting broader independence to sharia authority (the Indonesian Ulema Council) and 2) forming sharia board to deal with sharia finance, among others. The comparison of Indonesian, Malaysian, and the Middle Eastern countries’ system shows that the independence and the effectiveness of sharia economic fatwa application are found to attract each other. This, in turn, influences the supervision of Islamic financial institutions.  AbstrakPolitik ekonomi dan kebijakan agama memengaruhi hubungan antara otoritas syariah dan otoritas keuangan. Negara yang menjadikan Islam sebagai agama resmi menempatkan otoritas syariah dalam ruang lingkup negara. Malaysia adalah salah satu negara yang menempatkan otoritas Syariah dalam struktur otoritas negara, meskipun tetap independen. Sementara itu, Indonesia menggabungkan dua model hubungan: 1) memberikan independensi yang lebih luas kepada otoritas syariah (Majelis Ulama Indonesia) dan 2) membentuk dewan syariah untuk menangani hal yang berkaitan dengan keuangan syariah. Perbandingan sistem Indonesia, Malaysia, dan negara-negara Timur Tengah menunjukkan bahwa independensi dan efektivitas penerapan fatwa ekonomi syariah terbukti saling berhubungan satu sama lain. Ini, pada gilirannya, memengaruhi pengawasan lembaga keuangan Islam.

In the article, the author deals with the political and social influences of the relationship between the state and religious communities in France. The first part of the paper is an analysis of historical context and the construction (evolution) of laicism in France through its local characteristics, values and social strengths, contributing to its formation. The fact that Catholic Church was one of the main legitimizing pillars of ?the old regime?, permanently determined the relationship between church and state, most importantly - it?s subsequent social exclusion under the Republic. The 1789 French revolution in conjunction with the 1905 law on the Separation of church and state, up until present time, have been seen as the most important events in defining the relationship between political and religious entities in France. The second part of the paper continues in outlining the founding logic and principles of the contemporary relationship between religious communities and the French state. The article concludes in suggesting that through its persistence of a purely Laicistic model of state-church affiliation, view of the nation as a community of citizens, Weberian definition of the State, and the acceptance of the public sphere as common space in which communal interests are negated, France today represents an isolated island on the European continent.

Focusing on Prime Minister Gordon Brown’s apology to British child migrants in 2010, this article proposes that public apology, as a moral and political act, is a compelling site for examining attempts to redefine and redress previously silenced pasts. Postwar child migration has been something of a silenced chapter in British history. In my research I examine one such child migration scheme, namely a project which sent select British children (aged 4 to 13) to colonial Southern Rhodesia—today’s Zimbabwe—between 1946 and 1962. Through this case, I discuss two intertwined aspects of the transformative intentions of apologizing. First, the apology aims at amending the relationship between the apologizer and the victims and at remodeling the recipients’ political subjectivities. Second, the apology discloses distinct, but contradictory, understandings about the relationship between past, present, and future. It emphasizes the continuous effects the past has in the present, but simultaneously purports to create a temporal break with the past, marked by a moral transformation of the state. However, although the apology aspires and has potential to give voice to those previously silenced and to re-articulate a more legitimate version of the past, its framing eliminates the broader historical context of the Empire. Thus, while partially overcoming silences, the article suggests, the apology also reproduces and reinforces others.

This essay reviews three recent books on the political economy of finance in postcolonial Asia and Latin America and suggests a framework for examining the relationship between political power and varying patterns of control over investment resources. The stress is on the constraints different controllers of capital can impose on state leaders, the conditions under which policymakers can subvert these constraints, and how conflicts within the state over the trajectory of policy are mediated by who (or what) supplies critical investment resources and the institutional channels through which the resources flow.

Abstract In this review, I argue that Erik Olin Wright’s Envisioning Real Utopias is necessary reading for anyone interested in thinking through the possibilities of creating noncapitalist ways of organising economic and social life in the world today. However, I also raise questions about Wright’s deterministic interpretation of Marx’s critique of political economy, his relative neglect of class-analysis, and his non-Gramscian conception of the relationship between the state, economy, and civil society.

Historians of the United States have long contended that the study of governmental institutions, including the history of public policy, is no longer central to the teaching and writing of American history. Some lament this development; others hail it as a sign that other worthy topics are finally getting the attention they deserve. Yet is it true? The recent outpouring of scholarship on the relationship between the state and the market, or what an earlier generation would have called political economy, raises questions about this venerable conceit. Indeed, if one were to pick a single word to characterize the state of the field in the history of American political economy, it might well be “robust.”

This essay charts the shifting assemblage of the conduct of state, corporate, and Indigenous authority through four historical moments: mercantilism, settler colonialism, Indigenous resurgence, and corporate reconciliation. With reference to Gitxsan territories, it makes a series of interrelated arguments. The development of colonial territorial claims and regimes of governance overlapped pre-existent and ongoing Indigenous territorial relationships. The historical division between the political and economic domain reshaped the relationship between state and corporate authorities, the state deferring to corporate actors to manage relations in the economic domain. The conduct of state and corporate authorities has constrained and modified the exercise of Indigenous jurisdiction. Nevertheless, Indigenous resurgence has opened space for renegotiating the colonial legal order, including relations between extractive resource companies and Indigenous authorities. Emergent corporate practices of contracting with Indigenous authorities over development, however, reflect a reconfiguration rather than rupture of the settler colonial legal order. Corporate-Indigenous agreements rely upon colonial modes of organizing lawful political and economic conduct, and continue to block more radical and anti-colonial expressions of Indigenous jurisdiction. To expand possibilities for articulating forms of Indigenous jurisdiction that refuse the categories of colonial political economy, it is necessary to problematize the relationship between colonial state and corporate authority.
