Inland waterway transport (IWT) plays an important role in the cause of socio-economic construction and development and national defense during the period of national renewal and international economic integration. With abundant infrastructure resources, inland waterway transport is a strong transport form of Vietnam, and is considered a "locomotive" in the strategy of the transport industry. The IWT system of Vietnam is well performing its duties. The share of the IWT in Vietnam is among the highest in the world and the transport volume is still on the rise. This encouraging result is due to the main waterway network in the North and the South that currently serves the two most economically and spearhead locomotives of Vietnam. However, the development potential of IWT in Vietnam has not been optimally exploited and still limited. The main reason is due to the weak enforcement of current regulations because of overlapping legal system; Institutional framework faces many shortcomings, such as the current regulatory management sector, which lacks a formal mechanism for consultation with professional knowledge and expertise; The financial support framework is unclear and unsustainable as no user fee collection is used to support the infrastructure management activities of the Vietnam Inland Waterway Administration or lack of capital to build infrastructure development, the role of participation of private enterprises is limited. Therefore, improving the effectiveness of institutional structure, strengthening the framework and legal regulations as well as innovating financial mechanisms are essential for the sustainable development strategy of Vietnam's inland waterway transport industry in the period 2020-2030.The paper emphasizes the study of the development status of IWT system in Vietnam to highlight the role of reform solutions. The focus is on the institutional framework of infrastructure management and sector regulation, improving the enabling environment by disseminating laws and regulations in the industry, efficient distribution of capital resources ensures transparency and sustainability. The author has analyzed and comprehensively assessed the challenges that the inland waterway transport industry is facing, especially the pressure on the legal framework, institutional structure and policies that are inherently limited, also recommends for a reform program to support the IWT industry to develop in terms of both scale and technical level.

Our paper aims at assessing the role of education in implementing the strategy for sustainable development. We show how education might be used to promote the provisions set out by the United Nations Development Programme (UNDP) and the UNESCO Sustainable Development Goals (SDGs). We argue that sustainable education might help to give the young people necessary knowledge and skills that are required to understand what the SDGs represent and to take part in implementing the necessary changes and mitigating the climate change and the global warming as well-informed and concerned citizens. Understanding and embracing the concept of sustainability represents one of the main issues of the society and education plays a key role in that process. Thence, we think that the role of education is sustainable development strategy is crucial which requires additional support for education from the governments and private actors.

The article highlights the current problems of the transport system of Ukraine, as well as identifies areas for the development of relevant legislation. It is noted that current geopolitical conflicts, the challenges of world trade, the pandemic caused by COVID-19, have affected global supply chains, led to the transformation from traditional approaches for doing business to digital ones. It is highlighted that Ukraine as a logistics hub between the Europe and Asia faces the global economics challenges and needs to realize comprehensively its export and transit potential. However, according to the International Trade Administration data, only 25-30 % of the country's transit potential is currently used. In terms of the Association Agreement between the European Union and its Member States, of the one part, and Ukraine, of the other part, Ukraine's transport system should ensure synergy of all modes. The current trends for smart-port infrastructure development, uberization in the transport industry, new mode of logistics management – 4th generation logistics (4PL) are being discussed. The author emphasizes that the development of domestic legislation on public-private partnership is the priority task concerning transport industry. In addition, the author states that the priority development areas’ model should be applied for developing ports and logistics hubs in Ukraine providing non-fiscal incentives. The researcher concludes that a balanced legal policy is needed, taking into account the interests of the state, private investors, the environment and society. In addition, the appropriate legal basis should be provided for the sustainable development of Ukraine's transport system. It is concluded that the priority tasks are as follows: The proposed steps are as follows: adopting the specific Laws of Ukraine “On Railway Transport”; “On Multimodal Transport”, “On Inland Waterway Transport”, forming an independent regulatory body for natural monopolies in the field of transport, providing fair economic competition in the field of rail freight transportation.

The technogenic civilization, despite significant scientific and technical achievements, unfortunately, continues to face problems that entail irreparable consequences. Human activity based on the principle of immeasurable consumption produces an increase in inequality, poverty, hunger, diseases, armed conflicts, and global environmental changes. Weapons of mass destruction pose a global socio-environmental threat. All these trends indicate the need to move to a new level of progress based on sustainability, which in turn requires the formation of a new personality focused on the system of environmental values, and not on the values of the consumer society. Only a society consisting of people with a new worldview will be able to develop sustainably. In this regard, the author’s vision of inclusive education is formed in the study, which is understood as a system with a high integration ability, the role of which is reduced to creating a sustainable society with rational moral foundations. A doctrinal model of the implementation of the Sustainable Development Goals is proposed, the core of which is the humanization of society, contributing to moral, economic, social, cultural changes and influencing the life of society, while becoming the driving force of the economic, social and environmental aspects of sustainable development. The author’s approach allows us to expand the scientific vision of the essence and content of inclusive education, to determine the role of humanization in ensuring the implementation of the Sustainable Development Goals. The conceptual provisions of the article can be used as the basic foundations of a sustainable development strategy.

The paper outlines major preconditions of development of energy efficiency programs and the process of their introduction from the perspective of sustainable development concept. Energy saving measures of European Union are examined, its experience and results, like green books and Thermie programs, etc are analyzed. The paper also specifies relevant activities and responsibilities undertaken by Member States by 2030 and the rates planned to be achieved. The experience of neighboring Poland in energy efficiency promotion is analyzed, as far as the country most closely resembles Ukraine by the initial rates in 1990. We calculated conditional losses of Ukraine in 2017 as the gap between the rates of energy efficiency of Ukraine and Poland (similarity of climate conditions and the state of housing funds allowed us to assume that the comparison will be the most correct regarding Ukraine). The results of calculations make us conclude that the funds are used most efficiently if the money designated, for example, for subsidizing of population are directed at strengthening of energy efficiency (at least up to the level of neighboring country). It will result in saving of about 40 billion. This is the amount defined as Ukrainian capacity in terms of improvement of energy saving and possible results of its realization. The paper determines the stage Ukraine is at in introduction of energy efficiency measures and programs: “warm loans” program; conditions regarding energy saving in Ukraine enshrined in the EU-Ukraine Association Agreement; creation of legal basis, namely the Law of Ukraine “On Energy Efficiency Fund” as of 8 June 2017. The role of newly created Energy Efficiency Fund is analyzed. Special attention is paid to the fact that energy efficient construction is one of international liabilities undertaken by Ukraine. The presence of The Active House Alliance at Ukrainian market is an important achievement in this sphere as it is the non-profit association aiming at creation of housing concept corresponding to the sustainable development principles.

Cultural heritage is an invaluable asset of any city, region, or community and is an important component in the sustainable development of societies and economies. However, the role of cultural heritage has been understudied in terms of its social embeddedness and impact on social cohesion. This has led to a demand for more insights on how cultural heritage is conserved globally and more significantly via the role of societal stakeholders. Inclusive strategies allow diverse sections of a community to engage and enrich not only the anthropological interpretations of society but also support social stability and foster positive social change. This paper exemplifies how an inclusive approach was used to engage citizen engagement for the sustainable development of the built heritage in the city of Indore in central India. Best practices are presented through secondary data through various print and online sources relevant to the context. Open coding of secondary data has helped to identify strategic approaches and relationships that emerge as crucial to citizen engagement as presented in this study. The paper discusses strategies that, based on diversity and inclusivity, contribute to the enrichment of community knowledge, increased synergistic participation, and the enhancement of the sense of collective responsibility in cultural consumption.

The work discusses issues of the infrastructure, its instruments, and specifics of infrastructure in Polish and Slovak rural areas. The aim of this article is to analyze the level of technical infrastructure development in rural regions of the Małopolskie Voivodeship in Poland and the west part of Slovakia—Trnava self-governing region (Trnava region) as two regions with a similar position regarding regional competitiveness index. Following the topic, after identification of strengths and weaknesses of mentioned regions, the opportunities, and threats of sustainable development of infrastructure in rural areas have been analyzed using the SWOT method. The development of sustainable, reliable, and functional infrastructure does not only refer to the chosen regions of Poland and Slovakia but also other regions in the European Union. Sustainable infrastructure is a factor stimulating social and economic progress as one of the most important determinants of sustainable development and regional competitiveness. The authors notice a particular lack in the sustainable development of infrastructure in the field of water and sewerage management together with the supply of water. Therefore, this article tries to complete the gap in research focusing on the concept of a more systematic approach to technical infrastructure improvement in the context of sustainable development, and strategy of cooperation.
