<p>The globalisation of markets has called for, among others, two complementary requirements: on the one hand, the need to develop policies that are able to attract FDI (Foreign Direct Investment) by a number of transition economies, in order to boost the economic growth of the countries concerned and reduce the technological and socio-economic gap that separates them from the industrialised economies; on the other, the priority choice for companies to promote internationalisation, that is now considered as a necessary step to safeguard their competitiveness.</p><p>In particular, the analysis carried out starts with the evolution of the Balkan market, by collecting and describing  the macroeconomic data concerning the four Western Balkans countries (Albania, Macedonia, Montenegro, Serbia), representing those economies that are likely to join the EU in the coming years following the process started (official candidacy or accession negotiations).</p><p>Thus, the first part of the present paper aims at describing and analysing the operational and strategic behaviour of Italian companies, as well as their process of internationalisation in the abovementioned economies.</p><p>The analysis was carried out through submitting a questionnaire to managers and employees of companies operating in the Balkans; the results highlighted the main areas of the companies’ international management decision-making process (internationalisation decision, operating methods adopted and the results achieved).</p>Afterwards, the second part of the research sets the focus on the attractiveness degree reached in the area, following the reforms made by local governments that helped in improving the business climate, leading many Italian investors to operate in that area.

The Florida intrastate highway system (FIHS) is the network of state roads intended to carry the bulk of the state’s high-speed and high-volume traffic movements. Comprising only 3% of the state’s roads, the FIHS carries 32% of all traffic and 70% of truck traffic on the state highway system. However, the safe and efficient operation of the FIHS is in jeopardy. The system faces ever increasing levels of congestion and delay and a projected 20-year shortfall of $ 29 billion for needed capacity improvements. Given the lack of funding for needed capacity improvements, the Florida Department of Transportation (DOT) is turning to alternative strategies to preserve the operational integrity and safety of the system. Among these strategies is access management. The application of access management techniques on the FIHS is complicated, and sometimes undermined, by the separation of land use decision-making authority (controlled by local governments) and roadway decision-making authority (controlled by Florida DOT). To improve access management decision making on the FIHS, Florida DOT has begun to explain the overall benefits of access management to local governments and to coordinate the land development and road-way decision-making processes. Summarized is an effort to improve access management decision-making practices on a 10-mi corridor of US-19 in rural Levy County, an important north–south component of the FIHS.

Distance learning has come a long way since Sir Isaac Pitman initiated the first correspondence course in the early 1840s. Today the growing role of globalization calls for new and innovative learning systems for management education. To meet these challenges the traditional classroom model for delivering executive business education is giving way to a more holistic learning paradigm in which both the pedagogical and andragogical focus are on knowledge acquisition and management decision-making. The one-size-fits-all educational approach of the past is being supplanted by customized, web-based learning systems. The purpose of this chapter is to introduce a blended learning system that combines the best of both web-based learning and time-honed classroom practices for delivering cost-effective graduate management education.

This article discusses the essence of the analysis, required for management decision-making in the enterprise. Management analysis is the observation of the dynamics of the internal and external changes, that will respond quickly to changing external and internal factors and adjust the irrelevant goals and strategies, forecast the situation for the future. On the one hand, the management analysis can be a type of economic analysis and, on the other hand, it can be integrated with management accounting and is designed to provide the information needs of administration in the analytical information for management decision-making. The The statement, organization and content of the information of management accounting and analysis is individual for each enterprise, unlike financial accounting and financial analysis.

An integrated method for evaluating the effectiveness of projects in the field of information technology has been proposed, which could ensure effective management decision-making. All features inherent in the implementation of the Scrum methodology used in the management of information technology projects have been taken into consideration. Ambiguous situations that constantly arise during the implementation of projects affect their effectiveness. Therefore, constant monitoring of the project efficiency would provide opportunities for the project manager to make management decisions promptly, which could contribute to improving the efficiency of the project. The integrated method for evaluating the effectiveness of projects was devised in the class of organizational-technological systems based on the combined use of formalized, intelligent, and expert methods. The results of applying a given method include an increase in the project efficiency by 1.52 % by complying with time limits, a reduction in the overspending of financial resources and losses during the project, as well as the improved productivity of teamwork. A model of the project efficiency index has been devised, which would ensure taking into consideration the peculiarities of the organizational and technological components of the project, as well as establishing a logical connection between the criteria that characterize the organizational component of the project, on the one hand, and the project-technological component, on the other. The resulting project efficiency index contributes to further research of various alternative scenarios for the project implementation and forecasts the dynamics of achieving strategic goals, as well as the dynamics of process implementation. The proposed procedure for evaluating the effectiveness of the project under Scrum conditions could become the basis of the information technology of project management and the appropriate decision support system

"Romance Concordances and Balcano-Romance Convergences in the South-Danubian Romanian Dialects. Phonetic, Morphological, and Syntactic Aspects. This paper proposes to emphasise the linguistic similarities of South-Danubian Romanian dialects (Aromanian, Megleno-Romanian, Istro-Romanian) spoken in Albania, Croatia, R. of North Macedonia, Greece and Romania from the perspective of Romance and Balkan elements. We will take into consideration lexical aspects, from the point of view of linguistic contact with Balkan languages, as well as Romance elements that define these historical dialects of common Romanian. Our exposition is based on the broader theme of the relationship between genealogic (Romance features inherited from Latin, speaking of concordances in the Romance languages) and areal (convergences between the Aromanian and Megleno-Romanian dialects of the Romanian language and the languages spoken in the Balkan area). Through the presence of the Aromanian, Megleno-Romanian and Istro-Romanian dialects of Romanian in the Balkans, creating a bridge between Romània and Balkan, a convergence was attained on the one hand with the Romance languages, and, on the other, with Greek, Albanian North Macedonian as Balkan languages. Archaeology in Serbia was shaped as a discipline by the end of the 19th century. Its founders, mainly educated at the universities in the German-speaking lands, in the spirit of Altertumswissenschaft, have brought with them the corresponding attitude towards the Classical antiquity. In the process of transfer of the concepts a certain blurring occurred, but not absolute abandonment of the previous narratives about the ancient past, for example the one developed in the framework of Proto-Illyrism. From its inception in the humanistic histories of the 16th century, the Proto- Illyrian idea was the framework of political action, the pivotal point of identity construction, but as well the grounds for territorial aspirations. In these tendencies a major role was played by the Classical past. Through the usage of Classical ethnonyms and toponymes, political concepts and historical narratives, the advocates of Proto-Illyrism took part in the positioning of the Balkans in the temporal and spatial domain of the modern Europe. The paper points to the role of the Proto-Illyrian idea in the affirmation and/or legitimizing of various interests (individual, group), as well as in constructing various identities in the Western Balkans.

The article considers project management in state and municipal management, and notes the limitations of its application at the regional and municipal levels. Most municipalities have formed municipal project offices, but the work is carried out exclusively within the framework of the implementation of national projects and is more formal than practical. There is a complexity of perception of new approaches in management. Despite the active widespread introduction of digitalization in municipalities in recent years, there has been a tendency to increase the information closeness of government bodies and departmental structures from each other. The existing system of interdepartmental electronic interaction is currently focused mainly on obtaining the necessary information by the authorities in order to provide individuals and legal entities with state and municipal services. In the field of state and municipal project management, there is a certain information vacuum that prevents various project management participants from effectively performing their functions in the project implementation process. As a solution to this problem, it is proposed to lay the basis for improving the project management system a single digital platform for interdepartmental electronic interaction, combining information about both citizens on the basis of the portal of state and municipal services, and about economic entities (legal entities and individual entrepreneurs), as well as real estate objects accumulated on the basis of the portal of the Federal Tax Service of the Russian Federation, which will allow state authorities and local governments to receive complete information, necessary for the correct management decision - making, including in the field of project management.

Abstract. Based on responses from 158 reward managers located at the headquarters or subsidiaries of multinational enterprises, the present study examines the relationship between the centralization of reward management decision making and its perceived effectiveness in multinational enterprises. Our results show that headquarters managers perceive a centralized approach as being more effective, while for subsidiary managers this relationship is moderated by the manager’s role identity. Referring to social identity theory, the present study enriches the standardization versus localization debate through a new perspective focusing on psychological processes, thereby indicating the importance of in-group favoritism in headquarters and the influence of subsidiary managers’ role identities on reward management decision making.
