This paper begins by identifying constraints faced by the silviculture industry when making decisions on human resource development. It identifies market failures that may result in an underinvestment in silviculture training. The paper then provides evidence of underinvestment in training and discusses the role of government in influencing investments in silviculture training, particularly its intervention through regulatory measures such as silviculture worker certification.Part 1 presents theory and evidence concerning certification, which is defined both as an act and a process. It acts on the quality of education and training provided and ultimately on the quality of labor employed. Some functional and dysfunctional aspects of certification are touched upon. The process of certification includes the objectives of certification, intended target groups, certification and training standards, and certification structure. Assessing the human resources employed in the silviculture industry is an important step.The merits and shortcomings of certification are presented in Part 2. Key issues related to forest management are addressed to provide a balanced portrait of silviculture worker certification. The merits range from increasing product quality to reducing on-site injuries. Shortcomings include the transaction costs of certification, a phenomenon called the "generation gap," and jurisdictional control. Issues between the merits and shortcomings of certification are also included.Part 3 discusses alternatives to silviculture worker certification. Taxation, subsidies, and the dissemination of information on the benefits of training are other forms of intervention influencing decision making in the private market.

Universitas Diponegoro (Undip) is a legal entity State University. Therefore, Undip is required to improve the quality of service. Human resources are the important aspect in improving services in Undip. The development of human resources in Undip is necessary; in the form of learning task, research and dedication, training, comparative study, professorships program, awards, coaching and career development. In this modern world, one aspect that needs to be considered is the ability of human resources in using IT. For example, Undip has to make sure that lecturers are required and able to write published scientific journals online. This research concluded that the success of human resource development in Undip depends on th Rector, employee commitment in the field of human resources of Undip, and the role of the Institute for Research and Community Service (LPPM) in encouraging and monitoring the implementation of research, dedication, and training.

This study looked at the phenomenon of the quality of life (QoL) as measured by the Human Development Index (HDI), which is a composite statistic used to rank countries by the level of “human development”. Measuring and determining what is QoL is not an easy task. In this study, using HDI as the yardstick for QoL, the concepts of standard of living and per capita income were examined closely in relation to the role of government in its public expenditure programmes and how these programmes in turn influenced QoL. This research question was seen as the key to addressing the phenomenon of QoL. In particular, the role of government expenditure on health and education seems to signify the commitment of a government in improving the HDI or QoL. Using data on government expenditure of South Africa for the period 1995 to 2011, the relationships amongst these variables were examined. The findings indicate that there seems to be a significant correlation between HDI and government spending on health and education as a percentage of GDP, but there seems to be of no significance to include the variable government spending on health and education as a percentage of total government spending. The findings tell us that between 1995 and 2011, government spending on education as a percentage of GDP has had a positive impact on HDI. However, government spending on health as a percentage of GDP has had a retarding effect as shown by the negative coefficient of variation. It then implies that for South Africa to realize the MDG goals and improve on the HDI, public spending on health as a percentage of GDP needs to be significantly increased.

This study aims to determine how the role of principal In Improving Teacher Quality in Private MTs Nurul Falah Talok Kresek Tangerang District. This research is qualitative with Field Research approach (Field Research). In this research, it is found that the head of madrasah in improving the quality of teachers in private MTs Nurul Falah Talok Kresek Tangerang Regency can be achieved. Achievement and success are based on a number of findings in the research that took place, namely 1). The Head of Madrasah has empowered the effort to improve the quality of teachers by covering various practical and logical work such as teacher competence test, guidance of teaching program and improvement of teacher professionalism, Increase of income and teacher welfare. 2). Madrasah principals undertake various development and fulfillment efforts related to infrastructure and madrasah infrastructure facilities. Another result of this research is that the success of the madrasah head that can support the process of teacher quality improvement can occur due to several factors, among others 1). Madrasah principal can play an important role as a leader with its central power to always move the artery of madrasah life, 2). The head of Madrasah is also able to understand SOP, their duties and functions for the success of madrasah accompanied by a strong attitude towards the subordinates who lead in this case the teacher in his madrasah. This study is inspired by the limited educational resources in sports education, especially those that discuss the role of leadership in improving the quality of education and training of athletes in achieving the quality of human resources in the form of improving performance in sport. Through this research, it is hoped that a pedagogical resource can be used as a model, that improving the achievements of the young generation in the field of sport is not enough with the education and training of athletes, but strong leadership is needed by the Regional Head of Kediri, East Java, Indonesia, and the Indonesian National Sports Committee of Kediri City is the parent of the research. This method of research is qualitative. Data was collected using in-depth interviewing and participatory observation techniques. The results showed that the role of leadership in the education and training of athletes plays a very important role in improving the performance of sport in the area. Its form may be in the form of a leader's decision on the allocation of funds, monitoring, motivation and maximum moral support.

This chapter focuses on the productive role of government in improving the environment for doing business. Improvements in the performance of government are measured as total factor productivity and differences in income across countries can be explained by differences in the quality of their economic institutions. This makes it essential to understand why some countries make the right investments in legal institutions and deploy such legal capacity effectively. A running theme of the chapter is the possibility of a complementarity between the extractive (taxation) and the productive (supporting markets) roles of government. This is at the heart of the empirical observation that market development and state development move hand in hand. But the key insight from this is that we have to understand the incentives of a government to make investments to improve the workings of the economy.

TVET is a significant component in the scheme of things when we refer to India as a ‘young nation' with 28 (twenty-eight) million population of youth being added every year and in future about 90 (ninety) per cent of employment opportunities may require vocational skills in collaboration with industry. It can link competence of youth with Industry needs. Bringing Vocational Training closer to the needs of dynamically changing and evolving markets can help young people move into more productive and sustainable jobs. The industrial and market trends clearly indicate the necessity of strengthening the vocational education in India. The basic objective of this paper is to assess and describe the Role of Industry in ensuring quality of TVET so as to bridge the gap between actual and perceived quality of manpower. It also summarizes the factors influencing employability in present Indian and International scenario and its problems. This paper focuses on the relevance of Technical, Vocational Education and Training to specialized industry and economics demanding higher level of skills.

Abstract This article examines the change in the fundamental assumptions underpinning industrial policy from the mid-1970s in Britain. It necessarily contrasts the broadly supply-side concerns of industrial policy from the mid-1970s with the more demand-side concerns of the earlier ‘Golden Age’ period from 1945. Where in the earlier period the emphasis in industrial policy was on capital investment and the role of government in compensating for perceived market inefficiency, from the late 1970s this emphasis shifted to the need to improve the flexibility and quality of supply-side factors allied to a more optimistic view of the ability of the market to secure efficient outcomes.

The article is a review of recent epidemiological observations concerning the prevalence of overweight and obesity in different countries among people of different gender, age. social and ethnic groups. It also presents and analyses health risks and comorbidities leading to disability and death as reported by domestic and foreign researchers. It was found that obesity has multifactorial pathogenesis directly related to energy balance, consumed and expended calories. The need of a multidisciplinary approach to the treatment and prevention of the disease is emphasized taking into consideration the influence of the environment and increasing urbanization on the development of the pathology as well as the role of government efforts to stimulate physical activity of the population in the framework of integral interdisciplinary programs and control over the quality of food. The priority areas for the correction of overweight include optimization of motor activity and diet correction.
