Universitas Diponegoro (Undip) is a legal entity State University. Therefore, Undip is required to improve the quality of service. Human resources are the important aspect in improving services in Undip. The development of human resources in Undip is necessary; in the form of learning task, research and dedication, training, comparative study, professorships program, awards, coaching and career development. In this modern world, one aspect that needs to be considered is the ability of human resources in using IT. For example, Undip has to make sure that lecturers are required and able to write published scientific journals online. This research concluded that the success of human resource development in Undip depends on th Rector, employee commitment in the field of human resources of Undip, and the role of the Institute for Research and Community Service (LPPM) in encouraging and monitoring the implementation of research, dedication, and training.

This study is inspired by the limited educational resources in sports education, especially those that discuss the role of leadership in improving the quality of education and training of athletes in achieving the quality of human resources in the form of improving performance in sport. Through this research, it is hoped that a pedagogical resource can be used as a model, that improving the achievements of the young generation in the field of sport is not enough with the education and training of athletes, but strong leadership is needed by the Regional Head of Kediri, East Java, Indonesia, and the Indonesian National Sports Committee of Kediri City is the parent of the research. This method of research is qualitative. Data was collected using in-depth interviewing and participatory observation techniques. The results showed that the role of leadership in the education and training of athletes plays a very important role in improving the performance of sport in the area. Its form may be in the form of a leader's decision on the allocation of funds, monitoring, motivation and maximum moral support.

The purposes of this research are to find out a) the strategies in human resources development to improve the quality of Postgraduate lecturers at IAIN Curup, (b) supporting factors, and  (c) the obstacles of human rights development. Using qualitative research method, the data were collected through interviews and documentary study. The research results showed that the strategies used for developing human resources or improving the quality of postgraduate lecturers include: (1) organizing the research methodology training; (2) holding the scientific journal writing training; (3) holding book writing/teaching materials training; and (4) involving lecturers into National and International Seminars. Supporting factors for human resource development are (a) high commitmentof  IAIN Curup Postgraduate management, (b) organization and socialization activities for professors acceleration programs, and (c) conducting coaching clinic activities for reputable international publications, in the form of programs to publish research results in reputable international scientific journals. Meanwhile, the obstacles are inadequate infrastructure and limited funds because there are still few students and tuition fee is still in the third category in the Ministry of Religion's General Cost Standards (SBU). The funds have not been fully handed over to the Postgraduate, because it is still centralized at the Institute, if the Postgraduate organize an activity, it must be approved by the Institute before it run.

This community service is carried out by lecturers at the university, in order to participate actively in improving the quality of human resources through counseling and workshops. Counseling and workshops carried out are related to efforts to increase motivation, innovation and creativity in MSMEs, especially handicrafts made from beads. The results of MSMEs in the form of handicrafts from beads are still very much needed to be continuously improved. Besides that the market for bead creativity products is still very widely opened. The results of these beadsare  in the form of prayer beads and various women's jewelry such as bracelets and necklaces. The handicrafts are chosen because the method of making them is quite easy and the ingredients needed are easy to obtain. The method used in this service is participatory approach, and the respondents consist of the community as business actors. Respondents also participated directly in the focus group discussion, interviews, training, workshops, consuls, and executions. Through the implementation of this service it is hoped that it will be able to encourage the growth and development of MSMEs to improve community welfare and improve the quality of the active role of lecturers as a form of concern for improving the quality of human resources in the community.

This training aims to provide an overview of the concepts of improving the performance of teachersand school principals as an effort to improve human resources (HR) which is carried out througheducation and training, so that it is expected to produce high enough performance of teachers andprincipals in learning. One of the weaknesses that exist today in the world of education is the lowperformance of teachers in terms of competence and self-quality in managing classes actively andcreatively. Based on the data above, there needs to be a comprehensive effort to improve the qualityof our education. This improvement can be started from the lowest education unit, namely the schoolinstitution. The capacity of Indonesian schools needs to be increased so that they are able to face thechallenges of a much more competitive future. One way to improve school performance is to improveteacher quality. The quality of teachers can be improved by providing training and mentoring. For thisreason, as a form of Higher Education Tridharma, a Community Service Program was held with thetheme of Improving Primary School Performance through the Teacher and Principal Training Programat the As'ad Islamic Elementary School Foundation in Jambi City. The purpose of this training is toassist teachers in the development of teacher professional competencies such as updating learningmethods in class, use of learning media, etc. Through increasing the capacity of teachers through thisworkshop, it is hoped that it can improve the school's performance.

This paper begins by identifying constraints faced by the silviculture industry when making decisions on human resource development. It identifies market failures that may result in an underinvestment in silviculture training. The paper then provides evidence of underinvestment in training and discusses the role of government in influencing investments in silviculture training, particularly its intervention through regulatory measures such as silviculture worker certification.Part 1 presents theory and evidence concerning certification, which is defined both as an act and a process. It acts on the quality of education and training provided and ultimately on the quality of labor employed. Some functional and dysfunctional aspects of certification are touched upon. The process of certification includes the objectives of certification, intended target groups, certification and training standards, and certification structure. Assessing the human resources employed in the silviculture industry is an important step.The merits and shortcomings of certification are presented in Part 2. Key issues related to forest management are addressed to provide a balanced portrait of silviculture worker certification. The merits range from increasing product quality to reducing on-site injuries. Shortcomings include the transaction costs of certification, a phenomenon called the "generation gap," and jurisdictional control. Issues between the merits and shortcomings of certification are also included.Part 3 discusses alternatives to silviculture worker certification. Taxation, subsidies, and the dissemination of information on the benefits of training are other forms of intervention influencing decision making in the private market.

Purpose of the study is to examine and analyze the role of education and training in improving apparatus human resource quality through competence as intervention. The data collection was conducted by distributing questionnaires to 82 respondents. However, only 78 respondents qualified. The tool was analyzed utilizing path analysis. Research results conclude that training and education have significant effect on competence. It indicates that regular education and training for the employees will improve employees' competencies better. Education and training have a significant effect on improving the quality of human resources. The higher the frequency, the better quality of apparatus human resource. Competency has significant effect on improving the quality ofapparatus human resource. This suggests the higher apparatus competencies, the higher investmestment in the community. Competence partially mediates the influence of education and training on improving the quality of apparatus human resource. Consequently, training and education have impact on improving the competence quality of apparatus human resource as intervention.Keywords: education and training, competency, apparatus human resource qualityTujuan dari penelitian ini untuk mengetahui serta menganalisis peran pendidikan dan latihan dalam meningkatkan kualitas sumber daya aparatur melalui kompetensinya sebagai intervensi. Pengumpulan data melalui penyebaran kuesioner kepada 82 responden, namun hanya 78 responden yang memenuhi syarat. Alat dianalisis dengan analisis jalur. Hasil penelitian menyimpulkan bahwa pendidikan dan pelatihan memiliki pengaruh yang signifikan pada kompetensi, itu menunjukkan pendidikan dan pelatihan kepada karyawan dari kompetensi masing-masing pegawaipun yang lebih sering atau teratur juga akan meningkatkan lebih baik. Pendidikan dan Pelatihan memiliki pengaruh yang signifikan pada peningkatan kualitas sumber daya manusia, hal ini menunjukkan semakin tinggi frekuensi, kualitas pendidikan dan latihan akan meningkatkan sumber daya aparaturnyapun. Kompetensi berpengaruh signifikan pada peningkatan kualitas sumber daya aparatur, hal ini menunjukkan kompetensi yang lebih tinggi dari aparatur, semakin tinggi investasi pada masyarakat. Kompetensi sebagian menengahi pengaruh pendidikan dan latihan pada peningkatan kualitas sumber daya aparatur. Pendidikan dan Pelatihan sehingga secara tidak langsung berpengaruh pada peningkatan kualitas kompetensi sumber daya aparatur sebagai intervensi.Kata kunci: pendidikan dan pelatihan, kompetensi, kualitas sumber daya aparatur

ABSTRAKPeran Pustakawan dalam pengelolaan dan penerbitan jurnal ilmiah berdasarkan pengalaman dari pengelola jurnal Sosiohumaniora, Bionatura, Dharmakarya dan  Jurnal Pengabdian kepada Masyarakat di Universitas Padjadjaran, tujuan dari penulisan artikel ini, yaitu: (1) berbagi pengetahuan tentang pengelolaan jurnal serta manfaatnya bagi pustakawan; (2) menjelaskan peran pustakawan dalam pengelolaan dan penerbitan jurnal ilmiah; dan (3) menunjukkan kegiatan atau pekerjaan yang dapat diklaim sebagai angka kredit pustakawan ketika menjadi pengelola jurnal online. Metode yang digunakan metode kualitatif- deskriptif.  Metode kualitatif adalah ”disebut pula metode  penelitian  naturalistik karena penelitiannya dilakukan  pada kondisi yang alamiah. Pendekatan deskriptif adalah ” suatu penelitian yang  didasarkan pada data yang ada atau penyelidikan  yang  bertujuan pada pemecahan masalah.  Peran pustakawan sebagai pengelola jurnal ilmiah perlu pula masuk dalam kompetensi pustakawan karena berkaitan dengan keahlian pustakawan dalam memberikan layanan informasi. Dengan demikian, adanya peran aktif pustakawan di berbagai lembaga diharapkan dapat meningkatkan kualitas pengelolaan jurnal ilmiah di Indonesia. Kata Kunci : pengelolaan, penerbitan, jurnal online, administrator jurnal ROLE OF LIBRARY IN MANAGEMENTAND PUBLISHING SCIENTIFIC JOURNALSABSTRACTThe role of librarians in the management and publication of scientific journals is based on the experience of the managers of the journal Sosiohumaniora, Bionatura, Dharmakarya and the Community Service Journal at Padjadjaran University, the objectives of writing this article: (2) explain the role of librarians in the management and publication of scientific journals; and (3) showing activities or work that can be claimed as librarian credit numbers when managing the journal. The method used is qualitative-descriptive method. Qualitative methods are "also called naturalistic research methods because their research is carried out in natural conditions". Descriptive approach is "a study based on existing data or an investigation aimed at solving problems. The role of librarians as managers of scientific journals also needs to be included in librarian competencies because they are related to librarian expertise in providing information services. The problem faced by the people in Permis Village is that the quality of  Human Resources (HR) is still low to be able to process the potential of the area they have, so there is a lot of potentials that has not been optimized. Therefore, it is necessary to open insights and provide additional skills for the community in order to be able to cultivate the potential of the region by Agro-based. Then the theme that was raised was "Economic Improvement Strategy Through Utilization of Agro-Tourism-Based Regional Potential". The method used is to provide socialization and training. The results of the evaluation of the activity are that the community is very open and accepts advice and knowledge from Student Community Service Students, but collaboration from various parties is still needed so the results are optimal.

<p>The Indonesian government is currently working on improving the quality of human resources so that our country is not far behind overseas and can compete in any field. One of the important factors in improving the quality of human resources is through education. The low quality of human resources can be caused by economic factors. The government moves the Non-School Education program to provide skills for citizens of productive age. The research method used is a qualitative research approach and descriptive research type, the data collection techniques used are literature / literature review, articles. Human resource development is influenced by education, one of which is out-of-school education. Outside school education that is designed to teach citizens to learn to have the types of skills and / or knowledge and experience that are carried out outside the formal education pathway. Efforts to improve human resources require cooperation from parties, especially the provision of education and expertise in accordance with standards set by the government. Quality human resources, targets in Indonesia's development will be easier to achieve.</p>
