The integration in transport informatics is facilitated by the rapid development of Information and Communication Technology. One of the realizations of the integration is Mobility as a Service (MaaS), which is proposed as a data-driven, user-centric, personalized mobility service. It integrates various forms of mobility services covering the entire travel chain. Qualitative methods have been applied in existing studies to analyse the integration of MaaS. However, a comprehensive quantitative method is still missing, which could be introduced as a supplementary tool to compare MaaS services. Therefore, we have developed a weighted elaboration method to calculate the complex integration index for MaaS systems. Three aspects are determined as variables, which are the functions of the MaaS application, involved transport modes as well as the tariff structure. Moreover, the organization as the backbone of such integration is considered as the fourth aspect. The integration phases of MaaS are introduced regarding these four aspects, then the calculation method of the complex index is developed by considering the weighted variables. Fourteen MaaS services are evaluated with the method and categorized by organization aspect. We found that public authority is proposed to be the inter-city MaaS operator, and the private company is proposed to be the MaaS operator in intra-city or national level. Our method may support decision-makers to have an abstract overview of MaaS and identify the possible development stage.

In the last decade, artificial intelligence (AI) has undergone many important developments in China and has risen to the level of national strategy, which is closely related to the areas of research and policy promotion. The interactive relationship between the hotspots of China’s international AI research and its national-level policy keywords is the basis for further clarification and reference in academics and political circles. There has been very little research on the interaction between academic research and policy making. Understanding the relationship between the content of academic research and the content emphasized by actual operational policy will help scholars to better apply research to practice, and help decision-makers to manage effectively. Based on 3577 English publications about AI published by Chinese scholars in 2009–2018, and 262 Chinese national-level policy documents published during this period, this study carried out scientometric analysis and quantitative analysis of policy documents through the knowledge maps of AI international research hotspots in China and the co-occurrence maps of Chinese policy keywords, and conducted a comparative analysis that divided China’s AI development into three stages: the initial exploration stage, the steady rising stage, and the rapid development stage. The studies showed that in the initial exploration stage (2009–2012), research hotspots and policy keywords had a certain alienation relationship; in the steady rising stage (2013–2015), research hotspots focused more on cutting-edge technologies and policy keywords focused more on macro-guidance, and the relationship began to become close; and in the rapid development stage (2016–2018), the research hotspots and policy keywords became closely integrated, and they were mutually infiltrated and complementary, thus realizing organic integration and close connection. Through comparative analysis between international research hotspots and national-level policy keywords on AI in China from 2009 to 2018, the development of AI in China was revealed to some extent, along with the interaction between academics and politics in the past ten years, which is of great significance for the sustainable development and effective governance of China’s artificial intelligence.

The rapid development of information and communication technologies and the permanent task of improving modern democracy have prompted the modern world public to search for ways, forms and mechanisms for attracting Internet technologies to solve problems of improving the modern democratization process. A critical analysis of the shortcomings of classical forms of democracy, namely direct democracy and representative democracy, has accumulated attempts by the creative Internet-community to search for new conceptual solutions of the perennial question of improving the democratic mechanism for the most complete consideration of the proposals, interests and opinions of each citizen when solving socially important problems both at the local and regional levels, as well as at the national level. The article presents a new concept of democracy by B. Ford. As conceived by its author and his followers, this concept is able to accommodate all the positive aspects and overcome all the shortcomings inherent in the classical forms of democracy. An important aspect of the presentation of this concept in the Ukrainian and Russian language discourse was the analysis of the terminological diversity that defines this phenomenon in modern scientific literature — flexible, moving, transparent, fluid, smooth, negotiable, liquid, fleeting, unstable, delegative, cloudy, self-organizing democracy etc., as well as the search for the most informative, given the social context, terminological definition of this concept in the Ukrainian and Russian language sociological scientific environment. The article analyzes the differences between the new form of democracy proposed by B. Ford and previously known delegative democracy. The need for such an analysis was due to fact, that in his early works B. Ford designated liquid democracy precisely as delegative, which entailed a certain scientific and terminological confusion in scientific discourse. The article discusses the features of a new form of democracy that are associated with the possibilities of using modern information and communication technologies and make liquid democracy an attractive element of the democratization process. The article also defines democratization potential of information and communication technologies.

This paper theoretically attempts to examine a ‘buzzword’ which has been used to describe a system of awarding tenders [infamously referred to as ‘tenderpreneuring’] in developing countries, by conducting a review of the literature on this practice. The paper endeavors to define ‘tenderpreneuring’ by examining literature, reports, opinion pieces etc on this practice which seems to be spreading rapidly in the public and private sectors in Botswana, South Africa, Kenya in particular. The paper also makes an effort to make a comparison between “tenderpreneuring’ and the traditional form of tendering which follows best practice governance principles. An endeavor is also made to trace the roots of ‘tenderpreneuring’ and how ‘tenderpreneuring’ has the potential to negatively impact citizen economic empowerment. The paper further attempts to use the theory of accountability to demonstrate that where tendeperpreneuring is practiced, there are potential connotations of poor governance on the part of [government or private company] officers who award lucrative tenders to tenderpreneurs. The paper concludes by attempting to examine the possible ramifications of ‘tenderpreneuring’. Consisely, it concludes that tenderpreneuring has the potential to condemn the society to poverty at both personal and national level and rob them of their respect and dignity. The discussion from this paper has potential to conscientise policy decision makers on bad governance practices emanating from possibly crooked tendering processes both in the public and private sector under the code name ‘tenderpreneuring’.

Since organizations today are facing an intensive increase in global competition, dynamic business environment, and a rapid development of information and communication technologies, many world authors state that the main key for the survival, growth and development, are accurate, timely and relevant information. Therefore Competitive Intelligence – being a process through which an organization collects, analyzes and manages data and information from the competitive environment, is becoming more and more important, and that is why the authors of this paper are presenting its complete and actual overview. Mystery shopping (MS), as a form of CI, is considered to be one of the most powerful tools available to organizations that help managers and decision makers to identify areas that need improvement. The aim of the paper is to point out the importance and benefits that Competitive Intelligence and Mystery shopping are bringing to the companies that make use of them. Through the research of relevant scientific literature, the authors conclude that organizations are increasingly focusing on the development and improvement of CI and MS because it allows them to develop efficient and rapid responses to decisions made by the competition, achieve the desired goals, and improve their present and future position.

AbstractPhase-sensitive optical time domain reflectometry (Ф-OTDR) is an effective way to detect vibrations and acoustic waves with high sensitivity, by interrogating coherent Rayleigh backscattering light in sensing fiber. In particular, fiber-optic distributed acoustic sensing (DAS) based on the Ф-OTDR with phase demodulation has been extensively studied and widely used in intrusion detection, borehole seismic acquisition, structure health monitoring, etc., in recent years, with superior advantages such as long sensing range, fast response speed, wide sensing bandwidth, low operation cost and long service lifetime. Significant advances in research and development (R&D) of Ф-OTDR have been made since 2014. In this review, we present a historical review of Ф-OTDR and then summarize the recent progress of Ф-OTDR in the Fiber Optics Research Center (FORC) at University of Electronic Science and Technology of China (UESTC), which is the first group to carry out R&D of Ф-OTDR and invent ultra-sensitive DAS (uDAS) seismometer in China which is elected as one of the ten most significant technology advances of PetroChina in 2019. It can be seen that the Ф-OTDR/DAS technology is currently under its rapid development stage and would reach its climax in the next 5 years.

This paper describes validation of an appropriateness framework, which has been developed in a former study, to determine appropriate models under uncertainty in a decision support system for river basin management. Models are regarded as ‘appropriate’ if they produce final outputs within adequate uncertainty bands that enable decision-makers to distinguish or rank different river engineering measures. The appropriateness framework has been designed as a tool to stimulate the use of models in decision-making under uncertainty and to strengthen the communication between modelers and decision-makers. Through the application to a different river with different objectives in this validation study from the river used in the development stage, this paper investigates whether the appropriateness framework works in a different situation than it was designed for. Recommendations from the development stage are taken into account in this validation case study as well. The final results from the study showed a successful validation of the appropriateness framework and suggested further possibilities for the application in decision support systems for river basin management.

Pelatihan ini dilakukan di lembaga masyarakat yaitu karang taruna. Karang Taruna Pemuda Mandiri Kelurahan Rejomulyo adalah salah satu Lembaga Kemasyarakatan yang merupakan wadah pengembangan generasi muda yang tumbuh dan berkembang atas dasar kesadaran dan rasa tanggung jawab sosial. Pengurus Karang Taruna Pemuda Mandiri mayoritas adalah pemuda yang masih produktif. Pelatihan untuk meningkatkan kreativitas Karang Taruna Pemuda Mandiri khususnya pada kemampuan desain grafis CorelDRAW guna meningkatkan kreatifitas . Kemampuan dalam menyampaikan ide dan gagasan dalam upaya untuk membangun generasi muda melalui kreativitas karang taruna tentu memerlukan dukungan teknologi informasi dan komunikasi yang dituangkan dalam bentuk spanduk, poster, undangan. Ini semua dapat dilakukan, jika kita dapat menguasai atau memiliki kemampuan desain grafis yang baik. The board of the Youth Youth Organization for Youth is still productive youth. Training to increase the creativity of the Youth Youth Organization especially in CorelDRAW graphic design skills to increase creativity. The ability to convey ideas and ideas in an effort to build a young generation whose creativity certainly requires the support of information and communication technology as outlined in the form of banners, posters, invitations. This can all be done, if we can master or have good graphic design skills. Abstract Background: The vegetative growth is an important stage for plants when they conduct photosynthesis, accumulate and collect all resources needed and prepare for reproduction stage. Bamboo is one of the fastest growing plant species. The rapid growth of Phyllostachys edulis results from the expansion of intercalary meristem at the basal part of nodes, which are differentiated from the apical meristem of rhizome lateral buds. However, little is known about the major signaling pathways and players involved during this rapid development stage of bamboo. To study this question, we adopted the high-throughput sequencing technology and compared the transcriptomes of Moso bamboo rhizome buds in germination stage and late development stage. Results: We found that the development of Moso bamboo rhizome lateral buds was coordinated by multiple pathways, including meristem development, sugar metabolism and phytohormone signaling. Phytohormones have fundamental impacts on the plant development. We found the evidence of several major hormones participating in the development of Moso bamboo rhizome lateral bud. Furthermore, we showed direct evidence that Gibberellic Acids (GA) signaling participated in the Moso bamboo stem elongation. Conclusion: Significant changes occur in various signaling pathways during the development of rhizome lateral buds. It is crucial to understand how these changes are translated to Phyllostachys edulis fast growth. These results expand our knowledge on the Moso bamboo internodes fast growth and provide research basis for further study.
