The aim of the work was the landscape analysis of agricultural geographical landscapes in the Altai Territory and elaboration of measures aimed at the rational use of agricultural lands. Environmental and landscape (landscape) approach became the main method of scientific research used in the analysis of modern agricultural landscapes. The cartographic method, using GIS-technologies, made it possible to digitize the obtained materials. Synthesized maps of agro-ecological, natural and other zoning of territories are based on topographic, soil, geobotanical and other thematic maps made during land surveying during the field survey. Retrospective analysis, induction and deduction methods,analysis and synthesis, as well as the abstract-logic method were also used in the work. Our main result was the analysis of land use territory for agricultural enterprise in municipal district of Altai Krai. Exploration of lands indicates a pronounced plant-growing specialization of JSC “Pobeda” with a developed animal breeding direction. Limiting factors affecting the rational use of land are natural and climatic conditions, terrain,unsystematic anthropogenic activity and, as a result, the development of erosion processes. The degree of eroded and deflated arable land is more than 50%, hay and pasture lands are also very unstable. Landscapes have been typified, based on which eleven types of land have been identified and their geomorphological description has been carried out. The first five types of land can be used for agricultural production with limitations compensated by crop technology and erosion control measures, the sixth and seventh types require grassing and, in some cases,conservation, the eighth and ninth types can be partially used for pasture and area valorization; the remaining two are not suitable for agricultural use but should be potentially used for planting and forest management. As a result of the presented transformation of agricultural lands, the structure of cultivated areas has changed. The area of arable land decreased by 877 ha, and of pastures by 365 ha,while the area under hayfields, fallow lands, and forest lands increased by 295, 191, and 875 ha respectively. Low-productive lands were withdrawn from agriculture. We suggested that the sustainability of agricultural land use was mainly caused by the reduction of anthropogenic load and increase in ecological equilibrium of the territory.

Purpose. The aim of the article is determining the conditions of rational use of agricultural land conditions and substantiation of measures to optimize the distribution and rational use of agricultural land. Methodology of research. General scientific and special methods are used to achieve this goal: the dialectical method of scientific knowledge – to consider the essence of the rational use of land and its protection; synthesis – to clarify the relationship between the subjects of land relations; analysis – to assess the constituent elements of agricultural land; graphic – for visual display of the obtained results; abstract and logical method – for the formation of conclusions and research proposals. Findings. The state and rational use of land in the region and the state are studied. The structure of agricultural lands in Ivano-Frankivsk region and Ukraine is analysed. The main ecological and economic aspects of land tenure and land use in agriculture are described, including changes in land relations. The main reasons that caused the negative trends of rational use and protection of land in agriculture are identified. Measures have been developed for the rational use of land in the economic activity of land and its protection. Originality. Approaches to the interpretation of the concept of “rational use of land” are systematized and generalized. Measures on rational use of agricultural lands in economic activity are offered, namely: creation and realization of innovative scientific and technical programs in the field of rational use of lands and their protection; improving the regulatory framework in the field of land relations; development of a mechanism for financing programs; introduction of environmentally friendly ways of agricultural production, etc. Practical value. The expediency of studying and forming the conditions of rational use of agricultural lands is proved. The results of the study can be used by agricultural enterprises in conducting business activities. N extreme climatic conditions and the unsatisfied state of agricultural land fertility in the Selenga Region, a decline in the production of crop and livestock products is observed. It should be noted that the production volumes of farms comprise agricultural production in the structure of production. district products - 25.2%. In such circumstances, the main factor in the development of the region’s economy and increasing soil fertility should be the organization of the rational use and protection of the land of peasant farms, main agricultural producers in the region.

The article discusses the use of former agricultural lands for afforestation. The fertility of these lands is reduced, low biological activity of soils is noted, the content of substances inhibiting the growth of woody plants is observed. The presence of a compacted subsurface layer contributes to the fact that the root systems of trees are formed by surface and do not reach groundwater. Created forest plantations usually experience a water supply crisis, they die off in dry years, they are easily exposed to diseases and pests. Possible ways of solving problems associated with afforestation in this category of land are suggested.

В статье приводится анализ хозяйственного использования лесных защитных насаждений на землях сельскохозяйственного назначения. Целью исследований являлась инвентаризация лесных защитных насаждений на территории Волчковского сельсовета Белинского района с целью сохранения и восстановления агролесомелиоративного фонда. В камеральных условиях создан актуальный картографический материал на базе космических снимков высокого и сверхвысокого разрешения, проведено визуальное дешифрирование с составлением векторного полигонального слоя текущего местоположения защитных лесных насаждений, определено количество дешифрированных объектов, их правовой статус и общая площадь (199,2 га). Расчет индекса NDVI показал, что состояние, не требующее проведения мероприятий по восстановлению (обновлению), имеют 77 лесных полос общей площадью 127,1 га состояние, требующее мероприятий по восстановлению (обновлению), актуально для 31 лесной полосы площадью 70,4 га полностью утраченная одна лесная полоса площадью 1,7 га. Разработана дорожная карта мероприятий по сохранению агролесомелиоративного фонда.The article provides an analysis of economic use of shelterbelt forests on agricultural lands. The aim of the research was a compartment description of shelterbelt forests on the territory of the Volchkovsky village council of the Belinsky district in order to preserve and restore the stock of reclamative afforestating land. In the laboratory conditions, an up-to-date cartographic material was created on the basis of high-resolution and ultra-high-resolution satellite images, visual interpretation was made with the preparation of a vector polygonal layer of the current location of the shelterbelt forests, the number of decrypted objects, their legal status and total area (199.2 ha) were determined. The calculation of the NDVI index showed that the state, not requiring restoration (updating) measures, had 77 forest strips with a total area of 127.1 hectares a condition requiring restoration (renewal) measures was relevant for 31 forest strips with an area of 70.4 ha one forest strip with an area of 1.7 hectares was completely lost. A roadmap for the conservation of the stock of reclamative afforestating land was developed.

The factors causing destruction of natural complexes, degradation of agricultural lands were considered. It was revealed that the crisis phenomena of state institutions also influenced the low resistance of agricultural production to negative impacts of a natural and climatic nature. The necessity of raising the urgent problem of drought, which affects the decrease in yield, and, consequently, the deterioration of the natural conditions of the economy, was proved. This requires a change in the agricultural technology system towards the development of a reclamation complex for the irrigation of agricultural lands, especially on lands of intensive agriculture, in particular, beet growing, vegetable growing, fodder production and the formation of a more drought-resistant farming system. It was noted that the neoliberal regulatory policy of the state and the liberalization of agrarian relations stopped the development of intensive reclaimed agriculture. It was revealed that over the past 30 years, land with reclamation systems fell into the private property of individuals. Lack of responsibility for the proper use of irrigation systems has led to the rupture of technological integrity, to the destruction of their functional properties. There is a need to form a system for organizing the efficient and rational use of agricultural land in production, which will allow us to study the features of the interaction of the components of the system and form ways to ensure a balance between the efficiency (profitability) of production and rational continuous use of agricultural land. On the basis of modeling, the factors of influence on the organization of the effective use of agricultural lands were determined. A graph-model of the system of organizing the efficient and rational use of agricultural lands was formed A structural-logical model of overcoming drought on agricultural lands was proposed. As a result of the studies, it was concluded that the impact of drought can be overcome by ensuring in Ukraine a full-fledged turnover of agricultural land and effective state mechanisms of regulatory economic policy in agricultural land use.
